Albonen, the Split Mind3UR
Legendary Creature - Veldaken Wizard (M) Rite — Whenever you cast an instant or sorcery spell, if it's your third spell you've cast that turn, you may put Albonen, the Split Mind from the command zone onto the battlefield. 0: Choose target instant or sorcery spell. If it's the third spell you've cast this turn, copy it. The copy can't be countered and you may choose new targets for the copy. Activate this ability only once each turn.
3/3
Polondar, the Sky Claw4GU
Legendary Creature - Bird Bear (M)
Flying Rite — Whenever a creature enters the battlefield under your control, if it's your third nontoken creature to enter the battlefield that turn, you may put Polondar, the Sky Claw from the command zone onto the battlefield. GU: Target creature gets +X/+X and gains flying and trample until end of turn, where X is the number of creatures you control.

Razorgort, The Questioning2RB
Legendary Creature - Demon (M) Rite — Whenever a spell or ability causes an opponent to discard a card, if they can't, you may put Razorgort, The Questioning from the command zone onto the battlefield.
Whenever a spell or ability causes an opponent to discard a card, if they can't, that player sacrifices a permanent or Razorgort deals 4 damage to them.
4/4
Considering you still have to pay the commander tax those are some pretty significant hoops for a rather lack luster payoff.
Albonen, the fact that if you use the rite you can't get the trigger is very disappointing. It's also a rather weak ability. Getting to three spells isn't easy and for the payoff to only be a single copy of the last spell is again disappointing. Maybe if the guy only cost 3 but then the rite looks even worse.
Polondar, better than albonen but still lack luster. Maybe flying and trample?
Razorgort has the opposite problem. They are insane. The 4 damage or the sac a permanent would be fine. Both is excessive. The only problem is how hard it would be to trigger their rite a second time. Also I don't think this is supposed to be a replacement effect.
Razorgort cannot trigger on discarding a card that the opponent can't discard - if the trigger event occurs then clearly the intervening if-clause fails. This is a pretty unique effect. "Whenever a spell or ability would cause a player to dicard a card, if they can't," etc. Maybe?

Planar Chaos was not a mistake neither was it random. You might want to look at it again.

You're probably right. I was basing the wording off of Urgoros, the Empty One but there probably needs to be a clause the refers to spells and abilities. Edited.
Instant and sorcery one is insane - once you ritual into turnabout you get to copy it infinite times (literally any ritual being your 3rd spell is infinite mana), if it's boomerang you bounce the field, if it draws cards in any capacity it draws you deck, if it is lightning bolt you win, etc. It needs a limit of once per turn or mana cost or something.

You're right, I missed this when changing it from a triggered ability to an activated one. Fixed.

True about the feels bad of Albonen. Will consider.
Good suggestion on Polondar.
Will think about Razorgort.
