I had a thought: Shadow is unlikely to be scum. No one seems to want him going on missions, scum included. That's weird for scum to do to their buddies. I kinda want him on this mission for that reason.

I'm leaning against it. If I was an informant, I don't think I'd want him to be the mission leader, as if it failed, whatever he did he probably would be suspected. Likely better to have someone seen as towny run the mission to try to implicate them.
