I have a really bad sinus infection, the worst I've ever had. I simply cannot breathe out of my nose. I know some ways that help clear it, like inhaling steam or putting a hot cloth on your face, but for me, those remedies only help me breath WHILE i'm doing it, they don't help actually clear my nose. Does anybody here know of any safe home remedies to clear a completely congested nose?

Drink lots of water. Its not actually going to help you unclog your nose, but with all the mucus your producing your going to start dehydrating VERY quickly, and that will only compound how crappy you feel. Plus, it probably will help you get over it sooner.
I feel for you; I havn't been able to breathe out of my nose for a week thanks to allergies. The pollen count was above 1000 yesterday, I kid you not.

Go to a doctor. If you have an infection, this means you probably need antibiotics. (Where "infection" means "actual colonies of actual bacteria inside your sinuses causing tissue damage and swelling")
Gravity is your friend - sit up in bed rather than lying flat, so junk can drain downwards and out, rather than into your throat. Also, sitting up helps keep swelling down so your nasal passages can open up. When you lay down, blood rushes to your inflamed nasal passages and makes them swell and congest. That's why sinus symptoms always seem worse at night.
Get a cheap room humidifier. Winter air indoors is very dry and can make a sinus problem worse. Humid air helps loosen crud and protect nasal membranes from drying out and swelling. If you are too poor to get this, put a pot of water on the stove and let it simmer at a low level for overnight. Make sure there's enough water in it to keep the pot from boiling dry. This will help moisten the air in your apt. Don't add anything to the water, kaz inhalant or anything like that, because you don't need to and if the pot does boil dry, you don't want to be gagging on burnt mentholatum fumes for a week. (Been there, done that.)
Hot showers work too. Breathe through your nose, loosen the crud, spit it down the drain.
Foods that make your eyes water can help clear crud from your nose. Onions, peppers, spices, hot soups, hot tea. Even a brief walk in the cold wind can make your eyes water which ironically may help your nose clear up. Tears drain into your sinus cavities and wash the dry membranes and loosen crud. You then blow gently and the crud is loose enough it can come out. Tears also contain antibacterial proteins to protect your eyes from infection. This antibacterial action may help your nose, too.
Lastly, probably most imporatnly, eliminate allergens. Cats, mold, mites, smoke. Get rid of 'em. Wash your bedding and sheets and pillowcases, comforters, everything REGULARLY with a proper unscented washing soap. Vaccuum your house regularly. Keep cats out of your bedroom and if you can't get rid of them, brush them and feed them properly so they aren't shedding dander a lot. Clean your bathroom and kitchen properly and often to get rid of mold and mildew. (Hot sudsy washing water can loosen crud in your sinuses) Allergies are your responsibility, and heading off allergic sinus problems is the first step to avoid an actual sinus infection.
Thanks for all that. Just to add on though, I did go to the doctor and got antibiotics. Usually, the antibiotics kick in quickly and the symptoms subside in a day or two, but this time they actually have gotten worse.

I would add horseradish and wasabi to this list. They directly stimulate the nasal passages as opposed to just burning your mouth. If you've never had either, be warned as the experience can be quite intense.
I know they're not really home remedies, but I suggest Zicam, and saline spray.
Use the saline spray in the shower, and squirt it till you feel it in the back of your throat. Do this to each nostril. This will really loosen up the crud in your nose, and it flushes out your sinuses; helping to get rid of the infection quicker.
After your nose is flushed out, use the zicam. This medication has done wonders for me in the past, and has knocked out my sinus infections anywhere from two to five days. And, like you, I have had quite a few bouts with sinus infections.

Trick is to not overdo any of this. You want to get a gentle loosening effect, and not burn your face out. If you're not used to wasabi or feel it's too strong when you're well, then you probably won't appreciate it when you're sick. Because that's when the treatment is worse than the ailment.
Spend a good deal more time in the shower, at least, say, 10 minutes if you can fit it in. I've found that what really gets your sinuses cleared is tons of steam. It works wonders.
About any "subpar" mechanics or cards: Context is king.
