Choose any number of target creatures. Explode the Moon deals 5 times X damage to each of them, where X is the number of players who haven't cast a spell this turn.
For the sake of this card let's just pretend that spell-trample is a thing. I really just wanted to make a very top-down spell about what happens when the moon blows up.
Also, it's been a while since I pushed my comfort zone designing cards, so I'm going to do like some other esteemed posters here and invite you to challenge me. I'll try and keep up!
It's just a mechanic. The Innistrad link wasn't deliberate, but seeing as you're the second one who's made the connection, maybe I should pretend like it is?
Well, it doesn't seem to make much top-down sense otherwise, does it? Why is it there? Overall the design is also not very evocative. In a two-player game this basically gets defused by a cantrip. Because the moon doesn't hit creatures when there is small amounts of magical energy?!?
Why does a player receive more hits of moon pieces from having more Squirrels?
I don't know... I'd sooner go with:

You said it was a very top-down spell, right? I mean, it definitely portrays a big disaster - but, like, does it necessarily have to do with the moon? The flavor doesn't work very well.

Don't hold so fast to your idea of what Magic and the Color Pie is or should be. Just because it was done in the past, but isn't done in the present doesn't mean it can't be done at all. Likewise, just because it wasn't done at all doesn't mean it can't be done.
Here's a tip: If you suggest changing a card...it's helpful to suggest HOW it should be changed.

That's a fair cop. I wasn't really thinking about how there is a cosmologically important moon in at least one plane. "The biggest disaster I could think of" was the top I was working from.
The thought process from the mechanic came from actually thinking about "how would you represent team spells in an MMO" and then from that to MTG - here, "not casting a spell this turn" means you're helping cast Explode the Moon. Yes, it's easy to defuse in a duel; it's meant to be. You use it politically or by controlling when others can cast spells; if you go into it without preparation, you're not going to get optimal results.

When you cast Moon Blast Ritual each other player may pay 4. Then copy it for each player who paid.
Moon Blast Ritual deals 4 damage divided as choose among any number of target creatures or players.
There's only a couple cards that prevent redirection (Lava Burst and Whippoorwill) and they use "can't be prevented or instead dealt to another creature or player". Almost everything that prevented redirection was for life payment and has been errata'd away (See things like Book of Rass).
I was improvising with what I knew about templating not realizing there were actually cards left that prevented damage redirection - I only recalled cards that use life loss to that effect (and there the anti-redirection clause was basically reminder text). I'm quite thrilled to have gotten the phrasing right.
