As written, this is a bit ambiguous. Does this mean only that I am limited to one spell during my turn, or that I am limited to one spell during each player's turn? I.e., how many spells can I cast during an opponent's turn?

. I changed it from 4 to 3 cards. I originally wanted it to be 3, but since it was using the type 4 rules, I thought having 4 cards would make more sense. Anyway, it's back to 3 now.
What about cycling? Of course you don't draw. but can you still use cycling for other effects? And do they count as "spells" or you can play a spell AND cycle cards in the same turn?
You can play a spell and cycle/channel in the same turn. Yes. Unless there is a problem with this. Decree of Silence maybe?

Two suggestions:
1. Take until the end of the day to finalize the rules, then start accepting submissions tomorrow.
2. Ban Decree of Justice and Decree of Silence. The format with these cards legal is unlikely to foster diversity.

I think the rules are pretty finalized. I like to start a new format off with no banned list just to see what happens.
For next round I think i'll change the rules again. There's no reason to allow only a single spell to be played each turn if each player has only 3 cards and you can't win turn 1.

My intent wasn't to suggest that it should be done; in fact, I disagree that it should, which is why I am for the banning of the Decrees.

If they can deal X damage immediately. Latulla, Keldon Overseer, for example, can't deal twenty damage before an opponent's first turn
