They way it's been implemented on the preview cards, it's acting just like a boring version of Monstrosity, but you'll notice that it's structured such that Adapt does not have an activation cost, Adapt is itself an effect, not a complete ability by itself.
So we can run with the boring way, or we can explore the boundaries that they've left open by making it this way.

Have you looked at cards with monstrosity recently? Monstrosity also is a keyword action, though a terribly named one. On a custom card it could easily be the effect of a triggered ability.

Y'know, I hadn't looked at Monstrosity lately. You're absolutely right, it was the name that entirely threw me off, I never even noticed that when Theros was in print, I literally always read it as a single keyword with a build-in activation cost.
