Choose target creature. Put X tokens on the battlefield that are a copy of that creature. Prevent all damage those copies would deal. Exile them at the beginning of the next end step.

I don't even know what other ideas you've had in a while, but I'm fairly confident that it probably is. If it isn't at least in the top three than you have a lot more excellent ideas than most people.
It's wonderful. I think it could go mono-green, and I'd prefer that if only because I want it to be able to be used in more decks. I'm trying to justify it to myself at (G/U)(G/U) for the same reason, but letting it be cast in mono-blue might be pushing it. The ability-copying can be blue, but while the land ties are enough to justify it in mono-green to me mono-blue is a slight stretch. But I think I'd be prepared to do it because this card deserves to go in more decks.
I am probably going to steal the design for the custom cube I'm working on, if you don't mind (I will have "Card credit: Fumar (MTGS)" written after the artist name, as I make sure to give credit where I've taken ideas from others).

Locus Mage is one of the best designed custom cards I've ever seen. It's elegant, well-costed and coloured, strong yet balanced, and cracks open new design space. Applause!
Over Our Dead Bodies and Sheen Trick are far too good. You have to be careful about putting in too many creatures onto the battlefield at once, especially in this case where the size and abilities aren't set. OODB could even be a white card if it specified one creature.

Custom Card / Set Reviewer
When reviewing custom cards / sets, I look for (a) flavour, (b) function, and (c) cohesiveness, generally through a risk focus.
Locus Sage is fun of win and awesome. Just throwing that out there.
Subduction Mage: Land shenanigans always struck me as a partially green thing to do. See all the green cards that care about land (I'm sure you've seen them). Cool card though.
Locus Sage: Pretty sure I already said this, but full of win and awesome.
Pariah Seeder: Interesting concept. If you were going to print this in a set, what sort of hosers would be printed? Seems like too much upside for the other people at the table currently.
Obsequious Goblin: Hm, interesting way to steal a creature or artifact. Flavor is eh.
Over Our Dead Bodies: Black mechanic, strong white flavor. Black doesn't have that sort of loyalty, in general.
Sheen Trick: Text= "Abuse non-damage ETB effects like mad." Fun in allies, but probably too good as written. I think a non-X costed version of this could be cool too. Maybe 2U.

This card is more a mixture between Cloud of Faeries and Sea Drake, but I think the Sea Drake part is kind of obsolete in blue.
I chose to make it half red so its not such a strong card in legacy, though I can see it could be easily green.
I like red better because as a 2nd turn card, you have 1 mana for Lightning Bolt or spitting a Goblin Guide, meanwhile for U you can do a lot of ☺☺☺☺ too.

Pariah Seeder - I don't know whether this overrides nonbasicness or just gives them the types. I'll let someone else answer that.
Obsequious Goblin - Cool. Considering it has to get through, it could be pushed a little more though. Something like Gilded Drake perhaps?
Over Our Dead Bodies - Feels like something white would have no trouble with, but a nice piece of removal and combo enabler.
Sheen Trick - This is soooo dangerous. Vital Splicer, this for, say, 5, you have twelve 3/3 tramplers to deal with. Nasty combo piece.
Do the Chandra! - Heh, and Gideon should really have had plainswalk...
