It seems stronger at first draw only, and weaker at bottom instead of top. I think it probably is too strong at top, and would therefore advocate switching it to bottom, but I don't see a compelling reason to make it first draw only.
Either way, this is an awesome card that seems hard to evaluate, but I think the bottom version is relatively safe.

I primarily play limited, so most of my spoiler season comments view cards through that lens.
Too strong at it's current incarnation, as it has insane interactions with brainstorm and sylvan library. I don't care if those cards are the opponent's choice, that's still lot of cards.
Even with Guesswork's fixes, it's still too strong for a 1cc card, and it would delay the game far more than sensei's divining top does, meaning it gets a ban in modern.

Even with Guesswork's fixes, it's still too strong for a 1cc card, and it would delay the game far more than sensei's divining top does, meaning it gets a ban in modern.
Unlike Top, it's killable and can only be cast in red decks.
Depending on how easy it would be to give the person playing it all lands for the first 6 turns, I'm not sure it would see much play in certain formats. (Assuming, of course, it only affects one of your draws each turn.)
Regardless, it's very difficult to see what this card actually does without play testing. I suppose a hyper low curve running few lands would get the most out of it.
I guess deck construction with the newest model would necessitate running less than 2/5 lands in your deck. So running 20 Lands already makes it work better than simply getting 2 lands each turn. For best results you want to run 1/5 lands in your deck so 12 lands max. You can off set that by running DRS/fetch lands, Chrome Mox, NH, or a lot of cheap spells. Conversly you can instead run A lot of lands plus exploration and cards like that, or make your lands more than lands (I.e. Maze of Ith etc. . )
I don't know the 1/1 body really hurts this - and buidling around it might be more trouble than it is worth
Adding non-land mana sources like Chrome Mox doesn't seem like it would prevent your opponent from giving you a bunch of mana rather than a bunch of spells. It just lets you play the spells you already drew sooner.
