Well I thought we could give this a shot, so here we go. Each player creates a plane based on the planechase formant from the location requested in the previous post. Players can create a location from a new plane as long as they give a short description of the world.
I'll start with an example:
Vitu-Ghazi
Plane - Ravnica
All spells have convoke. (Each creature a player taps while casting a spell reduces its cost by 1 or by one mana of that creature’s color.)
Whenever you roll :chaos:, put two 1/1 green Saproling creature tokens onto the battlefield.
Esper
Plane - Alara
All creatures are white, blue, and black artifacts in addition to their other colors and types.
Whenever you roll C, target player reveals his or her hand. You may put a creature or artifact card from it onto the battlefield under your control.
Corpsehold
Plane - Sangur
Whenever a creature is put into a graveyard from the battlefield, its controller may put a +1/+1 counter on target creature.
Whenever you roll :chaos:, each player sacrifices a creature.
The Colosseum
Plane - Segovia
No more than one creature can attack each turn.
No more than one creature can block each turn.
Whenever you roll :chaos:, target creature gains provoke until end of turn. (When this creature attacks, you may have target creature defending player controls untap and block it if able.)
Eye of Ugin
Plane - Zendikar
Creatures with power 7 or greater are indestructible and have defender.
Whenever you roll C, creatures you control with power 5 or greater get +2/+2, gain trample and annihilator 2, and lose defender until end of turn.
Vero
Plane - Vero
Spells with converted mana cost 5 or more can't be cast.
Spells with an X in their mana costs can't be cast.
Whenever you roll a C, Search your library for a permanent with converted mana cost 5 or more and put it onto the battlefield. Shuffle your library afterwards.
Next: A place on Dominaria that isn't already a plane card.
The Vibratorium
Plane - Ilixsor
Instants and sorceries have Ripple 4. (When you cast this spell, you may reveal the top four cards of your library. You may cast any revealed cards with the same name as this spell without paying their mana costs. Put the rest on the bottom of your library.)
Whenever you roll :chaos:, search your library for an instant or sorcery card and reveal that card. Shuffle your library, then put the card on top of it.
The Razor Fields
Plane - Mirrodin
At the beginning of each player's upkeep, The Razor Fields deals 2 damage to each nonartifact creature that player controls.
Whenever you roll C, put a +1/+1 counter on each creature you control. Those creature are indestructible until end of turn.
Next: It is often postulated that Niv-Mizzet, the Firemind is a planeswalker. If Ravnica isn't his home plane, what is? (To simplify, Niv-Mizzet's home plane.)
Taj-Nar
Plane - Mirrodin
Permanents have shroud.
Whenever you roll C, put three 2/2 white Cat creature tokens onto the battlefield under your control.
There is a reason Niv-Mizzet no longer lives within his homeworld, and why he has such a penchant for anger and vanity. It is because he was never welcome in his homeworld of Alexnax. Upon the distant plane of Alexnax, far from Ravinca, Mirrodin, or Zendikar, dragons reign supreme, as no other race walks upon the surface, and the noble lizards either consume the stone of the earth, on feast upon smaller dragons.
On the subject of Niv-Mizzet, the particular dragon family that he was born into had fired up a great hall with their hottest flames, ages ago, blasting a lowly den filled with coal into a palace of the purest, cleanest diamonds. They were actually a ruling family upon the lands of Alexnax. A family that insisted the old ways were best. They were arrogant, a trait they passed onto Niv-Mizzet, never knowing how to admit that they've lost, and they were powerful, able to stop any movement in it's tracks with little effort.
Niv-Mizzet, of course, grew painfully there, in his childhood, being unable to express his brilliance, and growing ever more angry and passionate. Still, he learned to learn and conduct experiments in secret, until, one day, an experiment went awry, and he blew up a wing of his family's palace, igniting his spark in the process.
The Palace of Diamonds
Plane - Alexnax
If you would draw a card, you may skip that draw instead.
Whenever you roll C, target player may only untap one creature during his or her next untap step.
Next: A plane of your own creation, with a heavy theme on deceit.
Puca's Quarry
Plane - Yermine
Players may look at the top card of their library. (They may do this at any time.)
Players may play the top card of their library as though it had flash.
Whenever you roll :chaos:, target player can't cast spells from his or her hand until a player planeswalks.
The Hurloon Mountains
Plane - Dominaria
At the beginning of your upkeep, put a 2/3 red Minotaur creature token onto the battlefield under target player's control.
Whenever you roll C, add R to your mana pool for each Mountain you control.
Next: A plane of your own creation. If you were to participate in the GDS, the one that you would have suggested for the third round. Include some minor fluff on it.
Cazia, the Great Desert
Plane - Cazia
Whenever a land enters the battlefield, put a dust counter on it. (Lands with dust counters on them are Deserts. They lose all other types and abilities, and gain "T: Add 1 to your mana pool.") C: Whenever you roll C, remove all dust counters from lands target player controls. That player loses 1 life for each counter removed this way.
Takenuma Swamp
Plane - Kamigawa
Whenever a rat deals combat damage to a player, that player discards a card unless he or she pays :sym2b:.
:chaos:: Put 2 1/1 rat tokens into play under your control.
Chaza Isles
Plane - Dominaria
When you planeswalk to Chaza Isles or at the beginning of your upkeep, target permanent phases out. You gain 1 life for each phased-out permanent.
Whenever you roll :chaos:, target permanent phases out. It can't phase in until a player planeswalks.
About any "subpar" mechanics or cards: Context is king.

The franchise MtG most resembles is Battlestar Galactica. Why? Its players exist in, at most, a dozen different models at any given point in time, with perhaps up to 3% variation, 5% if you're lucky.

Creatures have "T, Tap another untapped creature you control that shares a creature type: Put a token that's a copy of this creature onto the battlefield."
Whenever you roll :chaos:, put a 1/1 green Snake creature token and a 2/2 green Ape creature token onto the battlefield.
