Yes, that would be mostly functionally equivalent. As I said, the card is supposed to be crazy. It wouldn't appear outside of Future Sight. I didn't start from "A green creature that grows and makes other creatures cheaper" but "A card that can be cast from the battlefield." I'll also try some other ideas.
Maybe instead "Creature spells cost X less to cast, where X is ~'s power" so you can transform pump-spells into +1/+1 counters (wouldn't be possible with your wording)

Shadowfate is correct. Even if you could cast it from the field, it is not going to be reduced by its own ability. And as has been pointed out, an activated ability that just adds counters can achieve that desired functionality.
I think creatures like Feral Hydra and Primordial Hydra have done the growing idea better and Animar, Soul of Elements did the increasing creature spell cost reduction in a more flavorful and slower/less broken way.

The abilities feel a bit unconnected, but it works.
Most likely the best way to go is to just have a guy that allows you to cast other creatures from the battlefield and let the players find out what you can do with him.

Yeah, no casting oneself from the 'field. That's just twisting the rules without it making any sense. What you could do is:
"XGGG, Exile ~: Return ~ to the battlefield with X +1/+1 counters on it. This ability costs 1 less to activate for each +1/+1 counter on ~ when you activate it. Activate this ability only as a sorcery."
This looks messy but I think is the cleanest way to go about it. which should say something about the card itself.

Although having it count as a "cast" does let it reap some discounts... Could be interesting, could be bothersome.
