I figured out the problem: anytime we have to play with more than 3 cards at once, the format suffers. Good to know. Now, without any further delay, on to the next scene:
Ice Floe turns out to be irrelevant, since each player can just untap it on their turn anyway. The MVP's turn out to be Erratic Portal and Erratic Portal, with an Honorable Mention to Abyssal Gatekeeper. Interesting interaction with Tabernacle.

Next time I try this format, I'll be using an existing preconstructed deck. Less messy rules interaction. Needless to say, that won't be for a while.
For this month, I have decided to go with my original idea, only backwards. This week's CB will be all about Legacy Constructed (in other words, the Legacy banned list will be enforced along with the current CB banned list). Next week will be Extended. So, in an effort to get this done quickly (and without strange rules interactions these should go more smoothly), I would like you to submit your decks for 3.5CB #13 (Legacy) and #14 (Extended) at the same time. Oh, and Saviors is legal in all instances.
As to how I'm going to work Standard and Block, I want to leave it to you guys. I can add certain lands to the mix that wouldn't otherwise be legal (a la old-skool Extended with the Dual Lands), or I can insert some made-up lands that mimic the effects of these old lands and are both better than and worse than their counterparts. a-like so:
