I’m interested to hear where people thinks this ranks among blue three drops.
I’m not running Hullbreacher or True-Name Nemesis, since they can be pretty un-fun to play against. Beyond those two cards, this is definitely behind Clique, as well as Metamorph and Borrower (depending on whether you classify them as 3 drops), but I think it competes decently with the other available options.

Personally I think this is worth testing over any Clone effect. I don't run Clone effects like Phantasmal Image / Phyrexian Metamorph anymore since they really don't contribute to any specific archetype and are just decent generic value spells. This falls into the same camp for me since it's essentially a clone effect with different timing / restrictions.
The biggest thing for me over a clone here is the flash. I and my drafters love the Bant flash deck I try to keep supported in my cube, and there are a surprising number of on-curve threats in my list that this can get value off of.
I think this can lead to some more interesting decisions than a lot of Flash dudes which always guarantee their effect and therefore have very obvious lines of play, and I can even think of cases in games 2 or 3 where this could be something important to play around in a combo vs control matchup.
On top of that basically all of the aggro decks I support rely on ETB's so I like that it could act as a speedbump that encourages a turn spent casting removal (Through Ward 2 no less) or otherwise discourages mindlessly curving out.
If that ends up being the case I think it will be cool enough to keep, but on the other hand if in practice it's only ever a bad clone with a timing restriction I don't know if the flash blocker alternate mode is enough to keep it around.

I feel like people are sleeping on this card. Since release, we have been cubing this card, and it's always improving. It hits many targets in the cube and can also halt aggro decks in its tracks being a 2/3 flash with Ward.

I generally like the clones more since there's less timing restrictions. While this does get you an initiative trigger, your opponent will still have control of initiative since their trigger will resole last.
I do think this is a good card though, blue is just really tight. Kitesail Larcenist has the same stats but exchanges flash for flying while being better at controlling the board. I'd probably be more interested in this if I weren't running Pestermite / Deceiver Exarch for Kiki-Twin.
We just cut Pestermite/ Deceiver and Twin but kept kiki for Zelous and Resto. I am a major fan of the kiki combo, but like you said blue is so tight to run cards like Pestermite/ Deceiver JUST for that combo alone. Maybe that's why we have the room for it. We should def give Kitesail a try though now that you mention it.
