When ~ enters the battlefield, if it was cast, destroy up to one target nonbasic land. If that land is destroyed this way, its controller exiles cards from the top of his or her library until he or she exiles a land card. That player may put the exiled land card onto the battlefield tapped, then puts all cards exiled this way on the bottom of his or her library in a random order. "We found the perfect place to build your new house! All we had to do was blow up your old house first."

Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.

Stop doing this.
This doesn't need the "if it was cast" trigger nor the "up to one target." Since this doesn't actually mill any cards, the only thing blinking it would do would be an annoyance, not a degenerate combo.
This goblin seems way too good at his job, and his job is a classic green effect, so it feels even weirder to be red. I'm not sure where this falls on powerlevel, but it doesn't really fit red at all, red isn't interested in giving Reparations, its interested in burning down the whole world.

I got the flavor, the flavor works for red, but the effect disconnects from the flavor. Flavor would have it only destroy your own land, possibly at random, and replace it with either a random land or a land of choice, but flavor is far to flexible and shouldn't be the justification for an effect unless its only a minor bleed. While LD is red the quasi-transformation effect isn't at all, which is the problem. If this was just a LD it would be a very undercosted card that fit perfectly within red, but the actual effect isn't red.
