Golden Rule - Interesting combination of theoretically white effects, but the stealing aspect feels much more blue than it does white, and outside the flavor of, well, "do unto others." Magic itself also has a Golden Rule, so I would hesitate to name a card that. Cost seems correct though.
Gnosis - If you're gonna do combat spells, should make it a supertype rather than a subtype so it can go across all card types and works properly with the current rules. Great Fog variant that feels rare rather than mythic.
Mana Syphon - I'm reticent about making mana shenanigans of this type blue nowadays. Seems more red for various reasons. Awesome way to update Mana Drain though.

I would say the limits to how far you can take phase-spells is the limits of the type line and aesthetics of the card. "Opponent's-Turn Instant" for example, would not be visually appealing on a type line, "Opponent's-Declare-Blockers-Step Instant" would simply not fit on the type line. Don't get too granular with the phase and step limitations. Combat and Upkeep seem most ripe for exploration to me. Upkeep spells force the sort of pre-draw-step decision making that is already used on cards like Eternal Dragon and Forecast.
The updated versions look good overall to me. I didn't realize that there hadn't been a split-second Fog already. Gnosis does more than Fog, but will function in the same way in most situations.
Mana rider -- can cost 1 less. As it is, it's very slightly stronger than/different from silence (it also affects abilities that require mana), and at 3cc it's not worth it.
Hard to evaluate, but I think it's a bit too good. It's unreliable compared to seething song, but it also potentially give more mana. Maybe change the obtained mana from R to colorless?

Boiling down "combatcard" terminology to a super or sub type is a great idea, but a term (combat) that is already in use by the very rules of the game probably shouldn't be used. How about "melee spells"?
Giant Size (Common) (R/G)

Target creature gets +3/+3 until end of turn.
Phantomize (Common) (W/B)
Instant - Melee (Cast melee spells only during combat.)
Target creature gains indestructible, flying, and lifelink until end of turn.
The nice think about using the word combat is that it is tied to a phase already. It would make an upkeep super type also very intuitive, but not if they had different names.
