The lowest score a deck with either of these has gotten is 3.1, and it mostly lost to other decks with counterspells. Other than that, I think only 1 other deck has scored less than 4.0 with these cards.
I'd rather appeal to the majority, but I personally think they're a little too powerful (and I'd be interested to see what other counters show up to replace them--Mental Messtep, Spell Snare, Negate, Remove Soul and Syncopate are the best, I think).
What about Hesitation? It's as good as a ravenous rats. I didn't know it existed until this last round, but I think it should be on the list of banned counterspells. At the least, people should be aware it exists before someone submits Hesistation+Student of warfare to take advantage of the "hey, no more counterspells" attitude after batman week.

Hesitation seems fine to me. If it becomes an issue, we'll worry about it then.
It's worse than most counters, because the opponent can effectively choose which is hit, and it's worse than stuff like Ravenous Rats, because you don't get a threat out of it. It is kinda like a tempo-discard spell, and I would rather play Negate over it in a Figure/Counter deck.

This poll still seems fairly close, so I'm going to give it another couple days in case those who haven't voted yet, but still intend on it, are against the ban.
Hesitation is not at all obviously just as good as Ravenous Rats. It doesn't win the game all by itself, which is kind of a big deal.
On the other hand, it can shut down decks that have an expensive card that can't break Hesitation but could be pitched to Rats.
I think being a threat is more important.
Additionally, Hesitation doesn't touch things like Thrun.
Hesitation is like saying: I'm playing 1CB and so are you. Can either of your cards beat mine?
Besides which, Ravenous Rats is the least important card restriced by the Discard Rule. Tidehollow Sculler and Mesmeric Fiend are the real threats there. If you want a Discard-Threat, run Lilianna's Specter. It flies, swings for 2, and discards. I'm surpriesed it hasn't made a small splash yet.
