I brainstormed this while replying to a post in my Contraptions topic. I thought, "Since Input and Output Parts don't do much on their own, perhaps there is a way to make use of them beyond assembling them into Contraptions?" The first option that came to mind was "turn them into creatures". Now let's think: Didn't we recently see a block with a mechanic that turns noncreature permanents into creatures? Why yes, BFZ's Awaken, which turns lands into 0/0 Elemental creatures and puts N +1/+1 counters on them. I figured, "Artifacts get animation effects all the time, so surely they could get a keyword that accomplishes much the same?" And so I present Mobilize:
Mobilize for Battle1W
Sorcery
Whenever a creature attacks this turn, untap it.
Mobilize 2—2W(If you cast this spell for 2W, also put two +1/+1 counters on target artifact you control. If that artifact isn't a creature, it becomes a 0/0 Construct creature in addition to its other types.)
Reenergize1U
Instant
Untap up to two target artifacts.
Mobilize 2—3U(If you cast this spell for 3U, also put two +1/+1 counters on target artifact you control. If that artifact isn't a creature, it becomes a 0/0 Construct creature in addition to its other types.)
Mobilize is worded a little differently as there are plenty of artifact creatures in the game, and a player may not wish to reduce their 3/3 Golem to a 0/0 with a Mobilize 2 spell, so the 0/0 Construct effect only applies if the artifact isn't already a creature. This means if you were to cast Mobilize for Battle for its Mobilize 2 cost and put the +1/+1 counters on a 3/3 Golem, that Golem is now 5/5 and remains a Golem.
In order to play better with mana rocks, Mobilize cards lean toward untapping artifacts and creatures.
MTGS Wikia Article about "New World Order"
Every time I read a comment about "Well if this card had card draw/trample/haste/indestructible/hexproof/life gain...", I think "You're missing the point." They're armchair developer comments that fail to take into account the card's role in the greater Limited and Standard environment. No, it may not be as good as whatever card you're comparing it to. There's a reason for that. Not every burn spell is Lightning Bolt, nor does it need to be or should be.
PSA to everyone who keeps forgetting about the Reserved List:
You're on a website dedicated to talking about MtG. You're only a few keystrokes away from finding out what cards are on the Reserved List. You're also only a few keystrokes away from finding out why some cards on the Reserved List got foil printings in FtV, as Judge promos, or whatnot, as well as why that won't happen again. Stop doing this.
When I designed awaken it came with a parameter for the card type, so to this I give a big fat: Sure. Why not?
The one thing I would change is the name. I like to go with something more specific that ties more closely to artifacts e. g. galvanize or ensoul. Even animate is clouser to what one actually thinks of when bringing movement to a formerly motionless object.

Planar Chaos was not a mistake neither was it random. You might want to look at it again.
[thread=239793][Game] Level Up - Creature[/thread]
I think this mechanic is alright, if not a bit "boring" for type-importation reasons. It has pretty good design space, too.
I would probably use a name like galvanize for this mechanic. Mobilize also connotes marching forward with a large army of knights and soldiers.

How to use card tags (please use them for everybody's sanity)
[c]Lightning Bolt[/c] -> Lightning Bolt
[c=Lightning Bolt]Apple Pie[/c] -> Apple Pie
Vowels-Only Format Minimum deck size: 60 Maximum number of identical cards: 4 Ban list: Cards whose English names begin with a consonant, Unglued and Unhinged cards, cards involving ante, Ancestral Recall
The problem with Mobilize is that artifacts do not appear every game, but lands do. This means Mobilize is going to rely heavily on the format, and be a lot more tricky to use frequently / build around than Awaken.

It is a modal mechanic though, so the cards with it work in some capacity regardless of whether you have enough artifacts, so I don't see it being a problem.
True. I'm just worried they won't be used to Mobilize often enough.

Obviously, this mechanic would appear in a Standard that has lots of artifacts, especially alongside nonartifact cards that produce artifact tokens like the UR Artificers in Origins or, what do you know, Investigate cards in SOI . And outside Standard, you have even more artifacts to Mobilize.

Yeah, I figured you'd be using something like Investigate, or a Mirrodin-style set with a large quantity of non-creature artifacts to Mobilize.
