Faraday may be another you could contact, he was also involved in our Cross-town series. The Oversoul may be someone who could direct you to someone else to talk to, he seemed to have fairly encyclopedic knowledge of the players on MS:
Ok, so I'm just going to make three lists since trying to arrange one list is too hard for my little brain.
It is probably worth mentioning that I have the utmost respect for all of these players. The order of the list means nothing when each player is unique and has the potential to control the game in their own way. It would be awesome if all of these people played in a game together, but past experiences (cough scummies cough) has shown that too many has diminishing returns. I may explain my reasoning for some of the placements.
Looking at everything I'm just going to remove Patrick, Nuwen, Vi, Tierce, and Empire. They are all almost 100% not going to accept an offer to replace into this game unless desperation levels reach critical match.
Anyway, onto the lists
Skill Level (Strongest to Lowest)
Cogito Ergo Sum > Llamarble > Regfan > Rainbowdash > AngryPidgeon > GreyIce > XReckonerX > Mastin > Kuribo > Cabd > Lady Lambdadelta
Cabd would be higher but he shortchanges himself by playing in so many hydras. From what I have seen of his solo play he is quite good if a little opinion-warped. Reck would be much higher on this list if he would consistently play mafia again. I feel like he is one of those players who needs to always be playing in order to maintain peak performance. CES's playstyle, I think, lends itself to the MTGS playstyle. He is slower paced, more concise, more intuitive and aware. Regfan really challenges this spot but is only lower on the table skill level because of his inferiority complex when it comes to playing scum. Plus, he has been out of practice to my knowledge.
Playability is the likelihood to improve the game state. In other words, people with high playability generally are not abrasive, can articulate themselves well and thoroughly, and have a playstyle that doesn't negatively harm the gamstate.
Thor is quickly approaching 0% for instance
Tammy, before real life started to impact her, would have topped this list.

This list is probably the most arbitrary? All of these players do not suffer fools lightly and can quickly turn abrasive. For the most part, most of these players in general play deal with paranoia over their slots all the time which from my experience has worn down their resistance to bull*****. Kuribo is a very funny player, he just uses more "violent" and "intense" language. It *can* be serious but I have personally never played with Kuribo when that happens so it is hard for me to tell when he goes from joking about feeding your eyeballs to his dog to actually contemplating it. He makes a lot of noise and can come off in an offensive way which lowers his playability. CES plays perhaps behind Empking and Thor the *most* inscrutable way possible. This is my own personal bias here but it is so aggravating to play against. He is concise and keeps a lot of things to himself as well as highly self-meta based so it can hard to have extended conversations with him. He's like that austere aunt in your family.
Mastin is lower on this list because she puts so much effort into trying to make everything clear that it becomes unclear. There's a reason her original title was "Unabridged". There's also a reason her second title makes reference to Jesus Christ. Llamarble can be snarky and condescending but he does it on a much lower scale than the others on this list. Regfan is a very cordial, respectful player and almost always improves the quality of the game.

Mastin is highly likely to accept any invitation into this game. 1) She likes to replace into games, 2) she recently came off one or two well played scum games so her interest to play in any game is probably fairly high, 3) will probably see the invitation as an honor/ego boost :P. However, to my knowledge, her time isn't as free as it used to be and I believe she is going through some things in real life.
Kuribo hasn't been around on site lately, same goes for Lady Lambdadelta and Llamarble, but Llamarble has played in one of these before. GreyIce is running a game but he seems kind of drained from mafia. Reck I think is going through a hard patch with life right now and his activity across the site reflects that.
Regfan and Cogito Ergo Sum both were not active up until a few weeks ago. CES just finished a micro game and so he *might* be more willing than Regfan? Regfan is still currently playing a game and to my knowledge keeps a fairly strict game threshold so he may not be willing to tack on anymore burdens. AngryPidgeon and Cabd are interchangeable but I think AngryPidgeon is more busy than Cabd, although I could be entirely mistaken and that is the reason Cabd is always in a hydra? I think your top 3 are fairly likely to accept an invitation either way.
If Faraday/Hoopla/anyone with more knowledge on these players says anything, you should probably listen to them. Faraday has a posse of ninja spies that he uses to keep tabs on MS. Hoopla definitely has a more accurate determination on player skills/playability (her comments on Mastin). So, anyway, both of them have been around longer and probably know what to expect from these players better than I (me? **** grammar).
Kanyeknowsbest would also be a good addition to this game but he I think he is taking a mafia break for a while. He has high skill but his playability is low because of his playstyle (he doesn't try to use correct grammar/spelling).
I also want to say that none of my comments or "lists" are meant to be offensive. I'm not trying to belittle anyone's skill or playstyle. As I said earlier, all of these players are good and would be an asset to any team.

I originally come from XeroCreative where we played with 24 and 48 hour days, so I'm experienced with that. I would enjoy playing a test set-up with you guys to help (hopefully Azrael) practice for his role. This sounds like fun!
And with a short fast game I wouldn't worry about the large book-keeping that plagues me on this forum software nearly as much.

I've been following this closely since the 4th game and I've played with some of the players who are on the list, so I'm somewhat familar with like five-six people.
Should I PM this to you or post it here? Can we set up a QT?
Will we know what the 13-player configurations are before the start of the game? Seems more prudent to do more research on 11-12 of the players we're actually playing against rather than 64 shallow analyses.
Also, is it worth it to run a practice game when the actual game will be starting in around five days from now?
Practice game won't work if we go with the original schedule, not sure if we are yet.
I probably won't actually read the meta until I know who I'm playing against, but I don't want to be put in the position of scrambling to locate their games.

KoolKoal: Feel free to take this with a grain of salt since self meta isn't particularly helpful, but I think I get scumread mostly for style over substance, but also for a certain lack of substance over style. It's not so much what I AM posting most of the time (though sometimes that can seem bad) but what I'm NOT posting. I've been told I come to non-obvious conclusions a lot, so when I post, quite a bit of the time there's jumps in logic that people can't follow and they think that's scummy. I get that accusation about a lot of questions I ask specifically. People call them "busy work" when the questions are legit etc.
As far as things to ignore, I can't think of anything. I would suggest you focus less on what I'm doing and more on how I'm doing it. That's probably more likely to be accurate. Like I've just said, what I do tends to come off a little weird, but if you look for how I do it, mindset comes into play and maybe you figure out something useful.
