Second of all, let me explain to y'all what the heck OTTCB is.
Each participant has a four card library. They begin the game with 0 cards in hand. The order of the cards in their library is specified when they Private Message their decklist to me.
I then pair up each player, round robin style, against ach other player. Each plays a 'match' (I play them out, assuming perfect knowledge of the cards in their hand/deck).
The games are otherwise played out like a normal game of Magic, except neither player can lose to decking, and all random effects work out to the maximum possible detriment of their controller/caster. (Using windswept heath to shuffle your library results in you drawing whatever card makes you LEAST likely to win).
Each 'match' consists of two games, one with each player playing first. Each player is awarded 3 points for each game they win, and 1 for each tie they force.
Right. Sorry about explaining card binds in general, but I felt I needed to be complete.
Oh, and the format has a unique banned list, included at the bottom of the post.

There is an untouchable effect in play :
At the beginning of each players upkeep, if that player has no cards in his or her library, that player returns a card from his or her graveyard to hand. If that player don't, he or she looses the game.
I wish for Mox Week - every deck starts with a colorless mox in play. This one sounds fun, though
That actually sounds like it could be good. I am trying to think of some more formats for him right now.
