Here's the details thread for the first week of the new 3CB. As if the title didn't explain that.

Card Blind Rules ("borrowed" from Greebo) Basic Rules
- Your deck is composed of exactly 3 cards, all of which start in your hand.
- Your deck has no sideboard.
- You don't lose as a result of not being able to draw a card.
- You can see your opponent's hand, so you can always make the best possible play.
- Random effects always go in their owner's opponent's favor.
- All other rules of magic remain unchanged, unless otherwise stated.
Tournament Rules
- All matches are played out by the moderator (participants only submit the decks).
- Tournaments are run in round-robin fashion.
- Each matchup consists of 2 games, with each deck going first once.
- Participants earn 3 points if their deck wins a match, 1 point for a draw, and 0 points for a loss.
Deck-Building Rules
- You may not submit a deck that can win before the opponent's first main phase.
- You may not submit a deck that can force an opponent to discard more than 1 card per turn
- You may not submit a deck that can generate infinite (or an arbitrarily large amount of) mana on the first turn.
- You may not include a card that is illegal in T1 (Classic). However you may include any number of restricted cards.
- You may not include a card that appears on the 3CB Banned List.
Coercions are massive in a format with unstable manabases. Addle isn't dangerous because it has limitations, and a smart player can play around anything. I'm just working with what Goblinboy left me.
Actually, being able to hit Lotus isn't such a big deal - Addle can just take whatever the Lotus was going to power out instead. Moxen are a bigger deal, as so many decks with moxen are Factory-Mox-Support, but I'd still think that's OK; in fact, it's the fact that you're pretty much committed to playing this with a weak threat (whether it's Mox-Factory-Pry or Lotus-Threat-Pry, you're not going above 2/2) that I think balances the card.
As for a "smart player", I wouldn't exactly say that 3CB takes a lot of playskill, given the nature of the format. Still, I'm probably fighting an uphill battle with all this - better safe but banned than legal and broken, whichever of the two it may be.
