You have a move phase which you can use to move your viper (I thought), then you get an extra action during your action phase because you started your turn in a viper (Starbuck's general ability).

moving to intercept the heavy raider (moving to 7 o'clock), once in range will fire upon the heavy raider and use a Strategic Planning to enhance the attack. If that fails to destroy the heavy raider, let me know and I will decide upon further actions.

Huzzah! Ok, if you have an XO, I suggest you use it on me so we can build up a Quorum supply. We really don't need to worry about that basestar now as I'm near positive we'll jump before any deployed raiders become an issue.
Secondary note:
This is one of the best early game showings I've seen in terms of wiping out the immediate Cylon threat.

Also, until that basestar is destroyed, any XO's on me are going to be me shooting at it. If it is destroyed in the 1st shot for some reason, I'll decide on a second action then.

They aren't two fail options. You either choose to try and pass the check or you don't. If you choose to not try and pass the check, the current player discards 5. Otherwise, if you choose to try and make the check:
Succeed: Nothing Happens
Fail: Current player sends someone to the brig

As i said earlier, if we had any idea who was a toaster, this would be the PERFECT time to fail the check.
I don't know about you, but there's no obvious candidates to me right now. Although, of interest, we have Zarek in the game, which would make an escape the brig check 5.

Well this is the first real test where the Cylons, (If there are any,) will try and screw us over IMO. I think we really need to have a plan in case we do fail.

Remember that you get two actions in your action phase. May I suggest flying to intercept heavy raiders, firing at them.
If you destroy on your first shot and have Executive Orders, use XO on me so that I can draw lotsa Quorum cards.
If you miss your first shot, shoot again. (We have ~50% chance of succeeding with two shots)

Acceptable. I still think building up Quorum cards is the right play, but I won't disagree with this course of action.
