I thought about the second one reducing all artifacts and enchantments, but I think that would be too versatile in the colors that already typically want to drop a 2/2 for 2 and beat with it if they can also drop an Oblivion Ring for 1W or something similar.
For heirmancer. Reducing both artifacts and enchantments wouldn't even be significantly stronger than what currently exists. Since its supposed to cost two colors of mana the closes comparison costs 1 more and gains flying. So at 2 its fine.
Necromancer just doesn't feel very good. There are decks that could use it but its just not that good even in those decks.

Yeah, I was trying to find different angles for each card to care about and graveyard made the most sense for Red/Black. Maybe this is better:

That would be more versatile, could be used for reanimation and graveyard hate in addition to flashback/unearth abilities. Also keeps the patten of the other three that care about reducing two things.
I agree about the power level of the heiromancer, so maybe Artifact or Enchantment is fine. I just liked that it cared about subtypes instead of types to make it more different from Electromancer.
Necromancer looks much better now. If you want to differentiate heiromancer you could use spells that target permenents or players cost one less. That fits within red white and is different.
