World Enchantments are fairly difficult to judge, outside of a particular environment. While their built-in drawback generally only matters if your opponent is also playing World Enchantments, it also imposes the restriction that you can't stack more than one in play. Apparently, this has an effect on cardmakers of creating very swingy cards. Hrmph.
"Bestest" tended to be those that encouraged interesting play; i.e., not so broken that they automatically won the game, nor so irrelevant that they only mattered in one type of deck. The very bestest offered new twists on old abilities. Psychic Enclosure might've won this contest if it actually accelerated the game a little.
"Worstest" only really applied to two cards that were missing essential rules text; the other worstest runners-up were more on the broken side.
