Actually a pretty big fan of this card. At 540 with Power, it challenges cards like Thundermaw Hellkite, and Stormbreath Dragon, but seems like it has potential to be a bit better than something like Glorybringer which I know is popular, even without having haste.

I think i would need to test this to evaluate where it falls. I don't think it's as good as hellkite. I think this is better than stormbreath dragon though. Compared to Glorybringer... I don't know, this might be slightly better since it has a slightly better floor, and a higher ceiling, but the middle of the road seems to be higher with glory bringer. My cube is small enough I don't run glorybringer and don't have room for this guy unless he was better than the hellkite, which I don't think this will be.
I like the ETB damage clause on this creature; makes it a combo enabler for creature ETB/LTB loops. But the lack of haste or any guaranteed value/immediate impact makes it struggle against the other options in a very congested 5cc red creature slot. Honestly, if this thing had 5 toughness, I'd be interested enough to find a way to play it. But being unable to use it in big red Wildfire shells really limits its uses. I like this more than Stormbreath/Glorybringer, but not more than Thundermaw for that very reason.
In this card’s defense, I’d rather have this card over most of the Hasty dragons against instant speed kill.
If my opponent is about to dismember, path, or trophy any 5-cost dragon I play, I’d rather deal them 3 damage than deal their fliers 1 damage and tap them in most situations.
I currently run Purphoros, God of the Forge as a payoff for Red/X token decks. It's interesting to compare Terror of the Peaks to Purphoros -- Both deal damage whenever another creature ETBs, both provide some form of protection against removal, and both provide an instant kill for otherwise nonlethal infinite persist combos. There are other pros and cons for Terror of the Peaks vs. Purphoros:
Pros:
- The triggers deal damage to any target, not just to the face.
- The amount of damage from each trigger can be much larger.
- The body is always on.
- Evasive.
- Gets value against bounce spells or exile-based targeted removal like Swords to Plowshares.
- Is a Dragon for synergy with Thunderbreak Regent or Lathliss, Dragon Queen.
- Has hexproof from opponents at 1 or 2 life.
Cons:
- Costs R more.
- Lacks mass pump ability.
- Damage to the opponent is a less reliable way to dodge removal than indestructibility.
- The majority of tokens in Cube are 1/1s, so most tokens will deal less damage than Purphoros.
It's really good if you have a token making planeswalkers so you can ping immediately, and if your opponent doesn't kill this immediately, the next turn will be brutal. This, then seige gang? 5 damage devided as you want? Then then thundermaw? 15 unblockable? Even in the WCS, you dealt them 3 and they burned a spell on this. I think I need to test this.
This can also turn Greater Gargadon into a Giant 1 mana Rift bolt that can probably end most games on the spot. - plus saccing all your lands and other creatures to get gargadon into play dealing 9 seems like a fun deck to me
I'm not a fan on first glance. Five drops that need follow-up to be impressive always disappoint. Glorybringer/Thundermaw Hellkite seem way better.
I would usually agree, but a form of built in protection kind of melts that argument for me. I like that I can play him on the top end of a deck and to remove him still achieves my aggressive objective and if he sticks around it is going to close the game. I don't think it is as good as Thundermaw Hellkite but I do think that it is better than Glorybringer.

I think Glorybringer is better than Hellkite, and I don't think 3 damage is a good enough compensation for losing your threat. The hasty dragons are a good way to kill planeswalkers, when Terror is a standing duck to their abilities.

As a cube drafter, I agree that the haste is incredibly powerful on cards in these slots. I have seen Glorybringer paired with Ral Zarek a couple times in our cube drafts and I think interactions like that shouldn't be understated. Personally, I like Thundermaw Hellkite more because it can push so much stuff out of the way at once. All of the cards brought up in the OP here are fantastic.
As a cube designer, I do want some diversity and cards to do interesting things while still being powerful. Terror of the Peaks is particularly appealing in this way. I think the appeal of this card is dependent on 2 different levels (a designer and a player), I like that it can still push an aggressive agenda but also rewards players in red for slowing down a bit because the card wants to see things come into play afterwards - where Glorybringer, Thundermaw Hellkite and Stormbreath Dragon are a bit more linear in how they play out.
This card excites me, but I can understand why it doesn't appeal to others.

Going to test this over emissary of grudges

This guy is clearly worse than both. They are curve toppers and are looking to mostly finish the game in a turn or 2.
The protection is nice, but doesn’t work on wrath’s, planeswalkers or ORINGs, so damage isn’t guaranteed
