Welcome to the 4th incarnation of the Getting Started in Legacy and Legacy Budget Primer! If you are new to the format, or wish to play while on a budget, this thread is for you! Here, you will find a vast amount of information on the world of budget Legacy. In addition to a large amount of decks to pick from, you will find links to articles and videos that will help you become a better Magic player. Feel free to post here if you have any questions, comments, or criticisms. That’s all for this introduction, so let’s get started!
II. Money Saving Tips and Tricks
Using what you have
If you don't care what deck you play in Legacy, why not save yourself some money and just build whatever you are the closest to owning anyway? Find what cards in legacy are most commonly used and which of these you already own. You can find a comprehensive list of what cards are commonly used in legacy here and ,here and a nice list of the top decks in legacy and their prices here. This is all, of course, if you are lucky enough to own a few staples already. More so than anything this thread is here for those of us who don’t really own a lot of (or any) staples.
Using What You Don’t Have
Making Proxies
To make a proxy of a card is to use other cards, paper, or pretty much anything you can get your hands on to represent cards that you do not own. Obviously this is not for competitive play purposes, and you are not making counterfeits. Rather, you are "building" decks or playing cards that you don't actually own in order to better understand them. Doing this lets you prepare for a tournament by getting experience with or against cards you otherwise could not. Before you spend your entire paycheck on a set of cards (or a whole deck), proxy that sucker out and play test with it. Doing so can help you understand how the card changes the deck or, in the case of making an entire proxy deck, how the deck plays. Better to spend a couple pages of paper cutting out copies of cards than to spend $250 on a deck only to find that you really don’t like it. I really cannot stress this enough. Making proxies of cards and decks will save you tons of money.
Programs
Similar to making proxies, you can also use an MTG computer program to make a deck and test it before you spend the money on it. I use Cockatrice, but there are a plethora of choices. This all comes down to preference, but it is much easier to test an idea with a buddy over the internet than to call them up and have them drive over and help you cut out pieces of paper. Borrowing
Yet another extremely important money saving strategy. Sharing is caring, and this lesson is true even when getting into the legacy scene. It’s unrealistic to assume you own every staple card needed to build whatever deck you want to use. You would not be in this thread if you did. You know who does though? Everyone else! This is where borrowing comes into play. When you start going to legacy tournaments it’s good to make some friends here and there at whatever place you regularly go to. Do some trades, get to know people. It’s not rocket science, just try to be a nice person. Help people out by letting them borrow decks or cards that you own. This way, when the time comes, you can borrow decks and cards from them.
Placing high in a tournament usually yields store credit. This means if you place high in enough tournaments you will be able to actually buy any cards you had to borrow in the past without spending any money. Just remember to thank people who are nice enough to let you borrow their cards! Magic is a community experience. If you are nice to people, they will be nice to you.
Change Jar
One of the most simple, yet helpful things you can do is start a change jar. Find some random jar that can hold a good amount of change and label it "Legacy spending money" or "My shiny new Force of Will Play set". Whatever works for you is fine. Every night, before you go to sleep, empty your pockets into the jar. No matter how small the amount, it all adds up. I promise this will be worth it. Last time I emptied mine it became a play set of Lions Eye Diamonds! Doing this allows you to actually buy food, pay rent, or whatever you need to do to live, and still get good decks for your favorite hobby, too.
Budget Replacements
Of all the tips I can give this one is my least favorite. To quote Drew Levin…
”The problem with budget decks in Legacy is that they often try to be strictly inferior versions of the expensive decks[...] People want to play the 'good' decks, but by constraining the deck to fit your budget, you sacrifice a lot of what makes the deck good to begin with.”
I really agree with this quote, however, sometimes you are pretty close to finishing what is considered an established deck. Maybe you have every card that makes up Legacy Reanimator except for the dual lands and fetch lands. In this case is it ok to make the deck anyways, using a budget land base? I would say yes. Now, what cards can be used to replace others is all very subjective. Because of this I will not be listing any common budget replacements here. However, if you have a question regarding what can replace a specific set of cards for your deck just post in this thread and we will help you figure it all out.

“What deck should I play?” Thread
Here on MTGSali we have a thread built specifically for people to ask other user’s opinions on what deck they should play. This is definitely a thread to check out if you are not sure what you should be taking to a tournament. You can find the thread here.
Basic Description-
This is a dredge deck that plays zero lands. Get your dredgers into the graveyard by taking advantage of the maximum hand size rule. this means you will try to be on the draw as often as possible so that you can pitch a dredger during your clean up step as early as possible. Phantasmagorian also helps. Dredge away like any other dredge deck and win with zombies made from Bridge From Below + Ichorid, or with any reanimated fatty. Bringing back Balustrade Spy wins you the game on the spot, as dumps every card in your deck, which allows you to bring back Flayer of the Hatebound, followed by either a lethal reanimated Golgari Grave-Troll, or lethal reanimation burn on your next upkeep from your four Ichorids and Nether Shadows added to the original damage from Flayer.
Basic Description-
The aggressive form of Elf Tribal in Legacy. Accelerate into as many elves and elf lords as you can and turn them sideways. Ezuri, Renegade Leader gives you a nice aggro finish and Natural Order into Craterhoof Behemoth is a nice combo style option.
Basic Description-
While this list is a bit dated, you really can't deny its power. Discard dredgers early and then use draw spells to abuse the dredge mechanic, pouring your deck into your graveyard, triggering Narcomoebas and Ichorids along the way. Dread Return into a Flame-Kin Zealot with zombies spawned from Bridge From Below makes for a nasty finish.
Basic Description-
Oops all spells is a glass cannon combo deck that can be argued to be the fastest in the format. Make four mana as soon as possible and then use it to cast either Balustrade Spy or Undercity Informer. Either one will mill your entire library for you, which gives you 4 narcomoeba. Use these jellyfish to cast Dread Return from your graveyard targeting Underworld Cerberus. This will bring every creature from your graveyard into your hand after you sacrifice him with a Cabal Therapy. From there you use all the spirit guides you got back to cast Wild Cantor, who gives you the blue to cast Laboratory Maniac. Street Wraith ends the game with the scientist in play.
Basic Description-
The go to budget Legacy deck. Fire off as many burn spells as you can and don't let up the pressure until your opponent is dead. Not much else to explain.
Basic Description-
This mid range style deck concentrates on controlling your opponent's options through discard and creature removal, and then finishing them with Phyrexian Obliterator. The deck generates card advantage through the use of utility creatures that double as removal.
Basic Description-
The go-to blue tribe. Play merfolk, beef them with your sixteen merfolk lords, then turn everyone sideways. Your counter magic should keep you ahead while you pummel your opponent with fish.
Basic Description-
The combo version of elf tribal in Legacy. Swarm the board with elves through the Heritage Druid + Nettle Sentinel interaction combined with Glimpse of Nature. The deck aims to finish the opponent off with a Craterhoof Behemoth, or simply by attacking with a swarm of pumped elves.
Basic Description-
Hit your opponent early with discard spells and keep the field empty of both lands and creatures with the Pox cards. Finish with a Tombstalker, or by grinding them out with Nether Spirit or Cursed Scroll.
Basic Description-
Combo deck with a storm shell that Combines Ad Nauseam and Angel's Grace. This lets you draw your entire deck and kill with Sickening Dreams. You run much more protection than many combo decks, and can use Cunning Wish to find some more, or a combo piece.

This is a graveyard based aggro deck that seeks to use its unique creature base to pull ahead. Vengevine is sped out early thanks to discard outlet creatures, Basking Rootwalla and Gravecrawler. Buried Alive can make silly things happen with Vengevine, and Blood Scrivener has nice synergy well with discard outlets.
Basic Description-
Knights is another tribal white weenie deck. The major player here is Knight Exemplar, which gives all of your creatures indestructibility. This means no burn and no Abrupt Decay to worry about! Things are pretty straightforward all around. Play creatures, beef them with equipment and enchantments, and swing away.

Vampires aims to keep your opponent in check with discard and creature destruction while you gain card advantage with various Bloodghast and Bloodline Keeper Tricks. Finish through tribal aggro or Malakir Bloodwitch.
Basic Description-
Two-in-One combo deck that uses Varolz, the Scar-Striped's Scavenge ability with Death's Shadow and Phyrexian Dreadnought, which allows for huge a permanent boost to any of your creatures for one mana. You can also use Torpor Orb in combination with Hunted Horror or Phyrexian Dreadnought. Either way, at the end of the day you get a huge creature for little investment that your opponent must deal with fast.
Basic Description-
Wildfire is a mono red control deck based on, you guessed it, Wildfire (and Destructive Force). Use mana rocks like Thran Dynamo to speed out an early fire or force. This puts you ahead, as your opponent will lose most or all of their lands, but you can still produce mana through your artifacts. Finish them off with one of your titans, or even burning wish into something silly, like Clan Defiance.
Basic Description-
Goblin Storm is an Empty the Warrens based storm deck. Chain your mana accelerators, rituals and cantips until you have a high storm count, which fuels Empty the Warrens. Goblin Bushwacker can allow you to kill on the same turn the Warrens are cast, but it does not have to be played. Burning Wish finds whatever you may need, including Warrens.
Basic Description-
Red and Green aggro deck based on Bloodbraid Elf. The elf provides card advantage and explosive turns that you can use to overwhelm your opponent. You can cascade into a number of aggressive spells, but your favorite is probably going to be Myr Superion. The Robot can also come into play off of either Burning Tree Emmissary, or Tinder Wall. The ladder can also ramp you into an elf or Rampager.
Basic Description-
Mono black control deck based on Contamination. Because most decks in the format are multi-color and Black is a fairly uncommon color at that, the deck seeks to lock the opponent out the game with the enchantment. Various cards that produce tokens every turn or recur by themselves are used to keep the contamination out. Pretty much everything else in the deck is a discard spell or card that destroys creature threats.
Basic Description-
Fatty based combo deck that works by casting either Polymorph or Proteus Staff and sacrificing a token, like the one produced from Flayer Husk. Because the only creature in your deck is Emrakul, he will always be the end result of your Polymorph. The rest of the deck is either protection, acceleration, or something that helps you find the combo.
Basic Description-
Yet another cascade combo deck. This one works by cycling as many creatures as possible into your graveyard in the early turns. By turn 3 or 4 cast any cascade spell, which will result in a Living End. This brings back all of your cycled creatures while also destroying everything on your opponent's side of the field. Unmask is a tech for the archetype not often seen that serves to give you some protection from your opponents answers before and after the bomb hits.
Basic Description-
This is a graveyard based combo deck similar to Cephalid Breakfast and The Four Horsemen. This deck mills itself until it has zero cards in its library and then wins through the combination of Dread Return, Angel of Glory's Rise, Azami, Lady of Scrolls and Laboratory Maniac. Basalt Monolith in combination with Mesmeric Orb gives you your mill and win. Phantasmagorian and Cabal Therapy work to make sure every card that is needed in the graveyard can get there, even if they are stuck in your hand.
Basic Description-
A Tribe Called Quest is a white weenie deck based on equipment and low cost or repetitive creatures, which take advantage of Quest for the Holy Relic. Go aggro by swarming your opponent with weenies equipped with powerhouse cards like Umezawa's Jitte or Argentum Armor.
Basic Description-
A form of suicide black that concentrates on the interaction between creatures that have protection from white (Swords to Plowshares) and equipment like Umezawa's Jitte. Aether Vial allows you to get the most out of the mana intensive abilities of your creatures while removal and discard keep you ahead of the game.

Basic White weenie deck. Swarm your opponent and buff your small white creatures. Meekstone keeps your opponent from being too aggressive while you build up and sweep up.
Basic Description-
Yet another white weenie list. This one concentrates hard on the life gain aspect of white. Specifically, Ajani's Pridemate and Serra Ascendant. These cards grow from the life gain provided by the Soul Sisters (Soul Warden, Soul's Attendant, and Martyr of Sands) and become major threats as the game goes on. Equipment fetched by Stoneforge Mystic help ensure anything you play can be a threat while the rest of your cards either protect your threats or remove the ones your opponent plays.
Basic Description-
Mono Black control deck that plays the slow rolling game with Infect. Because Phyrexian Crusader is so difficult to deal with you can just keep your opponent from doing anything too crazy while you pressure them with his inevitability. If he does happen to die, Unearth will just bring him back.
Basic Description-
All in combo deck built more for speed rather than resilience. Cast a Glimpse of Nature or Gamble to find it start playing creatures. Draw cards and use your free mana to play more copies of Glimpse of Nature, or Noxious Revival your previous copy back. Scapegoat prevents you from fizzling. Eventually you will find your Grapeshot and the mana to cast it, killing your opponent.

A blue creature deck that defines the color. You are playing the best blue creatures in the game (True-Name Nemesis and Delver of Secrets) while also playing card sorting and counter magic. Do what the color does best and win.

Mono-blue storm combo deck. This deck aims to storm out on your opponents turn, taking advantage of the interaction between High Tide and Reset. Snapcaster Mage allows you to re-cast whatever you may want, but key targets are normally Reset or Turnabout. Draw cards and build storm with near infinite mana until you can Brainfreeze for the kill.

Simple enough, this is a Mono Black combo deck that works by getting a really large creature into the graveyard and then bringing them back to life with a reanimation spell, effectively playing them for a fraction of their casting cost.

This is Legacy's black stompy deck. Use your mana acceleration to play an early Chalice of the Void and/or Trinishphere, similar to other stompy strategies. From there, play demons and attack.

Another all in and super fast combo deck. Use your mana acceleration to play a cascade spell as soon as possible. Once cast it will produce a Hypergenesis, which allows you to drop any fatties in your hand onto the field. Omniscience can also come down, which is loads of fun just waiting to happen.

The green version of Legacy's stompy decks. Green Sun's Zenith gives the deck options that no other stompy deck has. Beyond this, the deck is pretty typical. Cast soft lock cards like Trinisphere and Chalice of the Void as early as possible with your mana acceleration, then follow them up with some large creatures. Mungha Wurm is the beater of choice here, and has less of a drawback thanks to Garruk Wildspeaker, Nissa, Worldwaker, and Chrome Mox.

Aggro Enchantress deck. Play as many auras and enchantments as you can as early as possible. Accelerate into either Aura Gnarlid or Yavimaya Enchantress, which beat your opponent to death. Ancestral Mask is your main bomb, and can end the game a turn or two after it comes down. A version that splashes white for Ethereal Armor and Kor Spiritdancer does exist. However, while still budget, it does drive the cost of the deck up significantly.

Combo deck that works with the interaction between the En-Kor creatures, who's abilities can be used an infinite number of times with no prerequisites, and Daru Spiritualist or Task Force. Once combined, infinite toughness is achieved which can be used in combination with Twisted Image or Inside Out to kill your opponent. You can also use Condemn to gain infinite life. Should you have enough cards in hand Tireless Tribe can also be used to go lethal with Twisted Image. Playing the splash blue version (instead of red for About Face) allows the use of Cantrips like Ponder and Preordain, as well as a better mana base. Pact of Negation should be Considered.
Basic Description-
A unique combo that revolves around cards like Chromatic Sphere (also known as eggs because of their similarity to the Invasion cycle eggs, such as Skycloud Egg) and their interaction with Second Sunrise and its cousin Faith's Reward. Through chaining your egg spells in combination with one of the two mass recursion spells one is eventually able to deck themselves and set up the infinite damage combo of Conjurer's Bauble + Lotus Bloom + Seal of Fire + Second Sunrise or Faith's Reward.
Basic Description-
Mono green aggro deck based around Dungrove Elder. Get as many forests in play as you can to make Dungrove a large threat that is hard to answer. Use Veteran Explorer or Viridian Emissary to pay the kicker cost for Primal Growth, resulting in multiple untapped forests hitting the field. Collective Voyage (or, if you can't find any, New Frontiers) is an insane ramp spell that works wonders with Ambush Commander and/or Rampaging Baloths. Howl of the Night Pack serves as another win condition that is very hard for your opponent to come back from, should it resolve.
Basic Description-
A cascade based combo deck that accelerates its mana using the Invasion sac lands. Cascade spells will hit Restore Balance, which forces your opponent to sacrifice most, if not all, of their lands and creatures. Any suspended Nihilith will also lose suspend counters as a result and can then finish off your opponent.

This is an aura based combo deck. Cast Academy Researchers, who will come into play with either Eldrazi Conscription or Mythic Proportions attached to him, then beat face. The deck can also enchant a hexproof creature with Arcanum Wings, which will swap itself with either of the two previously mentioned auras.

White splash version of Aura Gnarly. Adding white gives you access to a slew of new and powerful cards, most notably Kor Spiritdancer and Ethereal Armor. Tethered Griffin is another nice addition that brings more evasion to your strategy.

This list is basically Sorin, Lord of Innistrad.dec. Cabal Therapy and Lingering Souls are good cards, so let's use them too. Discard their hand, kill their creatures, flood the field, and make them feel some token-based wrath.

This is an aggro version of your typical budget elf tribal deck. Instead of going the combo route, this list just tries to aggro out your opponent as soon as possible by taking advantage of the vast amount of lords at your disposal. Just play as many elves and elf lords as you can using your mana acceleration, and then beat face. Joraga Warcaller and Bramblewood Paragon combo nicely and Ezuri, Renegade Leader serves as your main finisher.
Basic Description-
Simple Mono Green beatdown deck. Use green sun's zenith as a toolbox while you cast mana dorks, which cast really big beat-sticks. Not much else too it.
Basic Description-
Mono Blue combo/control deck that abuses the instant speed phase card Vision Charm and the infamous Stifle with Phyrexian Dreadnought to give you a 2 CMC 12/12 Trampler. Everything else in the deck protects this combo or helps you find it.
Basic Description-
Mono White control deck. Keep the field clear of threats with your surplus of creature removal spells. Isochron Scepter can end the game with Silence, or just provide you with infinite removal spells. Island Sanctuary can keep you alive while Luminarch Ascension tokens overwhelm your foe.
Basic Description-
Probably the only green storm deck in existence. The deck works much like the your typical Legacy Enchantress deck, but instead of trying to build a wall for yourself to sit behind, you use the enchantress draws to build storm and kill with a lethal Tendrils of Agony. Gaea's Touch being recurred by Rofellos's Gift as well as Early Harvest untapping your Growth enchanted lands keeps your chain going long enough to draw into a Tendrils with plenty of mana to cast it.
Basic Description-
White weenie deck based on token producing cards. Swarm your opponent with tokens and beef them with enchantments. The deck seeks to gain advantage through a sort of 2-for-1 card advantage strategy where every token card produces multiple tokens, or is reusable over time.

Keep your opponent from getting into the game with your discard, and creature destruction while you cast rogues...lots and lots of rogues. Swarming the opponent with fliers while you both buff and turn them into living Mind Peels (thanks to Oona's Blackguard) is a strong strategy.
Basic Description-
Blue artifact based combo deck. Master Transmuter is used to cheat large artifact creatures into play as early as possible. Many of these creatures will end the game within the next few turns. Alternatively, the deck can also generate enough mana to hard cast the creatures through Etherium Sculptor, Grand Architect and Vedalken Engineer.
Basic Description-
Mono red storm deck that seeks to use as many rituals and other mana accelerators as possible to land an early and game ending Empty the Warrens. Through the use of Past in Flames and Burning Wish the deck can also go lethal through multiple Grapeshots.
Basic Description-
Storm Combo deck based in the Invasion Sac-Lands. Mana accelerate using the lands, mana fix with the stars, draw cards, and storm out your opponent with Tendrils of Agony.
Basic Description-
Elf Ball style combo deck centered around Priest of Titania and Elvish Archdruid. Create a large amount of mana as soon as possible with these guys. This mana is then used to win through a variety of ways. You can go infinite with Staff of Domination, swarm them out with a Genesis Wave, or, hit em hard with Weird Harvest. The Weird Harvest play usually goes like this:
1. Use Priest or Archdruid to generate enough mana to Cast Weird Harvest where x is at least 4
2. Search for some combination of Quirion Ranger, Wirewood Symbiote, and Craterhoof Behemoth
3. Use the multiple untap effects you just searched for to create enough mana to play all of the elves you just found, plus the Behemoth, then swing for lethal. If you have Emrakul you can hard cast him instead of using the Behemoth.
Basic Description-
Mana acceleration based combo deck. Either use your land searching cards to assemble the Urza Tron combo of Urza's Mine, Urza's Power Plant and Urza's Tower, or use Overgrown Battlement in combination with your other walls to generate large amounts of mana. Either way, you use this mana to play large game ending creatures like Emrakul, the Aeons Torn. Moment's Peace and friends keep you alive so you can make land drops and Eye of Ugin, which can be found through your land searches, makes sure you always have a fatty to play.
Basic Description-
Nothing too crazy here. Use your discard spells to disrupt your opponent in the early game and keep their field clear of threats with your creature removal. By the mid to late game you should be able to lock things down with Ensnaring Bridge and/or Null Brooch. Sorin Markov is your main finisher, able to kill most problem creatures with his +2 ability, but Shrieking Affliction gets the job done too.
Basic Description-
Aggro deck based on the powerful combination of Knight of New Alara and the tri-color creatures introduced in the New Alara set. Your mana dorks let you accelerate into a Knight while Green Suns's Zenith ensures you have the creatures you need to either overwhelm your opponent, or trump whatever they are trying to do. Civic Saber is also right at home in the hands of Marisi's Twinclaws.
Basic Description-
Infect combo deck that works by casting a free Blazing Shoal, discarding a high cost red card and targeting one of your infect creatures. Because both Searing Wind and Blasphemous Act have a CMC of nine the infect damage will be lethal in one swing. The rest of the deck is designed to search for or protect the combo. Cunning Wish is great because it can find either piece, or a counter spell to protect them. Also, because the combo does not require open mana, you can cunning wish for your final piece and win in the same turn.

When I find a Belcher list that is both budget ($250 or under) and reliable enough, I'll post it. I have not found one yet.
I've thought about modern before, but honestly I just don't know the format well enough right now. Maybe in the future, but at the moment I don't have the confidence yet.

This is a great way to get into legacy if you are playing on a budget. What I found that was very helpful in all of these are the saving money and tips section. I made a change jar and I had no idea I had that much change and loose money laying around. Also i found that on eBay if they have or best offer you can offer below the price to get a good deal on cards. I just got a FoW for $55 with an offer that is saving 25+ dollars wich really adds up. This is the place to be if you just want to start playing legacy. I also recommend making proxies of 3-4 decks you are thinking about making It really tells you how you play and what types of decks you like.

I feel just due to the meta a budget delver build. It would be competitive and delver decks are cheap without fetches and duals. It is a great deck to grow into, you pay about 150-200 for the core then you just build off of that adding fetches force of wills duals goyfs.

Spooky, these are my favorite reading on Legacy anywhere on the web. You've built an amazing resource, and I really appreciate it. I've stolen many of your deck ideas to loan to friends and spread the Legacy bug.
I'm curious why you've opted not to include any "mainstream"(Glistener Elf-centric) infect decks this go-round? I recall a mono-green and G/b list previously. The deck has certainly put up some results lately, and with Burn and Affinity seems to round out the pantheon of top tier, competitive "budget" decks. Is the deck not performing to your expectations lately or has the price of Berserk made it less viable as a budget option?
Edit: one thing that might be helpful in these lists (especially in the "adding money" sections) is some sort of approximation of how useful the investments are in transitioning from budget to non-budget play. I think a lot of plates would prefer to invest a little more in a list that contains some staples and has "room to grow" than in a deck that is cheap but very niche.
@elderscrollsnick- I have a budget Delver list or two in the primer, and am working on some more that I am not ready to publish yet. But yes, you are correct, delver lists are very good and get better with money. What's more, the money you put into them can usually be transferred to other lists.
@huktonfonix- I have taken out infect lists from this version of the primer because I feel like they were not quite up to snuff anymore. Basically, I've brought them back to the drawing board. I have done this with a few other lists as well. Have no worry though, once I am finished sprucing them up and testing them, I will re-introduce them to the primer. Basically, what it comes down to is the idea that I was not comfortable with the lists anymore, so I want to make them better before I put them back up.
As far as the approximation of power level goes, I am working on a simple strength rating system that I hope I can apply to every list. This will also include a rating system on where exactly your money will be going, and where it can take you later.
It is about a turn slower than traditional ANT, but it is a little more resilient because it is not actually a storm deck, but a two card combo. Plus, you run silence and pact of negation to protect yourself. I would proxy it up and see how you like it.
I'm testing your Combo Elves deck and Burn is giving me a lot of trouble to handle. They burn my mana good generator elves (titania, heritage, ...) to slowdown my deck and use Eidolon to lockup glimpse combo. What do you suggest?
I'm just getting started into legacy and would like to get a deck that can be upgraded and has several format staples. I like aggro and was thinking of building the gate and branching off into Deadguy ale. Would these be a prudent plan? If not what would you suggest?

Your deck is a disaster. It has no plan, no focus, no clear strategy, and half the cards hate each other.
U/R Delver seems to be the popular aggro deck these days. Format staples include fetches, Force of Will and Volcanic Island. As a way to get into the format, it can be played effectively with Steam Vents instead of Volcanics, and I bet you could give it a go with Spell Pierce instead of Force for at least a little while.
Burn is a viable option and is almost certainly the most affordable non-budget legacy deck. It's certainly aggro as well.

The gate into deadguy ale is possible, but probably not as strong as moving from burn into u/r delver or budget u/r into full on u/r. There are some that would argue that u/r delver is the best deck in the format atm, and as long as treasure cruise is a round I don't this this changing.
Other options are...
gruul aggro turning into zoo (zoo has not been played competitively for a long time, though)
Budget aggro elves into non-budget aggro elves
I've seen soldier stompy dominate tournaments before, even an SCG, so I know it is very strong. The problem here, though, is that really when you "upgrade" you are just moving some cards from one stompy deck to another.
Okay then, without playing blue I'd say your best bet at an aggro deck would have to be Burn, which could be upgraded into a zoo deck eventually. You could also play Gruul aggro and turn that into zoo.
Other options are Merfolk, which does not play blue duels, or Slivers.

How do you feel about stompy decks?
I really appreciate the time you took to reply. This thread is amazing. You see the thing is I do own all of burn and all of mana dredge (the LED kind) but I really hate both decks. Burn isn't really my style it doesn't much care about turning guys sideways as much as it cares about bolting to the face.
I don't know how I feel about stompy decks as I've never really played them but I've always been fond of RDW strategies. Zoo from what I understand hasn't been much of a competitive deck for years. Is there any reason why it hasn't been? I'd like to be able to compete at Legacy tournaments that my LGS holds and of course the occasional IQ and Open that SCG runs.
Tired of only playing in Standard and the occasional modern tourney.
B/W Tokens is my favorite modern deck.

You can make BW tokens a decent Legacy deck by just adding in Stoneforge Mystic and Jitte. For ideas you can look at the list I have in the primer.
Zoo fell off the radar when Delver was printed because a Flying 3/2 for one mana is better than a Vanillia 3/3 for one mana. That being said, I just saw zoo top 4 my LGS last week in legacy. It's not a bad deck, it just kind of got pushed to the side. If you play it a little slower, with teeg, stoneforge, library, etc. then it is actually pretty strong.
My suggestion right now would be to make a proxy list of werewolf/dragon stompy and/or Soldier stompy. and test them against decks you think you would see in your meta. Decide if they are fun for you to play, and decide if you think they would perform well for you.
Boros is also an option for you, depending on your budget.
Not to highjack spooky's thread here, but I think the issue is that Zoo largely lacks the tools to interact with some strategies. Like most linear aggro decks it simply folds to combo. You need some form of denial, disruption or hate to get a fair deck working against combo. Largely this means things like countermagic, mana denial, targeted discard, or static hate effects.
I think you've gotten some decent advice in the what deck should I play thread.

Welcome to the 4th incarnation of the Getting Started in Legacy and Legacy Budget Primer! If you are new to the format, or wish to play while on a budget, this thread is for you! Here, you will find a vast amount of information on the world of budget Legacy. In addition to a large amount of decks to pick from, you will find links to articles and videos that will help you become a better Magic player. Feel free to post here if you have any questions, comments, or criticisms. That’s all for this introduction, so let’s get started!
Using What You Don’t Have
Making Proxies
To make a proxy of a card is to use other cards, paper, or pretty much anything you can get your hands on to represent cards that you do not own. Obviously this is not for competitive play purposes, and you are not making counterfeits. Rather, you are "building" decks or playing cards that you don't actually own in order to better understand them. Doing this lets you prepare for a tournament by getting experience with or against cards you otherwise could not. Before you spend your entire paycheck on a set of cards (or a whole deck), proxy that sucker out and play test with it. Doing so can help you understand how the card changes the deck or, in the case of making an entire proxy deck, how the deck plays. Better to spend a couple pages of paper cutting out copies of cards than to spend $250 on a deck only to find that you really don’t like it. I really cannot stress this enough. Making proxies of cards and decks will save you tons of money.
Programs
Similar to making proxies, you can also use an MTG computer program to make a deck and test it before you spend the money on it. I use Cockatrice, but there are a plethora of choices. This all comes down to preference, but it is much easier to test an idea with a buddy over the internet than to call them up and have them drive over and help you cut out pieces of paper. Borrowing
Yet another extremely important money saving strategy. Sharing is caring, and this lesson is true even when getting into the legacy scene. It’s unrealistic to assume you own every staple card needed to build whatever deck you want to use. You would not be in this thread if you did. You know who does though? Everyone else! This is where borrowing comes into play. When you start going to legacy tournaments it’s good to make some friends here and there at whatever place you regularly go to. Do some trades, get to know people. It’s not rocket science, just try to be a nice person. Help people out by letting them borrow decks or cards that you own. This way, when the time comes, you can borrow decks and cards from them.
Placing high in a tournament usually yields store credit. This means if you place high in enough tournaments you will be able to actually buy any cards you had to borrow in the past without spending any money. Just remember to thank people who are nice enough to let you borrow their cards! Magic is a community experience. If you are nice to people, they will be nice to you.
Change Jar
One of the most simple, yet helpful things you can do is start a change jar. Find some random jar that can hold a good amount of change and label it "Legacy spending money" or "My shiny new Force of Will Play set". Whatever works for you is fine. Every night, before you go to sleep, empty your pockets into the jar. No matter how small the amount, it all adds up. I promise this will be worth it. Last time I emptied mine it became a play set of Lions Eye Diamonds! Doing this allows you to actually buy food, pay rent, or whatever you need to do to live, and still get good decks for your favorite hobby, too.
Budget Replacements
Of all the tips I can give this one is my least favorite. To quote Drew Levin… I really agree with this quote, however, sometimes you are pretty close to finishing what is considered an established deck. Maybe you have every card that makes up Legacy Reanimator except for the dual lands and fetch lands. In this case is it ok to make the deck anyways, using a budget land base? I would say yes. Now, what cards can be used to replace others is all very subjective. Because of this I will not be listing any common budget replacements here. However, if you have a question regarding what can replace a specific set of cards for your deck just post in this thread and we will help you figure it all out.

Landless Dredge
DeckType- Aggro
Cost-~$125 USD
Basic Description-
This is a dredge deck that plays zero lands. Get your dredgers into the graveyard by taking advantage of the maximum hand size rule. this means you will try to be on the draw as often as possible so that you can pitch a dredger during your clean up step as early as possible. Phantasmagorian also helps. Dredge away like any other dredge deck and win with zombies made from Bridge From Below + Ichorid, or with any reanimated fatty. Bringing back Balustrade Spy wins you the game on the spot, as dumps every card in your deck, which allows you to bring back Flayer of the Hatebound, followed by either a lethal reanimated Golgari Grave-Troll, or lethal reanimation burn on your next upkeep from your four Ichorids and Nether Shadows added to the original damage from Flayer.

Basic Description-
While this list is a bit dated, you really can't deny its power. Discard dredgers early and then use draw spells to abuse the dredge mechanic, pouring your deck into your graveyard, triggering Narcomoebas and Ichorids along the way. Dread Return into a Flame-Kin Zealot with zombies spawned from Bridge From Below makes for a nasty finish.

Basic Description-
Oops all spells is a glass cannon combo deck that can be argued to be the fastest in the format. Make four mana as soon as possible and then use it to cast either Balustrade Spy or Undercity Informer. Either one will mill your entire library for you, which gives you 4 narcomoeba. Use these jellyfish to cast Dread Return from your graveyard targeting Underworld Cerberus. This will bring every creature from your graveyard into your hand after you sacrifice him with a Cabal Therapy. From there you use all the spirit guides you got back to cast Wild Cantor, who gives you the blue to cast Laboratory Maniac. Street Wraith ends the game with the scientist in play.

Basic Description-

Hypergenesis

Basic Description-
Another all in and super fast combo deck. Use your mana acceleration to play a cascade spell as soon as possible. Once cast it will produce a Hypergenesis, which allows you to drop any fatties in your hand onto the field. Omniscience can also come down, which is loads of fun just waiting to happen.

Wurm Stompy

Basic Description-
The green version of Legacy's stompy decks. Green Sun's Zenith gives the deck options that no other stompy deck has. Beyond this, the deck is pretty typical. Cast soft lock cards like Trinisphere and Chalice of the Void as early as possible with your mana acceleration, then follow them up with some large creatures. Mungha Wurm is the beater of choice here, and has less of a drawback thanks to Garruk Wildspeaker, Nissa, Worldwaker, and Chrome Mox.

Aura Gnarly
DeckType- Aggro
Cost-~$20 USD
Basic Description-
Aggro Enchantress deck. Play as many auras and enchantments as you can as early as possible. Accelerate into either Aura Gnarlid or Yavimaya Enchantress, which beat your opponent to death. Ancestral Mask is your main bomb, and can end the game a turn or two after it comes down. A version that splashes white for Ethereal Armor and Kor Spiritdancer does exist. However, while still budget, it does drive the cost of the deck up significantly.

Twisted Image
DeckType- Combo

Basic Description-
Combo deck that works with the interaction between the En-Kor creatures, who's abilities can be used an infinite number of times with no prerequisites, and Daru Spiritualist or Task Force. Once combined, infinite toughness is achieved which can be used in combination with Twisted Image or Inside Out to kill your opponent. You can also use Condemn to gain infinite life. Should you have enough cards in hand Tireless Tribe can also be used to go lethal with Twisted Image. Playing the splash blue version (instead of red for About Face) allows the use of Cantrips like Ponder and Preordain, as well as a better mana base. Pact of Negation should be Considered.

Basic Description-
A unique combo that revolves around cards like Chromatic Sphere (also known as eggs because of their similarity to the Invasion cycle eggs, such as Skycloud Egg) and their interaction with Second Sunrise and its cousin Faith's Reward. Through chaining your egg spells in combination with one of the two mass recursion spells one is eventually able to deck themselves and set up the infinite damage combo of Conjurer's Bauble + Lotus Bloom + Seal of Fire + Second Sunrise or Faith's Reward.

Basic Description-
Mono green aggro deck based around Dungrove Elder. Get as many forests in play as you can to make Dungrove a large threat that is hard to answer. Use Veteran Explorer or Viridian Emissary to pay the kicker cost for Primal Growth, resulting in multiple untapped forests hitting the field. Collective Voyage (or, if you can't find any, New Frontiers) is an insane ramp spell that works wonders with Ambush Commander and/or Rampaging Baloths. Howl of the Night Pack serves as another win condition that is very hard for your opponent to come back from, should it resolve.

Probably the only green storm deck in existence. The deck works much like the your typical Legacy Enchantress deck, but instead of trying to build a wall for yourself to sit behind, you use the enchantress draws to build storm and kill with a lethal Tendrils of Agony. Gaea's Touch being recurred by Rofellos's Gift as well as Early Harvest untapping your Growth enchanted lands keeps your chain going long enough to draw into a Tendrils with plenty of mana to cast it.

MTGSalvation Sac-Land Tendrils Primer
Weird Elf Ball

Basic Description-
Elf Ball style combo deck centered around Priest of Titania and Elvish Archdruid. Create a large amount of mana as soon as possible with these guys. This mana is then used to win through a variety of ways. You can go infinite with Staff of Domination, swarm them out with a Genesis Wave, or, hit em hard with Weird Harvest. The Weird Harvest play usually goes like this:
1. Use Priest or Archdruid to generate enough mana to Cast Weird Harvest where x is at least 4
2. Search for some combination of Quirion Ranger, Wirewood Symbiote, and Craterhoof Behemoth
3. Use the multiple untap effects you just searched for to create enough mana to play all of the elves you just found, plus the Behemoth, then swing for lethal. If you have Emrakul you can hard cast him instead of using the Behemoth.

Urza Tron

Basic Description-
Mana acceleration based combo deck. Either use your land searching cards to assemble the Urza Tron combo of Urza's Mine, Urza's Power Plant and Urza's Tower, or use Overgrown Battlement in combination with your other walls to generate large amounts of mana. Either way, you use this mana to play large game ending creatures like Emrakul, the Aeons Torn. Moment's Peace and friends keep you alive so you can make land drops and Eye of Ugin, which can be found through your land searches, makes sure you always have a fatty to play.

Mono Black Control

Basic Description-
Nothing too crazy here. Use your discard spells to disrupt your opponent in the early game and keep their field clear of threats with your creature removal. By the mid to late game you should be able to lock things down with Ensnaring Bridge and/or Null Brooch. Sorin Markov is your main finisher, able to kill most problem creatures with his +2 ability, but Shrieking Affliction gets the job done too.

Basic Description-
Aggro deck based on the powerful combination of Knight of New Alara and the tri-color creatures introduced in the New Alara set. Your mana dorks let you accelerate into a Knight while Green Suns's Zenith ensures you have the creatures you need to either overwhelm your opponent, or trump whatever they are trying to do. Civic Saber is also right at home in the hands of Marisi's Twinclaws.

Shoal Infect
DeckType- Combo
Cost-~$100 USD
Basic Description-
Infect combo deck that works by casting a free Blazing Shoal, discarding a high cost red card and targeting one of your infect creatures. Because both Searing Wind and Blasphemous Act have a CMC of nine the infect damage will be lethal in one swing. The rest of the deck is designed to search for or protect the combo. Cunning Wish is great because it can find either piece, or a counter spell to protect them. Also, because the combo does not require open mana, you can cunning wish for your final piece and win in the same turn.

This is a great way to get into legacy if you are playing on a budget. What I found that was very helpful in all of these are the saving money and tips section. I made a change jar and I had no idea I had that much change and loose money laying around. Also i found that on eBay if they have or best offer you can offer below the price to get a good deal on cards. I just got a FoW for $55 with an offer that is saving 25+ dollars wich really adds up. This is the place to be if you just want to start playing legacy. I also recommend making proxies of 3-4 decks you are thinking about making It really tells you how you play and what types of decks you like.

I'm curious why you've opted not to include any "mainstream"(Glistener Elf-centric) infect decks this go-round? I recall a mono-green and G/b list previously. The deck has certainly put up some results lately, and with Burn and Affinity seems to round out the pantheon of top tier, competitive "budget" decks. Is the deck not performing to your expectations lately or has the price of Berserk made it less viable as a budget option?
Edit: one thing that might be helpful in these lists (especially in the "adding money" sections) is some sort of approximation of how useful the investments are in transitioning from budget to non-budget play. I think a lot of plates would prefer to invest a little more in a list that contains some staples and has "room to grow" than in a deck that is cheap but very niche.

@huktonfonix- I have taken out infect lists from this version of the primer because I feel like they were not quite up to snuff anymore. Basically, I've brought them back to the drawing board. I have done this with a few other lists as well. Have no worry though, once I am finished sprucing them up and testing them, I will re-introduce them to the primer. Basically, what it comes down to is the idea that I was not comfortable with the lists anymore, so I want to make them better before I put them back up.
As far as the approximation of power level goes, I am working on a simple strength rating system that I hope I can apply to every list. This will also include a rating system on where exactly your money will be going, and where it can take you later.

Burn is a viable option and is almost certainly the most affordable non-budget legacy deck. It's certainly aggro as well.

Other options are...
gruul aggro turning into zoo (zoo has not been played competitively for a long time, though)
Budget aggro elves into non-budget aggro elves
I've seen soldier stompy dominate tournaments before, even an SCG, so I know it is very strong. The problem here, though, is that really when you "upgrade" you are just moving some cards from one stompy deck to another.

I'd prefer not to play any blue decks because i'm not ever going to buy the blue duals. Maybe force of wills but probably not.
Other options are Merfolk, which does not play blue duels, or Slivers.

I really appreciate the time you took to reply. This thread is amazing. You see the thing is I do own all of burn and all of mana dredge (the LED kind) but I really hate both decks. Burn isn't really my style it doesn't much care about turning guys sideways as much as it cares about bolting to the face.
I don't know how I feel about stompy decks as I've never really played them but I've always been fond of RDW strategies. Zoo from what I understand hasn't been much of a competitive deck for years. Is there any reason why it hasn't been? I'd like to be able to compete at Legacy tournaments that my LGS holds and of course the occasional IQ and Open that SCG runs.
Tired of only playing in Standard and the occasional modern tourney.
B/W Tokens is my favorite modern deck.
Zoo fell off the radar when Delver was printed because a Flying 3/2 for one mana is better than a Vanillia 3/3 for one mana. That being said, I just saw zoo top 4 my LGS last week in legacy. It's not a bad deck, it just kind of got pushed to the side. If you play it a little slower, with teeg, stoneforge, library, etc. then it is actually pretty strong.
My suggestion right now would be to make a proxy list of werewolf/dragon stompy and/or Soldier stompy. and test them against decks you think you would see in your meta. Decide if they are fun for you to play, and decide if you think they would perform well for you.
Boros is also an option for you, depending on your budget.
