It seems somewhat dubious that Liliana would join the Gatewatch Avengers thing that's happening but it sounds like fun to try and design what her Oath would do. Although thinking on it while designing these, I realized that Sorin would be a much more likely candidate for GateAvengeWatchers thing.
The essential Oath format is:
- Legendary Enchantment, to allow a bit of power creep.
- When it ETB, either a Card Advantage effect or a defensive effect.
- Ability that helps you cast, find, protect, etc your planeswalkers.
Oath of Liliana 2B
Legendary Enchantment (R)
When ~ enters the battlefield, each opponent discards a card at random.
Whenever a creature attacks you or a planeswalker you control, that creature gets -1/-1 until end of turn.
A very proactively defensive idea. Alternatives could be: discard two, discard two at random with an increased mana cost, that creature gets -2/-1, or -2/-2, with an increased mana cost for the latter. If it ended up being Sorin, I think the discard would become a life drain effect, 1 or 2 points per opponent and you gain that life.
Oath of Liliana or Sorin 1B

When ~ enters the battlefield, draw two cards and lose 2 life.
Whenever a non-token creature you control dies, return target creature card from your graveyard to your hand.
This one could easily work for either Planeswalker. Night's Whisper with a constant hand-reanimation effect seems decent for 2 mana. If this needed balancing, upping the cost to 3 mana seems best.
Oath of Chandra 1R
Legendary Enchantment (R)
When ~ enters the battlefield, exile the top card of your library. You may play that card this turn. At the beginning of the next end step, put that card into your graveyard.
Whenever a creature attacks you or a planeswalker you control, ~ deals 1 damage to that creature.
Chandra's cards have dabbled with the exile draw ability Red has been getting of late, and with flashback so the first ability works well with both and counteracts a bit of the disadvantage inherent in that effect. The defensive ability was harder, because I'm not sure what else to do for a defensive red ability that 1) wouldn't require a higher mana cost which would screw with the exile draw and that 2) wouldn't be overpowered. I was thinking some kind of a burn effect to your opponents or their planeswalkers but that would probably need a higher mana cost and the earlier problems etc etc.

This has nothing to do with power creep. Making cards legendary doesn't justify them to be more powerful. It's for flavor reasons, and probably because they don't want you to instantly ultimate a planeswalker with multiple Oaths of Gideon out.
Oath of Liliana's ongoing effect seems good. Put the Oath of Sorin ETB-effect here and it's great.
Oath of Sorin: Even without the ETB-effect, you'd have to pay at least 5-6 mana to get that enchantment. And the effect has nothing to do with planeswalkers. How did you end up with this design?
Oath of Chandra: I really hope the Oath of Chandra will retaliate damage dealt to your planeswalkers, because that would be a very good effect for planeswalker Commander decks.

I was thinking of things like Phyrexian Reclamation, but I must have worded the Oath wrong for it to cost so little. Admittedly it doesn't explicitly mention planeswalkers so I suppose it's a bad design overall.
