Well, this is it folks—the finale of the fifteen week Vs. tournament!

Peter Parker and Bruce Banner find themselves standing across from each other. Neither could quite remember what they had been doing or how they had come to the barren, unfamiliar desert surrounding them.
Before either could speak the unmistakable voice of the Beyonder echoed in their minds.
“I have determined that you two are the greatest heroes of all existence. Of all existences.
Banner, you are one of the most intelligent and accomplished scientists on your world. After your accident, caused by your own selflessness, you were empowered with a strength only matched by your morals.”
Bruce fell to his knees and turned into the Hulk. Peter braced himself and then breathed a sigh of relief when he put up a green hand. He Banner was still in control.
“And you, Parker,” the voice said “have struggled with adversity that most could never imagine. You too lived through a fateful accident which blessed you with a power that you have taken responsibility for. You have given up a normal life and the rewards that you deserve from your deeds in order to better serve humanity.”
Peter’s street clothes melted into a familiar red and blue costume.
“I know that you two would never fight each other directly,” the voice said. The desert sand stirred next to them and swirled into two figures. “But I must find who is the greater hero. Therefore, I have devised a test for the both of you.
The heroes’ attention was drawn away from the sand next to them and to a miniature earth quake on either side of them. Huge skyscrapers erupted from the red dunes. When the sand cleared and the earth settled they found that they were in a replica of Time’s Square. The figures beside them solidified into copies of each other. Two Spider-Men and two Hulks looked around the cityscape.
“Welcome to my own New York City. And please meet your personal doppelgangers.” The two copies waved and then jumped or swung away into the city. “Your job is to find and defeat the copy of your friend before they cause damage to the city.”
Then red sand spun to life and every inch of the ground filled with sandy honking cars and pedestrians. Before either could react, two explosions and screams erupted from either side of them.
“It also might be in your best interest to save these constructs. Every one that dies here, I will make sure their original back in your New York, shares their fate.”
Then the voice fell silent in their heads. The two heroes looked at each other for a second and then ran off in opposite directions.
The Beyonder smiled from the Martian orbit and looked down at the dome he’d placed the earthlings in. He if which one, if either, would understand the real test he was conducting. He began the tally of which hero saved the most lives.
Ultimately they will have to work together. Spiderman is pretty much going to have to brain up with bannor to make this work.... Evil hulk is likely the largest problem as he isn't known for suttlety can they save the city I doupt it.... I think they fail.
So are you using this scenario because Hulk would obviously pummel Spiderman into the ground with immense ease? I guess it doesn't really matter because I'm voting Hulk because he would beat Spiderman in a fight and that is what the scenario should be, not the two heroes trying to fight their clones.

I've tried to level the playing fields of each Vs. match. This is the super hero tournament--I'm interested in finding the best super hero, not the best fighter (that's Batman, j/k ;)).

Asking out a girl is like trying to cast a first turn Necropotence. Sometimes the other player will have the Force of Will to say no. You shouldn't let that stop you from trying it.
As Hulk so often reminds us, "Hulk is strongest there is." Unfortunately, you've really placed him out of his element with this setup. Spidey has the best chance of beating his bad guy, as there is no way Hulk is catching evil Spidey.
In an actual fight, Hulk pretty much only needs to score one hit on Spidey to win. (But then again, I didn't think Spidey should have gotten past Hancock.)
Spider-man wins this situation.
Hulk wins in a fight.

A card game about Presidents. Stabbing each other. With knives.
So Hulk's goal is stop Spiderman from wreaking havoc. Vice Versa for Spiderman. First of all Evil Hulk is going to be causing a whole lot more damage than Evil Spiderman, who would probably be spending most of his time webbing people in stupid places. Hulk thus has less of a chance to save lives, if thats the true goal.
Spiderman would be saving guys left and right mostly because he couldn't touch Evil Hulk. So....I guess Spiderman wins?
While I like the set up, and hope you use more alternative routes of victory in the future. If it was a straight fight Pete would be squashed. Very fast.
See I don't like the alternative routes of victory. I just don't think that whoever can stop the other guy's clone from doing more damage wins shows anything at all. It hardly says who is the better superhero imo. Maybe for next time if you do another superhero vs thing, take obvious power houses like the hulk out so you don't have to cheat to get spiderman to win, when in a fight, like the majority of these scenarios have been, hulk would crush spiderman without even thinking about it.

This really makes it a no brainer to me. I feel that, perhaps the reason why the tally is currently tied is because some aren't really considering the goal of this "combat" combined with the raw destructive force of an evil Hulk with Banner's intelect.
An evil Hulk would be about the best at general mayhem and death tolls of nearly any character. Evil Spidey would be very dangerous, but he wouldn't be capable of the widespread destruction that even "good" hulk achieves at times.
The trick is: Good spidey would find it very difficult to incapacitate evil hulk; he could do it, theoretically, but it's a long shot and would take time. Spidey would also be hard pressed to meaningfully save any lives when hulk brings a skyscraper down. This would give evil hulk a lot of time to ruin the city (and, in reality, it wouldn't take very long at all. If evil hulk meant buisness, he could turn Manhattan island into rubble in minutes).

Well now, that changes everything.
By what characteristic do you judge the "best super hero" if not by fighting potential?
Because I can't imagine any scenario with Spider-man as the victor. Once Banner gets angry, even his friends have a hard time calming him down, so it's an easy victory for the Hulk
