As soon as the Barbarians hear of the political weakness such as this, they will invade Estark. There's nothing we can do about that, but we could do better than hole up in the first target."
Taikavoima continues his watch of the other boats, watching for if they come closer.
"An Independent City that is harshly neutral... Would they even allow us to maintain a watch over the developments of our former kingdom from their City and intervene if we need to?" Lily asks, referencing the City of Hestaphis

Fideas, in response to Lily's suggestion of elves, shrugs. "There surely are elven kingdoms who would like to stay out of our human politics. But they lay in the interior of the continent. We would have to pass through potentially hostile territory to reach them. A coastal city is our best option."
Hector immediately steps next to Lily. "I'm with the lady spy. Going to Hestaphis is a bad idea. We need aid, not refuge. We need to protect Estark. A war would tear her apart. The citizens would suffer. And the war wizard is right about Three Falls being the first target. I say we go there and protect the city. Or better yet, take the fight to the barbarians. Use Three Falls' soldiers and guards to attack Low Pass (OOC: Southmost barbarian city, which guards the pass deeper into the Frostfall mountains and deeper into barbarian lands.). One of the primary rules of combat: A purely defensive position is a disadvantage. Force your foe to react to your actions, and they won't have time to make you react to theirs."
Etos again "hmps" at Hector. "Idiot boy. Do you think emptying the garrison and forcing the fight to the northerners will help, in the long run? What do we accomplish, besides wasting resources and losing men? Eventually, the barbarians will break the siege and seek retribution. And they will invade anyway. Either way, they attack us. And either Three Falls has a full garrison of healthy men to defend itself, or they have lost most of them in a pointless siege and are crushed."
Hector snarls back. "You're oversimplifying it, Etos. If-," Hector breaks off, as Fideas raises a hand to interrupt.
"I'd like to hear from everyone before we start in on the insults," he says calmly, obviously not wanting to take a side just yet.
The edge of the bay begins to again grow closer as the ship approaches the exit of the twin harbors. The trees above the jagged cliffs begin swaying harder as the storm draws closer each minute. The seas become bumpy and rough, the spray intensifying to uncomfortable levels.
"Bad storm," Kalva says to the arguing passengers. "Will be here within two hours."
Everything scares me... kitties scare me... squirrels scare me... corpses....corpses bring forth a pletora of confusing feeling which i prefer not to dwell on...:p

Sounds like suggesting a dwarven city is out of the question, and none of the other options are a bed of roses. But here's the thing. We should be sticking together for now. Especially if it was some evil mage that is working about. Hestaphis isn't going to protect us especially if a mage is involved. Maybe we can restore some order in Three Falls. But, with all respect sir, a campaign is ill advised when we got some internal issues to be working out. No sense going on the attack and coming home to find the city taken over by who knows what.
"Hestaphis still sounds like the best option, if the only alternative is being besieged by a barbarian horde," says Taikavoima, annoyed by the pace of their decision-making.
Hector shrugs to Borotur, somehow conceding the point with that single gesture. "Borotur has a point. If we empty Three Falls of its soldiers, we leave it open to an invasion from another kingdom, or even worse, another city of Estark. I suppose Three Falls is lost either way. Maybe going to the City of Wizards is the only option."
"But is being besieged the only alternative," Fideas asks Taikavoima, hearing Hector give up on Three Falls. "What if we had a way to stop the barbarians from invading at all... Thousands of lives could be saved..." Fideas appears to be thinking hard about something. "The barbarians live in some of the most isolated lands in the world. Surely they recieve news at a slower pace than the rest of the kingdoms. There's a chance they don't know Estark is ripe for the taking."
Kalva suddenly looks up, toward the bay's opening into the open ocean. He pulls out his spyglass, then looks grim. "Trouble."
At the bay's outlet, a ship is burning. It was one of the ships that left Twin Bay before the Seafoam, and should have been far out to sea by now. Behind the burning ship, several other ships appear to be firing on it.
"Pirates?" Hector asks. Kalva nods. With a few quick commands, the Seafoam's sails are lowered and she is brought around, broadside facing the pirate ships. There appear to be eight of them, forming a blockade at the mouth of the bay, not allowing any ship to escape.
"Hell," Etos says. "We're trapped in. Any ship that tries to get out will come in range of at least two of the pirates' ships."

Lily stands up, looks at Kalva and says "Do we need a diversion?" with a sweet smile on her face.

"Right then, let's prepare for battle" says Taikavoima. He pulls out three rods from his Haversack, then channels transmutation magic through them, gesturing to everyone's weapons. He then returns the rods, noting that everyone but the captain and crew are bound to his weave.
3rd level Greater Magic Weapon, modified by Reach, Chain, and Extend rods. Everyone's weapons are now +5 weapons.
Taikavoima will channel the energy of his now +5 defending/+5 defending staff into defense, giving him +10AC but no enhancement to attacks or damage.
OOC: I am going to assume you were aware of Lily's hidden weapon and cast Greater Magic Weapon on it? (the Sword being the hidden weapon).
Lily reaches into a side pocket on her Haversack, pulls out a small glinting object and says "Kyrn" which causes the object to start unfolding in her hand. She then says "Salor Yr wyf am i chi aros a gwarchod" {Thalis I want you to stay and guard} to her Dire Wolf, who simple Growls as it gets up into a general defensive possition.
She then says "I would recommend the Rest of you stay here for a while, I want to go out and meet the Pirates."
Borotur picks his axe up, holding it at a battle ready preparation. "Off ta take em all for yourself lass?" His eyes twinkled at the thought of combat, and the axe seems to respond with a slight red hue emanating from the metal. Sehttin fire to othar people tryin ta flee. Shood set them pahrates on fire, let'm scramble inta the wahta like rahts!"
Off to take them all for yourself lass? Setting fire to other people trying to flee. Should set the pirates on fire, let them scramble into the water like rats!
Lily doesn't seem to hear the Dwarf as she runs toward the edge of the boat and dives off the edge, though ironically none of you hear the splash of water. Instead half a second later a magnificent Eagle flies up into the air from where Lily would have been shortly after diving off into the water. The bird circles back and you can hear Lilies voice calling from the sky "If you care to follow me, do so, but please stay a safe distance back because I plan on giving these Pirates a right scare." and then the Eagle turns and starts flying towards the Pirate vessels.

"Captain!" shouts Taikavoima, "ahead, but stay out of range of boarding! Take the necessary precautions for missile fire!" He prepares a nasty spell in the event of boats attempting to intercept.
Readying an action, if a pirate boat comes within range with hostile attempt, I'm going to blow the bottom out with a Disintigrate. If two come at once (if any part is within 30ft of the other, which is likely) they'll eat a Split Ray Disintigrate. The more the merrier!)
Lily quickly starts ascending to a height of approximately 300 feet above sea level. Once she is there she starts circling and attempts to see if her allies are keeping distance as she told them, hoping that they keep themselves outside of the 40 feet radius that she requires for the spell she is about to cast. If that is true, then she starts preparing a spell, her most destructive spell... the Storm of Elemental Fury. This should give the occupants of the Pirate Boats enough time to abandon ship while still destroying at least one or two of their boats and frightening the other Pirates well enough to stay clear of her ship.
EDIT: I am only doing all of this assuming no interuption of my actions from the pirate vessels which I am carefully trying to stay out of the range of any potential weapons they may have.
Borotur remains at ready on the ship. The dwarf was not about to try crossing open water, and especially not with the spell slinging that was being prepared.
You're a long way away. Maybe 1,500 feet. I'll stick a map up to give you a general layout.
Kalva nods to Taikavoima, and the sails are again raised.
"I can protect us from attack and get us close enough to board a second ship," Etos says. "We should try to take out as many ships as possible. Or else a lot of innocent people will die."
Hector nods. "Just give me a chance to get close to the captain. I'll bring him down."

Lily casts a powerful spell, summoning the power of the storm to strike down her seafaring enemies. The poor pirates never suspect the eagle above them will bring their doom until it is too late. The sky grows darker above two of the ships, and the wind picks up to truely intense levels.
From up close, Lily can see that the ships are armed fairly well. They have a single row of cannons on each side. Strangely, these cannons are attached to swiveling ball joints, rather than being on wheels, allowing them to aim in a much wider range, even upwards. This innovation was developed in Estark by Federick II, and only Estark naval ships have them.

Fideas looks at Kalva. "I think I've got a plan. Etos, tell Lily to return. We're going to bring down as many ships as we can, and those storms will only block our way."

Lily lets the storm run its course, as it only lasts a few seconds, but in that time it can cause significant damage. In the meantime she returns to the ship that she came from and lands gracefully on one of the banisters. She says to Fideas "We have a slight problem. Those are not Pirates, they are our own Navy. Or at least that is what they appear to be.... I am guessing that the Navy has been compromised. And if that is the case then we can assume that much of the rest of the Military has also been compromised as well." she glances over at Hector and says: "No offense Sir Hector. then returns her attention to Fideas "I do not think going to Three Falls would be a great idea in light of this new information. Even if we had decided to go there in the first place."
"Bah! Spihnless curs! Three Fahlls is probably infested with the likes of them too! Looks like that whizard city it is." Watching Lily's storm, he strokes his beard with one hand. "Do ya think t'would rahflect poorly on us if we were to take some of those backstabbers out?" He gestured to the 'pirate' ships that were blocking the harbor exit. "So some of the savilians can get oot of this mess?"
