Basically they add up how many total of a card are in Top 8 Legacy decks each month, so once a month I'll get a new Top 20, and show how much a card has gone up from one month to the next.
im sorry but there are very few legacy decks that should have surgical. they are anything running goyf and if your runnign goyf with black some # of those need to be exterpates and stoneblade because its got snapcaster mage

Huh? -- First of all this is not opinion the Top 20 is an exact copy-n-paste from a reputable Tournament report site. Second of all, many decks play Surgical in their sideboard because it does not cost black specifically and you use it to hose Reanimator and to help against Lands, Dredge, and other graveyard dwelling decks.

Making a case for its play is useless here though considering the site literally tallied it in every Top placing legacy deck. To say it can't be there, not many legacy decks have it, or it's there in error is nonsense...to say you are surprised it's there or shouldn't be is another.
People are playing them in big tournament sideboards -- for better or for worse.
Red is, sadly, still reliant on a common card from the very first magic set and likewise for a sideboard card (blast).

Anyway, I'm not at all surprised by anything on this list. After playing Legacy consistently (finally) since January, I can say that my own experience has been very close to this with a few exceptions. But the top 3 are definitely the top 3.
I'm not surprised by the lack of red. We have one guy at our LGS who plays Goblins and that's it. Everything else is Jund, TES, ANT, RUG, BUG, SnT, etc. The usual stuff you'll find. We had one burn player but he hasn't played in months.

Agreed with LBS on the top played cards; the ones that have the best effect for their cost and provide high-impact plays will continue to be played en masse.

Lack of red showing up in decks has more to do with what Wizards has been printing. If they want to continue throwing red cards under the bus and only printing (burn variants/goblins/WACKY CRAZY CHAOS CARDS LULZ) then we'll never see red being developed into a Grown-Up color in MTG.
I guess now would be the best time for them to print the "missing" red two-drop (I realize some feel it's Goblin Piledriver or Recruiter) and not make it terrible or based on luck, coin flips, etc. Since Zoo is my pet deck, here's hoping...:-/
The problem with the red 2 drop is IMO it has to be a creature that only a true red deck can use... IE it can't be something that RUG Delver can just abuse by throwing it alongside Delver and Goyf.

Agreed. Even if Snapcaster Mage were printed in Red, I imagine the deck that use him most would probably some RUG or UWR variant.

IMO lightning bolt fit in more deck than StP.
