While not necessarily too strong, it is a bit low costed simply on principle of giving protection to a number of your permanents. I'd probably have it as GW, because giving everything hexproof is generally those colors (Privileged Position, Sterling Grove). Not to mention, with new Nissa released, you probably don't want it being easily available to mono-green.
At 1cc, most formats really wouldn't mind. It will hardly break legacy, even with wasteland being everywhre. For standard I guess it will matter most if the set has a lot of land-threats, or cheap land destruction (*snort, yeah right*).
