I dont, but I trust Tom enough as a player to know that if he cc's a cop that turns up town, that no "oops" is going to be enough to keep him safe. Especially with you in this game who somehow saw kpaca survive a cc against town. Essentially, it is a dichotomy because Tom says it is.
Again, I could see a world in which we lynch someone else, but something significant would have to happen.

Mikhal had always been a burly man. His broad shoulders and barrel chest often gave him a wide berth when walking through the city, which suited him.
He never liked crowds. Or people. Which is helpful when you blackmail people for a living. Other people might feel remorse, guilt, or empathy for gathering peoples secrets and then extorting them with it. But Mikhal enjoyed watching them squirm. He loved hearing them beg. He lived for the moment hope left their face. His ex KGB handlers always tried to rein him in but sometimes you have to let a thoroughbred run.
So it wasn't a surprise that he'd go rogue. A disappointment to his handlers sure, but he'd always been a loose cannon, so a shock but not a surprise to see his hundreds and hundreds of records of kompromant in his apartment. Cleaning up after an agent is killed in action is never a fun experience, but when you find out he was extorting hundreds of millions for himself it's even worse.

Injuries at work tend to make everyone more cautious. People will be extra careful using heavy machinery or using proper lifting mechanics. The same holds true for spies when their fellows start getting compromised. No one wants to be next.
