But the issue when people are higher level is that at that point your army doesn't really even matter. A wizard of level 14 can recklessly sacrifice all his level 1 peons. Hell, it's probably correct to eat them for stats and then nuke the whole enemy legions. Then raise them all as undead to work as enforcers of your police-undead-state-that-used-to-be-enemy-kingdom.
I am not saying that it can't work, but I have never seen one where players were higher level than 5-8 work effectively. It just stops being about the army at all at that point.
Hmmm... perhaps a situation where Leadership is given at level one, and the followers stack up much differently, or just scrap the leadership and give each PC a selected group of NPC's? So that the level discretion wouldn't be so great.

Thinking about playing Ventas, my storm mage. I'd like to create a custom PrC for him, since the Stormcaster PrC from Stormwrack is horribly underpowered. Maybe something along the lines of the ice mage (can't remember what it's actually called) from Frostfell.

This is a spin on the army idea. What if the party lived on Ysgard?!? There'd be daily/weekly/monthly tournaments, where competing warbands fight for the favour of the ysgardian nobles and deities. Despite everyone getting a True Ressurection every morning, it'd still very much be a real campaign. Political intrigue, nobles and patrons hiring the best warbands for quests, rewards and experience... I think it sounds awesome.
Gladsheim, I suppose. Muspelheim is fairly inhospitable and Nidavellir just has dwarfs in it. Then again, I wouldn't be opposed to all-dwarf campaign. (EDIT: Those are layers of Ysgard.)

I haven't decided on an exact starting level, but somewhere from 6-10. It will be gestalt. I think I want to try that Ysgard-war idea, so keep that in mind when you're brainstorming.
For parts where you'd get NPC allies, instead of Leadership, I think I'd give out points, which can be used to 'rent' pre-made NPCs.
A Swordsage//Warblade young warrior prodigy. This guy will basically be a master of Diamond Mind and Iron Heart, who can dish out ridiculous amounts of damage one-on-one and hold his own against multiple enemies.
A Sage//Sorcerer storm mage. This guy will be a professional crowd-smasher. Huge electricity and sonic area of effect spells to smack around multiple enemies at once.
Or a Sorcerer//Fighter ice-themed spellsword. Some kind of combo of the previous two. More controller than offensive caster. Use ice spells to blast multiple enemies or limit their mobility while bringing down one enemy at a time with Arcane Strike.
Dunno yet which to pick. Once we know the exact level and when I see what others are playing, I'll choose.

I despise PvP when I'm DMing, unless the game is specifically oriented towards PvP. And this isn't.
I kind of wondered, considering we all were about to lead a warband of ours, and that you said they'd be competing for favours of the gods. I assumed we might get paired against each other sometime.
I suppose that we'll be working with each other much more then, which might an interesting situation if Halinn goes for the dread necro and I go for the frost/uttercold-caster..
