As for Steve and Lisa. I thought there was enough information to gain a read. Since there is not, then forget about Steve and Lisa for alignment.
As for "Jobie"... Well you will have to wait until the end of this Godfather round to find out my mistake.
Frank mentions a "boat thing" in the first post, it would be useful to have a vague description of what he is talking about (this looks like it could be extremely relevant).

So I went to my friend's going away party (he's going on a mission trip; he's a Mormon) tonight. After the main festivities, we went to someone's house and started up a game of Settlers of Catan.
Well, I hadn't played Settlers in YEARS - the last time I had played was with Seppel at a convention like 3 years ago.
So I didn't remember how to play the game at all.
...and they refused to tell me how to play.
So I started making up my own rules.
There was a deck of Monopoly Deal cards sitting next to me, so I started trying to send people to "JAIL". I also tried hoarding the "plains" and getting all of the sheep resource areas. Once I got 3 plains, I tried to drop some Eager Cadets, but they wouldn't let me. There also wasn't an area for blue mana, which was dumb. They also didn't let me cast Wrath of God. I wanted to destroy everyone's settlements, dammit.
I think the last silly thing I tried to do was to get my Knight "Kinged" by putting him on everyone else's squares.
I didn't end up winning because I put my settlements in absolutely awful locations (THANKS FOR TELLING ME HOW TO PLAY, GUYS) but I could have potentially won if the game had gone on a bit longer and I had upgraded my settlements to cities (which I could have done because I was getting like 8 sheep every 2 rolls and I had 2 ports to export from). I had fun.

I just finished Bioshock Infinite, and it is incredible. If you don't have it, go and get it literally right now.
I'm going to get it eventually, but I'm not willing to plunk down full price on most PC games (with about the only exception being Dark Souls, which I bought during the first week it went up on Steam). Prices for downloads go down too quickly for me to consider it a good deal.
I don't like Jessie's WIFOM flavorgaming (why couldn't scum-Frank have been hoping for a reaction just like Jessie's by openly claiming "scummy" flavor?) and I probably would've called him/her out on it, but stepping back for a moment I think it's a newtell. And I can't see that coming from newscum, regardless of Frank's alignment.
Stephanie is probably scum regardless of Frank's alignment. Either a bad bus or trying to slide into a mislynch.
As for Frank...he's straight-up fishing, whether it's intentional or not. I'm getting Mini vibes from this setup (more complex than a Basic and about the right number of players for D3 in a 12-player game), so I doubt there are more than two players with RB capability. Which means either he was RB'd by the mafia or the boat ability was real and was activated that Night. But if there is a Mafia RBer, wouldn't he have targeted Steve to try to stop the mass RB? Well there are too many unknowns to answer that. But my gut reaction is that the boat ability was real and was activated, and Frank probably would've known this. So what pro-town reason did he have for suggesting a mass soft claim? The reasons he gave to Stephanie are atrocious ("the mod only told scum their results via PM" is the only one with potential benefit for the town, and even that's a longshot). Frank is just not pro-town here...but with his second post I can't see him being Stephanie's scumbuddy. This is a toss-up for me so I'll guess town with no confidence. (EDIT: Scratch that, I think he's scum. Still with no confidence.)
I'll guess Steve is town, whatever. If the mass RB did actually happen that gambit is just too crazy not to come from town. Definitely not enough information on Lisa, but if Stephanie is scum she could be town on the merit of Stephanie wanting to reprise a case from a legitimate townie.

KoolKoal: Feel free to take this with a grain of salt since self meta isn't particularly helpful, but I think I get scumread mostly for style over substance, but also for a certain lack of substance over style. It's not so much what I AM posting most of the time (though sometimes that can seem bad) but what I'm NOT posting. I've been told I come to non-obvious conclusions a lot, so when I post, quite a bit of the time there's jumps in logic that people can't follow and they think that's scummy. I get that accusation about a lot of questions I ask specifically. People call them "busy work" when the questions are legit etc.
As far as things to ignore, I can't think of anything. I would suggest you focus less on what I'm doing and more on how I'm doing it. That's probably more likely to be accurate. Like I've just said, what I do tends to come off a little weird, but if you look for how I do it, mindset comes into play and maybe you figure out something useful.
