Welcome to round 2, hope you're in a helping mood!
The Short Version
-I'll give you a task, and each leaguer has 3.5 days to submit a card. (We have a deadline, so try to adhere to this.)
- Then, the round closes, and each of you will have 1.5 days to post a Top 3 and reviews (And I shall do my best to have the next round up every 5 days.)
- We'll have at least 2 teams. Each team will review the opposing team's cards. After 3 rounds, we will cut to the top 8 players as determined by points.
- Each 1st place earns you 3 points, 2nd place earns 2 points and 3rd place earns 1 point
- Additionally, each player who posts a review for at least half the cards gains 1 point. Anyone who submits a Top 3 within deadline also receives a point.
- At the end of the third round, we go to a Top 8, where each session becomes a 1 vs. 1 (or not, it can sometimes be a 1 vs. 1 vs. 1 battle royal) elimination, until we have our champion.
- We have a "probation" procedure, which means that if you don't post a card or a Top 3, you are on probation. For Top 3 violations, if you didn't have time to post your T3 in time, PM it to me before the following round closes and I'll remove the probation.
- If you fail to turn in a card or T3 for a second time, you will be disqualified from the competition.
- Some rounds I will vary the teams and scoring policies. I'll do my best to inform everyone what those changes entail.
- Here is a long, but very old version of the rules (thanks to Jau for finding this). Read at your own peril.
The CCL is among the more fun games on the MtGSalvation forums due to its inherent aspect of interactivity among the Leaguers (that’s you). We actively critique each other’s card designs at the end of each round, putting a more personal interest into our cards and generally making us all better designers. Typically, we build worlds more complete than many games, as each round builds on the designs and ideas of previous rounds in the month. The CCL allows for Leaguers to plumb the depths of creativity, as the point schedule aspect allows for three full rounds without fear of elimination.
* Schedule
o The CCL will run six rounds, each lasting five days.
+ Rounds 1, 2 & 3 will be free-for-alls with each leaguer fighting for the most points during critiques. At the beginning of each of these rounds. The host will divide the league members evenly into two teams and each team will be assigned their design challenge. At the challenge deadline, the round will elapse into the critique section (see Critiques below). Once the critique section ends, the host will tally points and post the next round. Team rosters are likely to change between rounds; the new rosters will be included in the initial posting for the next round.
o Each round will last five days: 3.5 to finalize designs, 1.5 for critiques.
o The schedule will usually operate according to US Easter time zone (GMT -5) We will stick to this schedule as closely as possible, adjusting as necessary.
* Challenge Rounds
o At the start of each round, the host will post the challenge for the round. This may be, at the host’s discretion, a single challenge for all leaguers, a list for each leaguer to choose from, challenges assigned to each leaguer, or other challenge variation.
o Each Leaguer will post his/her entry by the deadline, 3.5 days after the round is posted.
* Critique Rounds
o At the end of each challenge round, the host, or an individual the host designates, will officially close the round and open the forum for critiques. After this point, modifying the post containing your entry for the round will incur penalties (see Penalties section).
o Each Leaguer will thoroughly critique at least 50% of the entries given by the leaguers on the other team.
o In addition to the critiques, each Leaguer generates his/her list of the Top 3 entries for the round. The Top 3 listings are the chief source of points within the CCL and are therefore required to complete. Even if critiques are not completed, Top 3’s must be listed to avoid penalties (see Penalties for penalty schedule). Regardless of the cards actually critiqued by a given Leaguer, Top 3’s can be drawn from any valid entry of the round. Submitting Top 3’s grants one point.
o A valid critique does not need to be lengthy. A few constructive sentences will do as long as they are meaningful. Neither “Hated it,” “Too expensive,” nor “Bahhrokken!!!” are valid critiques.
Example:
The following card is submitted by Fitzgerald:
A few decent critics:
from Tiberius: Templating issue with “nonpermanent card,” it's confusing and should just read “instant or sorcery card.” And the cost seems steep: I’m giving up a mana, a card, and immediate access to the card I looked for. Creative, but not bad.
from Wilhelmina: I hate the name. Also the shuffle part should be right after removing the tutored card instead of on a separate line. Seems powerful as an instant, play it on the opponents turn and you get basically a free draw, but you get to pick it.
from Beauregard: A bit complicated for uncommon. It doesn’t go to microtext on a render (sans flavor text) but it still isn’t all that intuitive.
* Valid Entry Constitution
o A valid entry in a given round cleanly delivers all required components of the challenge. The CCL is based around card design, so each challenge will direct Leaguers to design one or more cards, but other components may be given according to the judge’s discretion. Historically, these non-card components have included such things as keyword mechanic designs, story pieces, and various ideas for the judge to incorporate into later rounds. Include only what is described by the challenge requirements, as superfluous items may sway judgings unfairly and will incur penalties.
o It is customary to include card renders in entries. This is not required. Some Leaguers may not have access to render design software and therefore will not be penalized for posting an entry without a render. However, it must be understood that a proper render is easier to judge/critique as it is more pleasing to the eye, more memorable and allows for Leaguers to judge the card by its wordiness, a very important aspect of a card’s design. Common rendering software used include Magic Set Editor (free program, the standard that most amateur designers use), PhotoShop (not free), and GIMP (free PhotoShop knockoff).
* Scoring
o The bulk of available points will be derived from Top 3 listings, as is League custom. Within each Top 3 listing, the choice for 1st place will be awarded 3 points, the choice for 2nd place will receive 2 points, and the choice for 3rd place will receive 1 point. It is common for Leaguers to post an Honorable Mention or two along with their T3 listings. Honorable Mentions are not awarded points. Posting T3s is required and awards one point for completion of the requirements. There are penalties for failure to post T3s (see Penalties section).
o Critiques are an optional aspect of the CCL, therefore no penalties are given for failure to complete critiques. Any Leaguer completing critiques for at least 50% of the other team's entries will receive 1 bonus point. An additional point will be awarded if a Leaguer critiques all valid entries in the round.
o As noted in the section on Valid Entry Constitution, entries are encouraged to contain proper card renders. Some Leaguers may not have access to render design software and will not be penalized for posting an entry without a render.
* Penalties
o Failure to post Top 3s as required during the Critique section of any round will put a Leaguer on probation. While on probation, failure to post an Top 3 in any later round will disqualify that Leaguer for the remainder of the month.
o Once a Round elapses into its critique section, any Leaguer modifying their entry after any leaguer has posted a critique, will be disqualified for the round.
o Failure to post an entry within the Challenge round will put a Leaguer on probation. While on probation, failure to post an entry in any later round will disqualify that Leaguer for the remainder of the month.
* Resources
o This is a templating guideline compiled by Kraj. It is quite concise and very useful.
o Making Magic by Mark Rosewater, current head of Magic Design at Wizards of the Coast. Making Magic is a weekly article detailing the trials, tribulations and achievements of Magic R&D in riveting prose.
o Magiccards.info is the database mtgsalvation draws upon when you use the [card] tag. The advanced search functionality is useful for searching all cards officially printed by WotC.
o Gatherer is the database maintained officially by WotC. It has slightly different functionality than magiccards.info, but the differences are too numerable to list here. (Someone should write an article about that)
o Your other Leaguers are fantastic resources. We, more than the players of other games on this forum, are a community, as can be seen by the dialogue of any CCL thread.
+ Question, consult with, challenge and encourage each other at every opportunity.
o Credits
Players with a (P) are on probation until I receive a PM with last round's Top 3 or see a Top 3 in a post in this thread by the end of submission time this round. Remember that a second violation will disqualify you.

About this round: We have to assume that the creature we have to save have the enchantment created on the first round?
The Golem had walked for miles in search of civilization but all it has found was a wasteland covered by snow and ice. It recalled the memories of times long gone before the ice and snow covered everything. Its memory recall was cut short when it heard a very loud howl, that meant trouble. The golem used its cloak of snows to be able to close in unnoticed. After another howl the golem was close enough to see what has happened. Some of the humans survivors, maybe the auriok or the leonin had captured a mighty beast that was now chained to an enormous stone altar. The golem began recalling its memories in search of clues, and the it suddently was clear. It remembered the rituals of the Aurioks of purifying those artifacts they deemed dangerous, to them.
The Golem reordered its priorities, the great beast was part organic and part metal and soon it woud crumble to dust. The golem knew it has to act fast but hesitated at the tought of becoming beast chowder. Now closer it saw that the beast was a thoctar, a mighty beast, it must had taken the entire tribe to bring the beast down. Suddently the clouds parted and revealed a cerulean blue sky above. The golem saw the frostbark guard that covered the thoctar but right now it knew that the energies needed to protect the beast were unavailable. The golem knew the magics that was in that place and it meant the end of the beast. It acted fast and used the available magic into a spell it learned while he was at that magic school, but that was very long ago and now there were other priorities. The golem released the magic into a spell directed at the beast, the beast faded from existance mere seconds before a beam of blinding light hit the altar. The altar shook in the presence of the light then the light vanished and clouds covered the sky again. The golem covered itself with its cloak and vanished under the newly falling snow. Moments later the aurioks returned to see the remnants of their sacrifice to the gods to bring back the sun, but they found nothing except the cracked altar. In that moment the great beast materialized in the altar crumbling it down. The few that escaped told the rest of the tribe how the powerful beast returned more fierce than before and that they should stay away from those kind of beasts in the future if they were to survive the cursed snows.
On top of a small mountain the golem saw the aurioks retreating to safer terrains and then turned to see the altar were the beast was again reaching into a cave in a nearby mountain. The golem covered itself with the cloak of snows and began walking in search of its original priority, walking and vanishing onto a harsh and cold wasteland.

Updated, Krey, I was making the round at the time so I missed it. Thanks. Anybody else should let me know if I made a mistake on the score.
To answer Krey's question, sure, either of the first round enchantments can be part of your plan, if you use your friend's or your own be sure to post it. In general, though, you don't have to make it an exact mechanical solution to the situation if you don't want to, as long as the flavor of what is going on is clear. If you want to explain clearly how your card would be played to help, flavorfully or mechanically, feel free.

Hey guys, I'd like you all to vote in last month's CCL final. I could give an extra point to everybody who votes before that poll is up, unless anyone objects. I understand if for some reason people don't want me to add points like that, it hasn't been done before, but it's an easy free point, and it would be good to encourage continuity this way.
Cool! I'm proud to say that I voted before that request came up! (And was the first vote)
Sorry to all, but this time I do not have time to use a rubric as life is being very hectic to me right about now.
Very nice, useful card, the only problem here is that I do not see why it should counter a spell... That particular effect seems to throw off the flavor of the entire card, but other than that, very nice entry. I would honestly be happy to play this in Kamigawa block, and it would probably see play at many casual tables and limited tables for years. Uncommon is the right rarity I believe, and you got the wording right.
Well, in this particular challenge I did not see how that particular spell would kill Krey's golem, but your card easily prevents early frost. My only worry here is that the effect is too weak, and could only be used in conjunction with armageddon or against LD. Even then it isn't a very good card. I think you could safely allow it to cantrip without making it too powerful for common rarity. Uncommon just doesn't feel right to me, I would not mind to open this as a common but would feel gypped to pull this as an uncommon.
A certainly interesting and on-color-pie card, not obviously overpowered in any way, and it feels flavorful with the second ability and the name. My only concern is that unless you were in :symw::symg: you could not play this effectively except at limited, but this card would only ever played in :symw::symg: and then only in casual. This lacks a rarity, but I want to say that it would be an uncommon, just for the wordiness of it. Nice card though.
First off, I have to take into account that you did not follow the contest requirements, as I did not last round. While I can see that you thought you had access to no colors, IlGreven's creature is in fact, blue. That aside, I love this card to death and have already consedered my own version before you entered this. This is elegant, balanced, and could probably stand to give it shroud too but that, sadly, would be out of flavor. I commend you for your card, and wish that it related to this challenge.
First of all, I like that it is arcane, and I like that it splices. However, what I do not like is that it costs three to play. At uncommon rarity, you could easily have costed it at :1mana::symw:, or at least given it a cantrip. I can see why you did not cantrip it (Splicing would be too powerful), and would recomment the other ability myself. However, your card both is worded correctly and fits the challenge, so good job!
Sorry to KoolKoal and RubyApple, but you will not be judged by me this round.

Return target creature to its owner's hand. That player shuffles his or her library. "I will turn you into nothing but a thought. Then I will make you a thought no more."- Circu, Dimir Lobotomist
I like this card but I think you stopped short of its optimal form. This spell would never be played in a deck that couldn't produce black: limited or constructed. I like the fact that it is restricted instant speed lobotomy, but I think the restriction is too tight. For a CMC mana cost of 4 without the black you should be able to return a permanent at least (average CMC of 3, with non-land or creature focused returns averaging 2). Any that have costed 4 already have an additional bonus (land and creature, 2 creatures, etc). However I don't believe if black is included you can go cheaper than 4. I think at least it needed to be "Return target non-land permanent..." if not "Return artifact, creature, enchantment or non-basic land..." This might need to have the cost changed to 2UU,(with B being paid this would be similar to Clutch of the Undercity and River's Grasp: bounce with an extra ability) but I could then see the card being played in limited and definitely more often in constructed as it would less often be a dead card.
Also don't forget to use the new card text and not the archaic formatting (exile saves you space).
Overall though I think it is definitely a good start to solve the problem you were presented with.
Alabran
Probably the most solid card here, but I'm going to have to ding you for 2 things. First almost word for word it is a card you're made before (minus the cantrip and change in cost) and second you'd have been better off staying in blue. It would've been a truer use of the color pie.
JimmyGroove
While the design is intriguing, I don't think it fits thematically with anywhere it is supposed to draw from. While it looks like it gets the job done, it raises many rules questions also. Without a set with a major cost theme anything that deals with manipulating mana costs outside of copying seems too complex or not enough reward to make it viable.
MonkeyPlayingMTG
This ability is not in the color pie for blue which isn't bad on its own, but it is also a more complicated way of saving a creature than it needs to be. White does this best with its blink abilities (Flicker, Ghostway, Liberate etc.) and both black and blue like returning to owner's hand (Necromancer's Magemark, Puppet Master) and have creature enchantments that will return a creature to play on death (Abduction, False Demise, Fool's Demise, Shade's Form)
Flavorwise, I think the name could have been easily adapted to the snow theme also.
FuriouslySleepingIdea
I like this spell in a limited environment a lot. Odds are in the slower environment you will see cheap spells in the late game that this will give you the bang for your buck that you want. That being said this is a horrible way to stop a Brainspoil. You'd have to invest 7 mana to cast this as a counter, which is why spells like this rarely get played in a constructed enironment.
Thematically this is very Izzet though.
Top 3
1) FuriouslySleepingIdea (Thematically solid, proper use of color pie, effective answer for challenge)
2) Alabran (Thematically solid, effective answer for challenge)
3) BlackMegatog (effective answer for challenge, proper use of color pie, needed more development)
I personally feel that can actually handle the removing types ability. Black has had a little history removing abilities (sudden spoiling) and types (nameless inversion.) White, meanwhile, has a great history of flicker effects, which behave very similarly. I still believe it's primarily blue's element (which is why in blue I had it only cost and here if you use blue you get a cantrip,) but I think it's reasonable in as well at a greater cost.
ALABRAN:
Nice idea thinking outside the box on this one. I believe that the only thing you accomplish here is making it able to attack since the permanent loses all card types it lose that it is a creature. I don't see how the card draw fits in all of this. I can't relate to how the flavor text fits in all of this.
ARCADEUS88:
Missing in the snow. SSSSSSS
BLACK MEGATOG:
Very nice take on House Dimir's Lobotomy. The bounce effect is very nice even when, if used without black, seems a bit expensive. I could say that this card is that even for a Lobotomy variant it is worse than the original because it could only target creatures already in the battlefield, on the other hand it is better than the original because it can break any color hoser that is a creature.
COMFORT EAGLE:
Missing in the snow. SSSSSSS
FSI:
Interesting card. The counter with X seems a bit weak due to having the right mana to counter the spell (7 mana in this case.). The red part of the spell saves it a bit since you can take out two of the opponents card with only one of yours. Flavor text is missing and it could had given this card an extra push. The only thing I don't like about this card is that it is very mana intensive.
JIMMY GROOVE:
This is very innovative. Dealing with mana costs has not been dealt with in a long time (I believe Scourge was the only set to deal with cmc.). Very innovative solution to the Culling Sun. Flavor is very good and the flavor text helps define it better.
MONKEY PLAYING MTG:
Nice card. The wording is almost there and the flavor is very nice. The only thing I see is that "blink" effects fall more in white's part of the color pie. After searching I found out that this one is almost like Turn into Mist or Vanish into Memory the only difference being that they use white as part of their cost, even when I don't thing blue should have acess to white's blink mechanic as in Turn to Mist.

"Those who endure in the face of suffering, those whose faith shines long in evil days, they shall see salvation." -Song of All, canto 904
Krey - Blinking with a nice bonus, could see this being an uncommon in a set with ally colors mattering.
IlGreven - While this works, it is a very narrow effect and I don't see it being one that anyone would play.
RubyApple
Saagn - I like this. It is a white effect, but one that can splash into artifacts, and the price seems about right for that. Plus, being a permanent lets you drop it in the early game so you have the mana free later and can get its effect.
KoolKoal
cardamne - This card has a strange flavor because it seems to be on both sides of the war, and the snow effect seems to be the most important by far. Still, certainly playable.
zunemi - I really like this. Tapping is something that white is good at, and the replacement effect makes a very versitile and interesting card.
Krey
I like this card, mostly on the grounds that it's a scalable Otherworldly Journey. I enjoy that type of effect, and I like the way you chose to utilize the secondary ability as well.
IlGreven
I wouldn't call this overly innovative, but it is flavorful and solves the problem at hand. I feel like it should really do more though. Giving lands shroud and indestructibility isn't as relevant as one might think the majority of the time.
RubyApple
Gone with the wind.
Saagn
I like this card, but I don't know how comfortable I am with giving this effect to all five colors. It basically is a colorless counterspell seal.
KoolKoal

The abilities have synergy with your avatar and the card is certainly usable, but I feel a disconnect between the abilities. I really don't like modular spells all that much, and I don't feel a connect between the abilities here beyond your own avatar.
zunemi
This card was very nice. I love the flavor of the wind blowing life to the ground and breaking everything else. It should be splice onto Arcane though /Nitpick

* Overview
* Schedule
o The CCL will run six rounds, each lasting five days.
* Challenge Rounds
o At the start of each round, the host will post the challenge for the round. This may be, at the host’s discretion, a single challenge for all leaguers, a list for each leaguer to choose from, challenges assigned to each leaguer, or other challenge variation.
o Each Leaguer will post his/her entry by the deadline, 3.5 days after the round is posted.
* Critique Rounds
o At the end of each challenge round, the host, or an individual the host designates, will officially close the round and open the forum for critiques.
* Valid Entry Constitution
o A valid entry in a given round cleanly delivers all required components of the challenge.
* Scoring
o The bulk of available points will be derived from Top 3 listings, as is League custom.
* Penalties
o Failure to post Top 3s as required during the Critique section of any round will put a Leaguer on probation.
* Resources
o This is a templating guideline compiled by Kraj.

To answer Krey's question, sure, either of the first round enchantments can be part of your plan, if you use your friend's or your own be sure to post it. Black Megatog

1) FuriouslySleepingIdea (Thematically solid, proper use of color pie, effective answer for challenge)

1. zunemi
2. Saagn
KoolKoal
Left his partner out to die.
cardamne
The abilities have synergy with your avatar and the card is certainly usable, but I feel a disconnect between the abilities. I really don't like modular spells all that much, and I don't feel a connect between the abilities here beyond your own avatar.
zunemi
This card was very nice. I love the flavor of the wind blowing life to the ground and breaking everything else. It should be splice onto Arcane though /Nitpick
