Balance/Mechanics 6/10. If this is targeting werewolves, the three mana is likely going to eat up your whole turn, causing your wolves to transform anyways. Also the time counters should just be +1/+1 counters.
Innovation/Creativity of Mechanics 9/10 This card has a lot going on, but it all makes sense. I don't really like that it checks for "night side creatures."
Flavor/Card Concept 3/10 This isn't a werewolf at all. Cool concept a card, though.

Balance/Mechanics 4/10 This card is really swingy. Dropping this into a two toughness creature blanks this. The four power hypnotic specter will close out games really quickly is not answered, though. It seems like the front will never really have much of an impact. Your opponent would need to do something that didn't impact the board and also have no creatures in the first four or five turns. Also, this isn't a mono-blue card in the least.

None of the abilities are ground breaking, but they add up into a cogent card that plays very uniquely.
Flavor/Card Concept 2/10
This is much more fit to be a vampire. See: the back's flavor text. Also "Throat Ripper prime" is a silly name.

Why does this have trample? Nothing will ever target this once it's already transformed. The front is too big and the back is too small. This is too easy to play around, so unless you opponent doesn't know what this card does, you need to cast two spells when this needs to transform.

I like the transform trigger, even though it is too hard to really leverage.

Front side he's a hapless guy wandering around, then something happens and he turns into a master decoy/royal assasin combo. Maybe make the front white and the back white black. Charge black mana to destroy stuff. Not sure about how to trigger him, also mana costs/size, but that's easy to fudge.
