If Izzet gets a Hypersonic Dragon, they definitely want Traitorous Instinct. At instant speed it can kill 2 creatures for 4 mana. I have only done this in one game when I got the dragon in a draft, but I hope I get to do it again soon.

I splash it when I draft a fliers deck. It's good for getting rid of the reach creatures that are stopping your attacks.

Any red deck, I would pick up one even just for the SB if you can get it late, and if you're rakdos aggro its mandatory. I end up playing azorious around 70% of the time, and believe me, against azorious its deadly since they sometimes tend to stabilize late against aggro and depend on flyers. If you steal a flyer and they don't have a hover barrier out, at the worst you blew up one of their flyers that they we're forced to chump with. If you steal an archon, sphinx, isperia, hypersonic etc., its usually gg.

since Izzet is mostly about punching through short-term damage a card that A) removes a blocker and B) gives you an extra attacker is good - the +2 power really does matter since it makes your opponent feel forced to block it, and it will generally ensure that he has no easy way to do so.
i think its a good card to splash in alot of decks, even if you're not in a base red guild. i'm always happy to play one off a splash in an Azorius deck, for example. it really heavily rewards any kind of tempo based strategy.
My favorite use is stealing that Loltroll they've been building up to kill them with it.
My favorite uses was stealing a Golgari Decoy to kill 3 creatures. Another good use was stealing the 8/8 token after my opponent tapped his only creatures to make it, though most players know not to use that on their own turn.
If you are red and agressive, you want at least one of these in your deck. It can provide so much damage out of the blue, most players cannot really plan around it. It also wins races well by snatching a blocker, powering it up, and then giving you another attacker.
Auto-pick if I'm working in red. I even splash for it if it tables around to me and I'm not playing red. I've won so many limited games with it, it's not even funny. Games often come down to a stalled board and the 2 creature swing in your favor from casting this is often enough to win. Especially if it's their bomb, and pretty much every deck has a bomb. I stole an Archon of the Triumverate last night on MODO with it FTW, and I was toast if I didn't win that turn.

It seems like it always tables. Does Izzet maybe want it as a narrower Teleportal or Blustersquall?
It is a house in Sealed. Somewhat less so in draft. I'd be comfortable adding it if I was short on tricks as card 20-23ish.

Jarad, Golgari Lich Lord, Korozda Guildmage, Launch Party are all probably too expensive/slow to actually work.
Removing a blocker to get in damage with Cobblebrute or Stealer of Secrets is also good.

Yeah- I think the card's playable in both izzet as well as rakdos, although it's pretty sketchy on a splash or anything like that.

But I'd still run at least one main deck in any sort of red-based aggro deck. Two in many cases.
