The rules are simple:
1. Games are played with normal commander rules
2. Your Commander and your deck can only be constructed using cards which have been printed in a COMMANDER set(including Commander's Arsenal).
This is just an idea I've been throwing around my playgroup recently, and a personal restriction I've tried in the past.
Does anyone have any thoughts? Any ideas for what could go on a banlist for something like this? Any commanders that stick out to you?
On a similar note, there are only 2 "colorless" generals. Bosh, Iron Golem & Ramos, Dragon Engine. Bosh still requires at least red mana and Ramos can be anything really. Because Wastes is not in this format and you don't get access to a lot of the good colorless lands, it might not mean anything anyway.
The mana base has very few options. As someone who likes their lands, this would be the biggest drawback for me. There are cycles that are not completed in the Commander sets and there are very few "utility" lands that each color combination can run. Emeria, High Market, Bojuka Bog, Flamekin Village, Homeward Path (depending on how many "theft" effects there really are), Kher Keep, Mystifying Maze, Novijen, Heart of Progress, Oran-Rief, the Vastwood, Path of Ancestry, Reliquary Tower, Rogue’s Passage, Springjack Pasture, and the few Hideaway lands seem to be the best utility lands. So, it is not that there aren't any at all, but that is a small list.
There are around 35 sweepers (some are really conditional) so this isn't too bad.
Targeted removal has a fair number of options and some of the better options like Swords and Path are available.
Another issue I can think of is that even with a pool of 1600+ cards, a lot are just duds. Which means that a deck running Black and Green and another deck running White and Green might see a lot of overlap in their green choices. Which means that decks may be a bit too homogenized depending on what people decide to do. This probably only becomes a problem with a larger playgroup. If your playgroup has fewer people where there is less overlap in colors to begin with, it isn't much of a concern.
I don't see any generals or cards that would need to be banned except anything that is already on the banlist (Trade Secrets is the only one I think). If anything, a few generals may be less powerful since the pool isn't as deep. Animar, Atraxa, Derevi, Oloro, and Kaalia are the big ones that people have issues with in general but the card pool may not really allow them to be too degenerate.
