The reason I ask these questions is because I will be in Minnesota from August 4 until August 11, and will have minimal, if any, computer access.
@Speedy: I agree. The R/G-hate counterspell (why can't I remember the darn name?) and Rune Snag both look pretty good, though the former is probably a sideboard-only card.
@Stilts: ATM, the tourney looks like it will get off the ground around about mid-October (the harder tourney to run :-/). But I am trying to get 16 people, so jump on in anyway.
@Izzet_Dragonmage: Just follow the Extended Tribal linky in my sig, and read the rules at the top, ignoring starting date for now.

Some years have passed since the High Mage of the Skies defeated his opponents and became the sole owner of the Violet Stones. Recently, another powerful artifact has been discovered that could alter the future of the plane. A book containing texts and spells of the past recently was unearthed. Spells only thought to be legends have become possible to cast again, which has sent the entire plane into an uproar. Once defeated wizards are coming out of hiding for the chance to obtain one of the most powerful artifacts in existence. After all, when one controls the past, one controls the future.
RULES FOR TOURNEY.
1. Everyone has to get themselves MWS and an MSN account.
2. The format will be extended. The same rules apply in terms of deckbuilding. There needs to be a 1:1:1 ratio of R/U when it comes to splashes. Also, because this is extended, no mono-coloured decks are allowed, and Goblin decks are banned because let's face it... Goblins are just annoying. Wuffles and I will be checking lists, to make sure these follow the rules.
2. The tourney will be one-off elimination for this round - because I don't get how to do pairings for swiss. So, winners play winners, and the field gets smaller and smaller, eventually with a winner.
3. Wuffles is putting up his Niv's from the last tournament as prizes, and I will be putting up some more prizes (still talking to Wuffles about the appropriate prize).
4. To register for the tourney, you will have to PM me AND Wuffles with your final decklist - once this is done, you CANNOT edit your decklist at all. We will be expecting you to play with that decklist, period. If you do not, you will be handed an automatic loss.
5. From this post on, you have FIVE DAYS (i.e. 120 hours) to register. Late applications will not be considered, so please don't put me in that position.
6. We will try and get as many people as possible playing, so if that means getting some Dimir or Rakdos in, by all means advertise!

Does it mean that the number of cards of my splash colour must be lower than the number of red or blue cards, which ever is lower? Or does it mean that for every every red card, i need to have a blue card and a splash card (ie. 10 red, 10 Blue, and 10 green)? What about gold cards that are partially red/blue?

I'll specify a bit more. Of all the non-land cards, more than half of the deck needs to be a combination of Red and Blue. The remainder of the deck can be whatever colour you want, just as long as the number of Red and Blue cards are greater than or equal to that other colour. Gold cards can be either Red or Blue, unless the other colour is not Red or Blue. An Absorb would count as a White card, Raging Kavu a Green card, etc. If you want to make a bastardized version of Affinity from that, you are more than welcome to.

Secondly, if you're splashing colors, you are free to do so - but for EVERY ONE splash card you play, you must ALSO play AT LEAST one red card AND one blue card.

If the hybrid cards are either blue or red, they don't count as a splash. So:
Giant solifuge - Counts as a red card.
Djinn Illuminatus - Counts as either a red or a blue card.
Biomantic Mastery - Counts as a blue card.
Centaur Safeguard - Counts as a SPLASH (not to mention, you fail at this game for playing a card like this in a deck)

If the gold cards are BOTH blue AND red, they don't count as a splash. Otherwise, they are a splash. If a gold card is ANYTHING BUT blue and red, it is a splash. Also, U/R gold cards count as either red or blue, not both, for purposes of splash limits. So:

Lightning Helix counts as a white (splash) card.

Treat Invasion block split cards as you would any gold card. If the spells on the cards are only blue or red, they're not a splash. So:
Fire//Ice is either a blue card or a red card.
Spite//Malice is a Black (splash) card.

Because frankly, mono-coloured is totally UN-Izzet. The Izzet are all about blue AND red, so to go only one way would be going against the clan.

I concur. In standard, this wasn't a problem, as there weren't any clearly insane mono-colored decks - but in extended...well, we just really, really want to keep goblins out of this. ^.^
Fair enough. Although my burn deck consistently took Goblins easily to 3 games, and went 2-0 some of the time. But I will try to tech out a deck for this if I'm in it.

I do see myself participating in the extended tournament. I've got a couple of ideas, one of which really wasn't a red deck at all.
On a completely different topic, I had quite the PTQ experience last saturday. My card pool included 5 horrible rares (OK, Hunted Llamasu wasn't that bad, but Tunnel Vision, Grozoth, Leyline of the Lifeforce (foil ooo) and Elemental Resonance? COME ON!) The good thing about my pool was that I had 3 karoos and 4 signets, and a heaping of playable 5-drops.
My deck had everything but a guildmage, a sweeper, and a bomb rare.
I'm going to spare the details; I lost two rounds because of color screw and ended 5-2 with breakers too weak for an amateur prize. My friend had a much bombier deck with more removal, including Isperia, Followed Footsteps, and Three Dreams, but he lost the last two rounds (to the same people who had beaten me earlier) after going 4-1.
Next PTQ is in 2 weeks.
