Back then in the old Colosseum, we tried creating a Colosseum Constitution, a list of all the rules, do's and dont's, clauses and bylaws, and it totally flopped. Trust me, the very word "Rule" should not be a part of a Colosseumaholic's vocabulary. I would have to agree with Senori here.
Concordantly, being the consummate Quest Maker, I think it is quite obvious and no-brainer that the Quest starter is the Quest Master.
I mean, c'mon guys, let's not get ahead of ourselves by making all these ridiculous clauses and rules. The beauty of the main colosseum is the fact that it's free form most of the time, and it's random. Relax and enjoy our new found glory. Our new Colosseum is on the rise, so let us just continue what we have been doing, then all will be well.

Thats why computers are evil. I have a friend who got dumped for saying something online to his girlfriend that was suppose to be sarcasism but she took it seriously. And as far as being ignored it is because no one esle read the details and even when reading them I still am lacking an idea of what exactly "High Fantasy" is.
Let us not limit ourselves by stereotyping. No matter what the theme is, it all boils down to the story. So it does not really matter if we have WP's with the same themes.

LOL, very true. But he'd somehow find his grand fireball of everlasting doom get reflected and shoved up his arse hole and get kicked out. I would rather give the PC some room to be creative, but also impart on him a responsibility not to go overboard. If he does, then there will be no questions asked, he gets kicked. I find it a fair deal, plus PC's can get creative with abilities and eventually enhance the story. But that's just me. your way works too.

I personally think that types of magic are unimportant. Obviously, if you want to be a specific type of wizard, they might help, but overall, you're just pigeon-holing spells, and what if you've got something that doesn't quite fit any of your types? That said, I personally like the DnD system, where spells are classified by what they do into schools. But then, that's just me.

The system I've been thinking about involves ten (well, eleven) Tiers, each of which represents a different level of magical prowess.
Originally, I was intending to simply have no regulation on the spell power, and allow you to make common-sense judgments, but when I thought about it I grew more convinced of the fact that were I to allow that level of freedom, it wouldn't be well handled, particularly by newer players who would, like I said earlier, cast the All-Consuming Super Mega Ultra Fireball of Everlasting Doom. And I don't want it to somehow reverse and hit them, as that might drive away newer players.
However, as there will still be different ways of doing Magic (ie. Necromancy, Healing, et cetera) I don't want everyone being able to raise dead and throw fireballs. Which was why I decided to have five different Schools of Magic for the individual tiers. But even as I write this, I'm starting to wonder about the feasibility of the system, particularly because it really doesn't allow for as much magical freedom as I'd hope.
Because of this, I'm leaning increasingly toward Magic being gifted (you would have no Magic until you did something for someone who did Magic, and have them gift some spell or another to you) or simply having no PC Magic at all. The former would probably be the easiest to implement, particularly because I could simply make the spells up on the spot and it would be fairly flavorful, but the second option does appeal to me as well, particularly because of the fact that there would be no way to abuse it; purely NPC magic would also give a reason for NPCs being superior to the PCs, and would also fit well within the plot.

I think, as do you, that the open, non-regulated system would chronically backfire, as with your Fireball of Endless Doom, and it would be highly tempting to do something like this, but with the power of approval would be the power of veto over every part of the character, as I'm sure we all know, and you would actually be regulating this, to some extent. Not completely, which would be listing spells and making people adhere to them rigidly, but it's flexible enough to let people do what they want, and rigid enough that people don't go creating Apocalypse-in-a-Can without your permission. Actually, this may be the hardest to use.
With the tiers-schools system, as you said, there's a limit to the freedom here. With tiers or schools, there would be too much freedom, depending on the schools, whereas with tiers and schools, there's very little freedom. Again, this would be extremely hard to implement.
As for the gifted magic system, this may actually be the best idea. As you said, you have complete control over the spells learned, you don't need a lot of planning, and people don't automatically begin with the ability to shoot fireballs and summon the undead, they have to earn that power. This would probably be much stricter for the players than you might want, and there might be some flavor issues (ie. how do the players actually learn the spells), but still this might be the best method to use.
For the no magic system, there is really only one freedom about magic here: Freedom from magic. Granted, this is probably what I'll do with my WP, should it ever advance beyond the planning stage, but this may be the hardest for players to accept. I'm sure that some people will understand, but others might think "OMG! No spells! How can this be fantasy without spells?" Of course, to anyone who thinks this, I'd like to sidetrack for a moment and refer you to a few very good series of fantasy books, the Farseer , Liveship Traders, and Tawny Man trilogies. In each of these trilogies, not a single spell is cast! There is no need for spellcasting in fantasy, but it is definitely a tell. If someone casts a spell, than you're definitely looking at fantasy.

It's high fantasy as opposed to fantasy with modern technology or real life locations. It's DnD vs. D20 Modern: same thing, just different flavour.
