Another centerpiece card for a spells matters deck if you want to support it. Don't know if it makes the cut without that archetype being a thing though, as decks would need a really high concentration of instants/sorceries for this to generate much value on T6+. Cool card, but I think it's a miss without a dedicated theme.
I see this as being way worse than Docent of Perfection, Bedlam Reveler and Talrand. And it is nowhere near cheap cards like Young Pyromancer, Monastery Mentor and Thing in the Ice. I play these kinds of cards a lot and the engines have to be cheap to be good so you can play them early before all of your bolts and cantrips. Yes you can get them all back with this but that is 2 turns and 10 mana. At least Docent ends the game pretty fast on its own.
Imagine an 8/8 Treasure Cruise artifact creature...so much fun!!
Might not be an auto include but I think it has its slot in artifact/spell decks. It can always come done later for the win in control builds. Force of will flash 5/5.

This is a card I'm excited to play in Commander, less so to put in my Cube. I'd have to do some major finagling to make it worthwhile, so it's an easy pass.

Seems like a build-around card, not really fit for cubes, where the second ability might as well be flavor text. It's a pity they didn't leave it off, and knock the CMC down by one. I might play this as a 4 drop.
I support spells-matter but this is an easy pass. It could warrant a spot in the archetype at large cube sizes (if you're looking for more support beyond Docent of Perfection, Thing in the Ice, etc.). I think it would have been awesome at UUU or 2UU.

I think you're on the right track here. The value of this card in high-power cubes is going to be really dependent on free/discounted spells I think. Contagion for example is INSANE if you have this out.

Just curious. What are the main pieces if you would want to support spells matters today? I have a vague recollection that you used to support it a year or so back. Would you have included this back then? I run a 540 cube that is inspired by and very similar to yours, and I sometime try to push spells matters already, even though I only run Delver besides the general staples such as Young Pyromancer and Snapcaster. Seems like a fun archetype to fully support.
The new Bedlam Reveler looks like a fun card if you're "all in" on spells.
