I don't know about "who", but I'll give you the answer to "ma"
Short answer? Use of "ma" (actually 'muh') mean that an idiot is speaking. Don't waste your time with them, they have nothing of value to add to the conversation. I mean, being 'commentators' on YouTube is the first clue that they're wastes of air, but this is further proof.
Long answer: 'ma" as a prefix is actually 'muh', which is a mocking way of saying 'my'. Its used to be dismissive to an argument without addressing the validity or content of that argument, and is typically used by weak minded sperglords to encourage like minded people to avoid thinking critically about an argument. The use of 'muh' means that the user believes the argument to be worthless on its face, and that the people that are making the argument are doing so out of childish desperation. It also means that the person using 'muh' is talking out of their ass and is too stupid to engage in debate like an adult.
