+1: Untap up two target nonland permanents. For each permanent untapped this way, you may tap target permanent an opponent controls that shares a card type with it. Permanents tapped this way don't untap during their controller's next untap step.

-9: You get an emblem with "At the beginning of each end step, if it's not an extra turn, take an extra turn after this one." (4)
Time is like a river. It ebbs and it flows, as with the tide. The tides are guided by the moon. Thus, time itself bends to the moon's will.
The +1 effect was the hardest thing to come up with, and I'm still not entirely satisfied with it. A lot of possible utility +1 effects for mono-blue walkers are already used on the numerous Jace cards, so I just made it a fancier version of the original Tamiyo's +1.
i think untapping and then tapping one permanent is kinda strong enough as it is, no?
if it didn't cost 5, i'd say she'd be amazing. though maybe in some future standard she'd completely wreck. grants pseudo-vigilance to 2 of your guys and freezes 2 of your opponents seems awesome.
It's a bit of a conundrum. Minus-power effects are good protection for a mono-blue walker, but two of the Jace cards already have such effects. Library manipulation is obvious too, but again, Jace has a monopoly on it.
Tezzeret got a pass because he dealt in artifacts specifically, but designing a more "general" blue walker that doesn't tread on the toes of one of Jace's many incarnations is tough.
The theme with this Tamiyo card is "time", as demonstrated by her two minus effects. I can't think of an original and good plus effect that fits the theme, though.
