Winter's Chill is a fantastic card. You've really got a great idea going there. The curse works fantastically well with its flavour. The servant is very average in terms of interesting abilities. The image is nice and so is the maiden.
Keep making those icy cool blue cards. Some concepts you might find useful: Igloos, ice expansion, how matter changes at super cold temperatures (Eg, super conductors), anti-freeze.

Not sure that blue has enough precedent for this ability, perhaps splash black or make the effect return to hand/top of library.

Nice card, though shroud is becoming an old school mechanism and newer player will prefer hexproof.

This feels a little strong particularly given the 4/4 base on top of the clone ability. The return is just more icing. For 5 mana I think you can get away without p/t and force players to have a creature on the field to copy when they cast this.

No complaints with the design here, a nice design to give blue another semi-evasive creature that helps your other attackers out. I don't understand what the flavour is conveying though.

These effect seems fun and then create rules headaches. If I cast in response to a triggered ability does ability resolve? I target tarmogoyf does it become 0/1? What about wayfaring temple? Can I still tap basic lands for mana? How about if I cast this on myself?
As a minimum it should not be able to target lands and I would have it limited to activated abilities with the exception of mana abilities.
As for the set name NWO: Wolfpack or NWO:Hollywood would both be great

If you know anything about how the stack functions, then you should know that this isn't a rules nightmare. And even if you can't figure it out, there are judges for a reason. To answer your question, the ability will resolve because it is still on the stack. The ability won't be able to trigger again (b/c the permanent will lose the ability) but the first trigger will still go off.

I don't see how this is confusing. If you do, your permanents lose all abilities until the end of your turn.
I think my main point got lost, I just thought of a couple of questions off the top of my head that players would naturally ask if this card was printed. It's not that answers can't be found, in fact your responses were exactly what I expected would happen, but none of it is obvious it leads to players having to reach for a rules book (unless you happen to have a handy level 1 judge sitting around your kitchen table).
Deep down I suspect the reason wizards don't print cards like this is because of this very reason.
Also re-reading this card I just noticed the card draw. Is that necessary on a card like this?
Winter's Chill (already taken as a card name by the way, Winter's Chill) needs to specify what happens to abilities that set power/toughness like Maro. This is why all existing cards that remove abilities of permanents in play either set power and toughness to specific values (Humility, Sudden Spoiling) or turn them into non-creature permanents (Soul Sculptor)
