The decks that won part A and part B were both running Path to Exile. Having either multiple threats, a protected threat, or a noncreature threat will help against removal like Path to Exile. I expect the metagame to shift a bit for NEO 5CB #2 submissions.

RESULTS - PART A
NEO 5CB #1
Format: Two Unique Decklists
Each participant will submit two (2) decklists in one PM. Label the first decklist "Primary" and the second decklist "Secondary".
The two decklists submitted each must be unique - no cards from the primary decklist should be in the secondary decklist and vice versa.
The primary decklist will compete against the other primary decklists.
The secondary decklist will compete against the other secondary decklists.
1 - Draco9_1_1 Darksteel Citadel, Ratchet Bomb, Memnite, Mox Opal, Salvage Titan There are drawbacks to playing against other Mox Opal decks, with Mox Opal being legendary. Salvage Titan is a big threat, but vulnerable to bounce and removal.
2 - ~V~ Mountain, Lightning Bolt, Plains, Ethersworn Canonist, Lightning Helix I'm not sure that Ethersworn Canonist was the best choice for a creature in this deck. I was also confused as to why you ran Lightning Helix instead of another form of removal.

3 - tomsloger Looter Il-Kor, Ulamog, the Infinite Gyre, Shelldock Isle, Island, Simian Spirit Guide Shelldock Isle decks are more vulnerable than I thought. If either the Isle or the Looter dies, you've lost your win condition. With the recent changes to the discard rule, I expect that this deck will perform better in the future.
7 - Promatim Plains, Path to Exile, Hada Freeblade, Hada Freeblade, Hada Freelbade Pretty simple, yet effective deck. Against a single Ratchet Bomb, you could simply hold back one or two of your other Hada Freeblades and wait for them to nuke your first Freeblade. Surprisingly difficult to deal with, and your choice of removal is perfect for the deck.
8 - Hinotama Cloudpost, Cloudpost, Glimmerpost, Platinum Angel, Ratchet Bomb I was more interested in your manabase than the deck itself. Again, protecting your Platinum Angel is more important than wiping the board. In the future, Cloudpost + Glimmerpost decks will work out better than double Cloudpost decks if you rely only on CMC 3 artifacts.

0. Overview
"NEO 5CB" is a weekly Magic tournament, run entirely within this forum. To compete, players submit five (5) card decks which are played against each other. Scoring assumes optimal play, without randomness or concealed information.
1. Game Rules
1.1. Except for the changes described in these rules, games follow the rules of Magic.
1.2. Players' decks contain exactly five (5) cards, which begin the game in hand. Players do not mulligan or sideboard.
1.3. Players' libraries begin the game empty. A player does not lose the game as a result of being unable to draw a card.
1.4. A random effect produces the result that least benefits the owner of the source of the effect.
1.5. Each player plays two games (one match) against each other player.
1.5a. Each player is the starting player once per match.
1.5b. If no player can win, the game is a draw.
1.5c. Games are played with perfect information.
1.5d. Games are played optimally; players attempt to win, draw, or extend the game – in that order.
2. Tournament Rules
2.1. Players submit their decks to the "NEO 5CB" moderator.
2.1a. A player may submit multiple decks, but only the most recent deck is counted.
2.1b. An illegal deck is not counted. The removal of an illegal deck does not affect deck distribution.
2.1c. The moderator determines the result of each match. Players may challenge results, but not after the results of the first round belonging to a new month have been posted.
2.2. Decks are subject to some restrictions.
2.2a. A player may not submit a deck that can do the following against any deck:
Win the game before an opponent's second turn.
Force a card of your choice in an opponent's hand to change zones before an opponent's second turn.
Force more than one card in an opponent's hand to change zones before an opponent's second turn.
2.2b. A player may not submit a deck that can't win both games of a match against at least one deck satisfying 2.2a, 2.2c, & 2.2d.
2.2c. A deck may include any number of any card legal in the following sets and/or card blocks:
Mirrodin Block
Kamigawa Block
Ravnica Block
Time Spiral Block
Lorwyn/Shadowmoor Block
Alara Block
Zendikar Block
Scars Block
2.3a. Players are ranked – first to last – in order of decreasing number of points.
2.3b. For each match, a player earns 3 points per game win and 1 point per drawn game. However, a player earns only 2 points for a split match (one win, one loss).
2.3c. A table of match results is posted each round. Its rows represent players and its columns represent opponents. Match results reflect the combined result of both games played in a match; 3 is a game win, 1 a drawn game, and 0 a game loss. The lowercase letter "s" may be used instead of 3 to denote a split match. A player's points are listed at the end of his or her row.

Hinotama - Emrakul, the Aeons Torn is banned at the moment because of the interaction with Shelldock Isle, namely the extra turn and protection. You gain an extra turn with Emrakul and proceed to decimate the other side of the board. You give your opponent two turns to react before Emrakul becomes live, the same amount of turns it takes for Dark Depths to come live with Vampire Hexmage.
With Emrakul banned, more options open up. You'll have to choose between an annihilator that's indestructible but vulnerable to Path to Exile (Ulamog, the Infinite Gyre) or a card that has protection from Path to Exile but doesn't decimate the opponent's battlefield permanents (Progenitus). Without the ban, you'd be crazy not to use Emrakul.
The discard rules have changed, so you can use Mindlash Sliver, Funeral Charm, etc. to change up your discard outlet.

Hm... that's hard. I'd say path to exile, ratchet bomb, pithing needle, punishing fire, and grove of the burnwillows.

Among other things, I'll give The Rack a chance and unban it next time. There are enough checks and balances in place to keep it from becoming a problem in the current metagame.

Destroying your opponent's land gave your opponent a hard time. Pithing Needle also shuts down Ratchet Bomb. Nice deck.
4 - WhammWhamme
Dreadship Reef, Mystic Gate, Sphinx of the Steel Wind, Commandeer, Echoing Truth
Echoing Truth isn't enough of a deterrent to ward off your opponent's threats. I like the deck's design, but it couldn't hold up against the other decks.
5 - BronYAur
Grove of the Burnwillows, Sacred Foundry, Punishing Fire, Path to Exile, Leyline of Sanctity
The Leyline didn't matter much, though I suppose it does shut down other Punishing Fire decks. Your win condition was very difficult to deal with.
6 - Naphtali
Urza's Power Plant, Urza's Mine, Urza's Tower, Platinum Angel, All is Dust
With Platinum Angel out, its more important to protect her than it is to wipe the board. If there was only someway to give her shroud...
7 - Promatim
Seat of Synod, Mox Opal, Steel Overseer, Memnite, Umezawa's Jitte
The only problem with Umezawa's Jitte is the inability to equip a creature the turn you cast it. Nice to see different variations of Mox Opal decks.
8 - Hinotama
Memnite, Great Furnace, Cranial Plating, Mox Opal, Cranial Plating
With one threat and Cranial Plating only boosting the creature's power, this deck is easily disrupted.

Copperline Gorge, Copperline Gorge, Wheel of Sun and Moon, Dragon Fodder, Crack the Earth
I should of went with targeted removal instead of Crack the Earth. I can see Wheel of Sun and Moon archetypes being mainstream with most decks having troubles getting rid of the enchantment, barring Ratchet Bomb usage.
2 - ~V~
Raging Ravine, Swamp, Putrid Leech, Pyroclasm, Terminate
This deck suffered with lack of a second threat. Pyroclasm + Putrid Leech's ability is pretty neat, though.
3 - tomsloger
Looter Il-Kor, Ulamog, the Infinite Gyre, Shelldock Isle, Island, Simian Spirit Guide
Shelldock Isle decks are more vulnerable than I thought. If either the Isle or the Looter dies, you've lost your win condition. With the recent changes to the discard rule, I expect that this deck will perform better in the future.
4 - WhammWhamme
Cloudpost, Cloudpost, Prototype Portal, Lodestone Golem, Ratchet Bomb
I like how your deck is solid, even if you never use your Prototype Portal. Making copies of Ratchet Bomb and Lodestone Golem did help a lot.
5 - BronYAur
Memnite, Memnite, Great Furnace, Mox Opal, Shrapnel Blast
Perhaps a threat other than a second Memnite would work out better for you.
6 - Naphtali
Breeding Pool, Breeding Pool, Deprive, Llanowar Mentor, Ulamog, the Infinite Gyre
Pretty creative way to cast Ulamog, all while you build up your Llanowar Elf army. If you wanted to counter a spell, you had to stop production of your Elves, and that held you back a bit.
7 - Promatim
Plains, Path to Exile, Hada Freeblade, Hada Freeblade, Hada Freelbade
Pretty simple, yet effective deck. Against a single Ratchet Bomb, you could simply hold back one or two of your other Hada Freeblades and wait for them to nuke your first Freeblade. Surprisingly difficult to deal with, and your choice of removal is perfect for the deck.

This matchup is actually a win for me:
I play Ratchet Bomb. If it's countered, Lodestone Portal overpowers the Llanowar Elves.
If it's not countered, it kills the Llanowar Mentor. Then Portal gets countered, then Lodestone comes down.

Him: Nothing
Me: Kill Mentor with Bomb, Portal (gets countered)
If nothing is countered, then Golems happen.
