I considered "moderate", but the first definition that comes to mind evokes game show hosts, so I tried something else.
It would be quite appreciated in my cumulative upkeep set and maybe the upcoming "depletion counter universe".
Before anyone brings "poison counters can't be removed" to the table: I'm aware of this rule and agree very much with the decision to implement it for SOM, MBS, NPH. Yet I also realize that it was a decision that only affects that block (and its natural environment - Standard). It has no binding eternal power.
Additionally as long as poison isn't brought into the direct environment of this mechanic the argument doesn't apply to it anyway. I feel no obligation to uphold the rule for eternal formats even though they contain SOM, MBS, NPH.
I am aware this mechanic has inherently less application than proliferate. I wonder though: Are there still enough ways this matter to make you interested in what you could do with the cards that use the mechanics if you could get your hands on them?

This keyword might work, but I think you would have to look at the positive aspects of it (say, reducing counters on a suspended card, or cards that come into play with -1/-1 counters) and put it into a block with that.
Also, this might be better just as a cycle of cards than a true keyword.
