All of this looks pretty much fine; I like both Wekkises. Frantic Scribblings is also great.
Phasing is a deeply weird mechanic but I happen to be a fan of it, so the stuff having to do with it is cool.
Hostile Takeover feels extremely win-more; to that end, why not stick on a "Then, if you control seven (???) or more nontoken permanents that you don't own, you win the game"? Also, why bother with the nontoken clause?
I think we're approaching a state in Magic where phasing can be comprised of other abilities. Indestructible + Detain + Shroud = Almost phasing! You're just missing the whole it's not actually but sorta in play thing.
I really, really like Slight Adjustment. It feels like the action you take when you add a counter. It makes me exceedingly happy when the card describes what it is I'm doing in the real world. There is no word for that kind of satisfaction. Melvin perhaps.
Just to avoid any confusion about who owns tokens. I think the rule used to be that tokens were owned by the player who controlled the card that created them, but this may have changed? I don't know, and I don't think most casual players would, either.

I would have loved this card when I was a kid.
Now I realize that it's only relevant against certain types of landbases, and even then it's a little bit slow and delicate, and I'm probably losing while I flood their basement. Still, awesome for extremely casual and there might be an EDH deck that wants it. Cephalid is just icing on the cake.

I'm also a fan of this board-game card, but could it cost one mana?
You'd never run it in a deck that doesn't have its own counters in mind, and for 1 more you have Tezzeret's Gambit, which affects all your beneficial counters. I don't feel like its value as a trick and the additional versatility of working on enemy Planeswalkers and such makes it too good at one mana.
You could also change the name to Sleight Adjustment if you like puns.

I like what this card is trying to do in multiplayer, but flavor-wise it doesn't explain how attacking someone helps persuade them to not attack you. How about something like this?
