I liked the discard version more, but this works well too! I'm usually not a fan of exile based mechanics because they feel limiting, but this seems fine. I like it more than Scavenge.
I also think Dread Goliath needs to have the
"as an additional cost to cast ~, you may sacrifice any number of creatures..."
This version of the mechanic is nice, though I suspect the cheapest costs are a little too cheap - unless your graveyard enabling is worse than in the average environment with this kind of mechanic.
I personally would switch around your common/uncommon spots for the vanilla + swarm cards i. e. Dreg Roach, Bugbear to uncommon, Infested Corpse, Creeping Willow to common; accordingly the green uncommon gets the C swarm cost etc. This seems like a better representation of the colors.
The rares look in a good spot to work with the theme. I'm not certain about the legendary, but I smell cycle-related reasons for its spot.

The same reason other mechanics work this way: Less parameters for the player to keep in mind. Also this makes the swarm granting legendary simpler to create. Less knobs to tune on the flip-side makes the cards easier to take in as a whole. Not to menton that it carries a certain amount of flavor.

I think the most interesting use here happens when you have swarms care of toughness contrast with creature stats, like on Dreg Roach. That's a pretty cool common showcase of swarm. The tension there works well.
On the other hand, literally half of these (6) are just Return to Ravnica cards that have swapped their scavenge with swarm and had a slight adjustment to the ability cost. It's not all the interesting. I would like to see a swarm card or two at lower rarities that encourage your theme more, like your rare Dread Goliath.
I also second that you are being fairly aggressive with a lot of these swarm cost. More often then not, swarm is going to be a more powerful ability then scavenge.
On the other hand, literally half of these (6) are just Return to Ravnica cards that have swapped their scavenge with swarm and had a slight adjustment to the ability cost. It's not all the interesting.
I think that’s just a natural result of Magic working the way Magic works. Of course, I looked at all of the cards with Scavenge, but also every card that produces tokens, to get the costs. So it isn’t a copy and paste job. I’m looking forward to development to fine tune the costs. In a few weeks, I’ll post results of playtesting.

I hope one such card will emerge for each of the other rarities during playtesting/development. atm they’re deliberately on the generic side so I can focus on the basics and honestly just have something to play with sooner rather than later. Might this not step on Selesnya's toes too much? Yeah it works from the grave but mass tokens always felt like Selesnya's shtick. It is true though that Goglari has had it's fair share of saprolings though.

I like it too, but it just isn’t Golgari.
This may happen as a result of playtesting.
