It can't be mono white anyway since white doesn't destroy lands.
But I still don't think it works. It'd be nice if someone with good rule knowledge could confirm/infirm.
It's not meant to direct combo with the legendary creature. It's meant to "go" with it. In other words it should play well with our card, but not so directly it loses any effectiveness outside of the legendary creature. Why would someone play a spell that their opponent controls? Sleeper Agent is the only one, and it's a terrible card.
And it's probably best to use the gold card with it, since you're right about the color pie. White sweeps or targets noncreature nonland cards, black targets creatures or lands or sweeps creatures (loosely). The gold colors make the most sense.
To clear confusion we should use a different ability. Or maybe word it differently. "Each player sacrifices a non-creature permanent of their opponent's choice" for example.
Comparing it to primus is not correct. A one sided effect is worlds apart from.a twoisided one.
The only problem I have with the card is what ZDS said about people thinking that the first ability is supposed to ombo and then taking off points when they reali2 it doesn't.

Finks was a very good card. This gives you a bunch of CA though. I think its pretty fairly costed but the p/t can be bumped up to 3/3 if that makes it better.

Both of these seem too powerful. I think you're underestimating Persist. Look at Lingering Tormentor or Gravelgill Axeshark and compare it to the CMC 4 one. Or look at Murderous Redcap: Persist + an ETB ability is pretty strong. Especially when the ETB ability nets you CA.
For the 2 CMC one, compare it to Sign in Blood. You get a 2/2 and then a 1/1 for the same cost and the only downside is that you don't get the second card immediately. If you lost 2 life per card I would like it more (it also increases it's versatility as it becomes more useful to use the ability on an opponent).

ZDS: needs to be :2mana::symb::symb: so we get the bonus.
We need some flavor explaining the sacrificing, a picture (the one had for the other one probably works) and a render.
More renders. I showed some more of the art I had chosen before which includes some nice destruction int he background. Will try to find something better.

Finks was a very good card. This gives you a bunch of CA though. I think its pretty fairly costed but the p/t can be bumped up to 3/3 if that makes it better.

The persist doesn't work that way. It's just come back with X = 0.
