This thread is the central hub for all information pertaining to the "Perfect Hand Magic" forum game.
It is a repository for rules, bans, formats, tools, and all other things that aren't round-specific.
All nonessential posts will be purged from this thread on a regular basis.
You are encouraged to offer suggestions, point out errors, request updates, and all the like.
Just note that the thread will be kept clean, and your post will be removed after some time.
I have recently remade the tool to hopefully be more compatible with Open Office, as well as to update all default formatting to be compatible with our new Forums.
It is still very beta, and needs quite a bit of polishing. You can download it Here.

XCB Mod Tool
Overview
This is a Microsoft Excel Spreadsheet that makes creating, updating, and formatting the entire round's post easier. It also calculates the Grid, POTM points, rankings, etc. Currently, it is limited to a 20 player pool.
Use:
In order to use the spreadsheet, you need an appropriate program, such as Microsoft Excel. You must also enable macros for it's functionality to work.
To enable macros:
In Older Versions of Microsoft Excel: Tools -> Options -> Security Tab -> Macro Security -> Select Medium or Low
In Newer Versions of Microsoft Excel: When you open the file, click the [Options] button on the "Security Warning." Select "Enable this Content" and hit OK.
There are four sheets within the spreadsheet file. The first, "Players", is for listing a player's name, deck title, cards, and any comments. The second, "Grid", is for creating and updating the player's scores and matches. The third, "Export", is the sheet where you can select what you want the spreadsheet to create for you to post with. The final, "Advanced", is there to customize the output of your XCB.
Players
Before you begin, select the appropriate card count for your XCB. IE: 5CB will select 5. This will automatically update the player's table to reflect the number of cards. It is also necessary for the export features to properly function.
As people enter the round, simply list their names, any deck titles, and cards. If you wish to comment on a players deck, do so on the far right. Don't mind if your comment exceeds the width of the comment column - it won't hurt anything and is completely acceptable.
Grid
After a couple of entries, you can start calculating the matches and updating the grid. If you get more players later, it's fine - most moderators calculate as the week goes on, so that they don't have to do all of the calculations at once. If you add more players later, their names will automatically propagate to the Grid sheet.
The main bulk of this sheet is the "Grid" which lists the Wins/Losses/Ties points for each player's matchup. On the left is the player's name. On the right is the total number of points that player has earned, and his POTM point. To the right of that is a Win / Loss / Tie grid. It is there purely for informational purposes, as well as your own error-checking needs. To the right of that is the POTM ranking, which will only update when you export (explained later), or when you hit the "POTM" button.
As you calculate each match's points, update the white cells only. The blue cells will automatically update with the opponent's score, making sure that matches are properly aligned and mirrored. If you prefer to calculate the otherside, you can switch which side is manually entered by hitting the Flip button located directly under the grid.
In order to easily see the players deck when updating the grid, there is a hover-deck included with each player's name. Simply hover over a player's name, and a "tooltip" will appear showing their deck. If one doesn't appear, or after updating the player's list and cards, simply click the "Refresh" button on the Grid sheet. This will pull the player's decks again, and update the hover-deck.
Most XCBs calculate a 3-3 match split as 2 points. Some, however, do not. To adjust whether or not a split is 2 or 3 points, there is a checkbox located below Points column. Checking this box indicates they are worth 2, unchecked is worth 3. You may toggle this at any time - it will automatically update everything.
Everything below the red line is automatically calculated. Do not manually change anything below this line, or certain export functions will no longer work. At the bottom right, there is an error check to make sure everything is completed and put in properly. No matter your 3-3 split system or what people scored during the round, the Average PotM Points should always equal 3. If at any time it does not, the bottom "OK" will switch to "Error." It is normal to have this while you're updating a player's line, but once you've finished it should always be "OK." If it is not, you have either entered an invalid score, or forgotten to do a match. You should double check your grid.
Export
The final page is where you update your XCB info, round info, etc, as well as select the options of what you wish to export for your weekly post. The info on the left should be self-explanatory for the most part. You may put in [img] code or any other vbulletin codes within any text boxes, just as you would these forums, for your title or descriptions, as desired.
The options on the right, in order:
Export Header: This is the title appearing at the very top of your weekly post. If you use anything other then what is currently standard, you'll want to uncheck this box and edit in your header after your export.
Export Round Format: This is the round number, format, and basic description that you entered on the left.
Export Players and Decks: This is the list of each player, their deck names, list of cards, and any comments you have made within the Player's sheet. All current and past XCBs have used this, and it automatically formats them to what has become the standard.
Export Grid: This is the grid you worked on in the Grid sheet. It is, again, formatted to what has become the standard fixed-width text grid.
Export Results and Winner's List: Selecting this option will have the worksheet automatically calculate the winners for the round. This is very helpful for when you have to update corrections and could possibly change the winner.
Export Weekly POTM & Rankings: This automatically calculates each player's POTM points, their rankings for the round, and puts them in order within a Spoiler.
Export Weekly Statistics: This generates various statistics about the round, such as the number of ties, repeated & unique cards, match and game count, etc. It is never a necessity, but can give fun tidbit facts about the round. This is currently a work in progress, and more features of statistics will be forthcoming.
Export Next Week's Format: This will give the next weeks number, format & description, and entry due date that you entered on the left.
After you have selected the options you desire, simply click the big "Export All.." button. A dialog box will popup for you to select a file name for it to save as. It will not ask you if you're sure want to overwrite an existing file. After you hit save, it will go through and create the entire post that you want, save it as the appropriate text file, and automatically open it for your viewing and copying needs. If you spot an error, you can easily close the text file, fix the error, and resave it.
At the bottom are two more "quick-export" buttons. They are there as an easy way to view the player's decks or the grid without any formatting or unnecessary data. The quick deck export is generally used as a quick reference for Grid calculating, if your spreadsheet program won't accept the hover-deck, or if you just prefer to use a text file.
Advanced
The advanced tab allows you to customize the output of the text the spreadsheet generates. There is no need to edit anything in this tab if you like the default style of the XCB post. However, if your forums do not allow all of the vbcode, or you wish to change the way your post looks, this is where you edit it.
Each section is labeled, and all non-generated text is editable.
As you need a good understanding of vbcode to edit these anyways, I will not go into detail on each one.
In future versions, I may make the post more fully editable, so that sections can be moved, etc.
Restrictions:
In order for all of the functionality to work, you can not add or remove any rows. Additionally, do not edit any information below any red line. Manually editing a blue cell's score, any points total, or potm score, will cause it's automatic functionality to stop working. Remember to only edit the appropriate sections.
Should your grid stop working, "flip" the grid twice. You will lose any grid work already done, but the grid will automatically correct itself.
Compatibility:
The XCB Spreadsheet is an XLS file created in Microsoft Excel, with backwards compatibility, and compressed within a ZIP archive.
The ZIP Archive should be easily opened by any newer operating system without the need of an additional program. Older OSs can use Win-Rar (Free Archive Program).
The XLS file can be opened with Microsoft Excel 97+. Prior versions of Microsoft Excel will need the Compatibility Pack.
It is, of this posting, at least partially usable with Open Office (Free Office Program). Only the export functions are unsupported. A future version that is completely compatible with Open Office is planned, but currently not underway.

1. Overview
Perfect Hand Magic (PHM) is a competitive strategy game for two or more players. It can be played using pencil and paper; however, it's most commonly played via an online forum. To play the game, each player secretly chooses a specified number of Magic cards which form his or her hand. Once all players have chosen hands, the hands are revealed and scored.
The object of the game is to choose the hand that will score the most points. The score for each hand is determined by the result that it would achieve if it were used to play two games of Magic – one match – against each competing hand; the rules for these theoretical games are covered in Section 2 – Game Rules. During each theoretical game, the player of each hand employs the strategy that maximizes the score for his or her hand, taking into account the strategy of his or her opponent.
A hand scores 3 points for each game that it would win, 0 points for each game that it would lose, and 1 point for each game that would end in a draw. However, a hand scores only 2 points for any match that would have a symmetrical result, regardless of whether the result would be two drawn games or a win for each hand.
The composition of a hand is limited only by a short banned list and a few restrictions on the game states that it can enable; these restrictions are covered in Section 3 – Hand Construction Rules.
2. Game Rules
2.1. Except for the changes described in these rules, games follow the rules for a normal game of Magic.
2.1a. Changes to the Comprehensive Rules or the Oracle text of a card take effect at the following times:
i. Changes that would take effect during the prerelease for a set take effect during the first round for which cards from that set may be submitted instead.
ii. Changes that would take effect at any other time take effect during the first round for which those rules have been in effect since the start of the round instead.
2.1b. Ignore any part of an instruction that isn't covered by these rules or by the rules of Magic.
2.2. A player's opening hand contains that player's chosen cards.
2.3. Players' libraries begin the game empty.
2.3a. A player doesn't lose the game as a result of being unable to draw a card.
2.4. An effect that would produce a random result produces the result that least benefits the owner of the source of that effect instead.
2.5. Each player is the starting player for one game in each match.
2.6. Players know the identities of all face-down cards and all cards in hidden zones, and players know which decisions have been made by other players.
2.7. If a game would continue indefinitely, then the game is a draw.
2.8. If a loop containing at least one optional action would be repeated indefinitely during a turn, then any player may propose a number of times for that loop to repeat instead. If a player does, then each other player may propose a different number and the loop is repeated for the greatest number of times proposed instead. No player is required to make a choice that would end a loop that crosses multiple turns.
2.9. Cards can't be brought into the game from outside the game.
3. Hand Construction Rules
3.1. A player may not choose an opening hand that would enable him or her to achieve any of the following results before an opponent's second turn would begin, such that that opponent could make no sequence of decisions that would not result in at least one of these results:
i. Win the game.
ii. Take an infinite number of turns.
iii. Cause a card to leave an opponent's hand.
Ignore this rule in the following cases:
3.1a. That player's hand would be legal if that player's opponents' cards had no rules text.
3.1b. That player's hand would be legal if that player's opponents had no maximum hand size.
3.1c. That player could achieve one of these results only during a game that was restarted after an opponent's second turn had begun.
3.1d. All cards that would leave an opponent's hand during the resolution of an effect would be put onto the battlefield by that effect.
3.1e. All cards that would leave an opponent's hand during the resolution of an effect would be in that opponent's hand once that effect resolved.
3.2. A hand may contain any number of copies of any card legal in Vintage.
3.2a. An unreleased card is treated as though it's legal in Vintage if it will become legal in Vintage upon release and if the release notes for the set that contains that card were published prior to the start of the round (See rule 4.1).
3.3. A hand may not contain any cards on the PHM Banned List.
4. Entry
4.1. A player plays a round of PHM by submitting a list of his or her chosen cards to the PHM moderator.
4.2. A player may change his or her hand until the posted deadline.
4.2a. If a player submits an illegal hand, then the moderator will try to notify that player to change his or her hand prior to the deadline. If the hand is discovered to be illegal after the deadline has passed – or if the player does not submit a new hand – then the moderator may either disqualify that hand or replace it with a similar hand, in which any cards causing that hand to be illegal have been removed or replaced.
4.2b. The moderator also will try to notify a player if that player's hand doesn't enable that player to win the game against any possible hand.
4.3. A player may name his or her hand. If he or she doesn't, then the moderator may name it. The moderator may also rename a player's hand at his or her discretion.
5. Perfect Hand Magic League (PHML)
5.1. PHM League play consists of four rounds of PHM.
5.2. Each round, a player earns League points according to the following formula:
League Points = Points Scored / Number of Opponents x 100 (rounded to the nearest integer)
5.3. The player with the most League points at the end of League play is the PHM League winner.
5.3a. If multiple players have the most League points at the end of the League, then the PHM moderator may allow those players to play additional rounds until only one of those players has the most League points or until a specified number of additional rounds has been played.
6. Scoring
6.1. A table of match results is posted at the end of each round. Each row lists one player's result against each other player. A player's points and League points are tallied at the end of his or her row.
6.2. A player may earn bonus League points as specified by the PHM moderator.
6.3. Each player is responsible for determining the match results for his or her hand.
6.3a. Players are encouraged to determine or verify additional match results.
6.3b. An undetermined match result is counted as a loss for both players in that match.
6.3c. A player may challenge any result until the moderator announces that the result is final.
7. Variant Format Rules
7.1. Perfect Hand Magic has been played with hands typically containing between one and seven cards. Additionally, the Game Rules and Hand Construction Rules have been adapted to create hundreds of variant formats. Five commonly-played variants are described in Sections 7.3-7.7.
7.2. The rules of a variant format overwrite any other applicable rules.
7.2a. Some variant formats generate continuous effects. A continuous effect generated by a variant format is treated as having the earliest timestamp within a layer or sublayer. If continuous effects generated by multiple variant formats would apply in the same layer or sublayer, assign timestamps to those effects in the order that the variant formats are listed in the rules or name of the round.
7.2b. Some variant formats require a player to make some number of decisions in addition to or instead of submitting a hand. A player's submission must comply with the Hand Construction Rules, taking into account any decisions made at this time.
7.2c. Some variant formats require players to make decisions "before the start of each game". For these decisions, follow the "Active Player, Nonactive Player order" rule, replacing "active player" with "starting player".
7.3. Land Rule Variant.
7.3a. This is the basic land rule (LR). Any player may play a basic land of his or her choice from outside the game any time he or she could normally play a land. A hand may not contain any cards on the Land Rule Banned List.
7.3b. This is the extra land rule (ELR). Any player may play a basic land of his or her choice from outside the game any time he or she could normally play a land. Any player may play an additional land on each of his or her turns from his or her hand. A hand may not contain any cards on the Land Rule Banned List.
7.3c. This is the draw land rule (DLR). If a player would draw a card from an empty library, that player puts a basic land of his or her choice from outside the game into his or her hand instead. The starting player doesn't skip the draw step of his or her first turn. A hand may not contain any cards on the Land Rule Banned List.
7.4a. Only cards contained in sets legal in the named format may be submitted.
7.5. Life Rule (LF).
7.5a. If neither player would win otherwise, then the player who maintains the higher life total wins the game.
7.5b. Irrespective of rule 7.5a, a player must choose an opening hand that enables him or her to win both games of a match against at least one hand, such that the player of the losing hand could make no sequence of decisions that would not result in that player losing the game. The losing hand must conform with the Hand Construction Rules but need not consider this rule.
7.6. Backbuild.
7.6a. Players exchange hands before the start of each match. Each player must choose an opening hand that enables him or her to win both games of a match against a specified hand or specified hands, such that the player of any specified hand could make no sequence of decisions that would not result in the player of that specified hand losing the game. Ignore rule 3.1.
7.7. (Bonus).
7.7a. A player earns bonus points if his or her hand meets specified requirements.
PHM Banned List_________________Land Rule Banned List
This is a subjective and non-comprehensive list of cards that are important in PHM. Each card is placed in a category – mana, win condition, disruption, or utility – according to its primary role. Cards are divided into subcategories according to the costs generally paid for their effects. Cards that are similar to a listed card appear next to that card in parentheses, "( )". Cards that are often used with a listed card appear next to that card in brackets, "[ ]". "(LR)" denotes that a card is usually used with a land rule ("(DLR)" for draw land rule), and "(cyc)" denotes that a card is part of a cycle of cards.
Previously-played variant formats are described below.
Similar formats – relatives – are grouped together. Except as noted by an asterisk (*), the rules of a relative variant format are in addition to the rules of the primary variant format. An asterisk denotes that the primary and relative variant format are related conceptually but don't necessarily share any rules. Relative variant formats that add only inconsequential changes or changes which have since been adopted as regular rules are not listed.
The rules for some formats specify an object. Previously-specified objects are listed with the rules for the format.
To improve consistency and clarity, the names of some formats have been changed since they were first played. Some names have changed significantly, as noted below:

Additionally, some variant formats have common names by which they are typically referenced. These names are listed with the rules for the format.
Lastly, links are posted to the rounds which have been played using the variant format rules.
Only cards contained in the specified block may be submitted.
Relatives:
'Block Name' Block (Sets):
Each player submits one hand for each set contained in the specified block, containing only cards contained in that set.
Each hand is played against the opponent's hand corresponding to the same set.
Block Party*:
When submitting a hand, each player also chooses a block.
All cards in a player's submitted hand must be contained in his or her chosen block.
Block Party ('Set Code' Ban)*:
When submitting a hand, each player also chooses a Magic block.
All cards in a player's submitted hand must be contained in his or her chosen block.
Each player may not choose a block containing a set specified in the name of the format.
Block Party (Sets)*:
When submitting a hand, each player also chooses a three-set block.
Each player submits one hand for each set contained in his or her chosen block, containing only cards contained in that set.
Each hand is played against the opponent's hand corresponding to the set which occupies the same position a block.
Block Party Majority*:
When submitting a hand, each player also chooses a block.
More than half of the cards in a player's submitted hand must be contained in his or her chosen block.
When submitting a hand, each player also chooses one of a specified group of cards.
Any time a player could cast a sorcery, that player may discard a card. If that player does, he or she puts a card with the same name as his or her chosen card from outside the game onto the battlefield. Each player may discard a card this way only once each game.
Relatives:
'Holiday' Super Special*:
When submitting a hand, each player also chooses one of a specified group of cards. That card is included in that player's hand.
Once per game, each player may discard a card rather than pay the mana cost to cast his or her chosen card.
Only cards or no cards (as specified) – and lands cards, unless a land rule is specified – having the specified ability, color, name, rarity, card type, or other characteristic may be submitted. A card has the specified rarity if it was released at that rarity in at least one English-language printed or Magic Online set.
Relatives:
Only Multicolored (No Repeats)*:
No card in a player's submitted hand can have all of the colors of another card in that player's hand.
'Ability'/'Characteristic'/'Property'/'Set Code' Card*:
Each player's submitted hand must contain at least one card having the specified characteristic, keyword, property, or contained in the set denoted by the specified set code.
DGM Card:
If a player could play a basic land from outside the game, that player may play a Gate of his or her choice instead.
Ambiguity:
Only cards that contain the word 'counter' in their rules text or reminder text may be submitted.
Artist Tribute:
All cards in a player's submitted hand must have the same illustration credit for at least one version of each of those cards.
Halves*:
Each player's submitted hand must contain an equal number of land and nonland cards.
Mass Extinction:
Each player may not submit a hand that contains a creature card or a card that has the word 'creature' in its rules text, except as part of a card's name.
Mix and Match*:
No cards in a player's submitted hand may share a card type.
Multi-Set*:
No card in a player's submitted hand may be contained in the same set as another card in that player's hand.
Re-Runs*:
Only hands that have been submitted previously may be submitted.
Stairs*:
The converted mana costs of cards in a player's submitted hand must be X different consecutive numbers, where X is the number of cards that player submitted.
Target Practice*:
Each card in a player's submitted hand must require at least one target to put either that card or an ability of that card on the stack.
Spells can't be countered or exiled by other spells or abilities.
The Times They Are a-Changin'*:
Each player's submitted hand must contain at least two cards that can be flipped or transformed, or that have or can cause a card or permanent to have Fading, Level Up, Morph, Split Second, Suspend, or Vanishing.
Three 3's*:
Each player's submitted hand must contain at least one card with converted mana cost 3, at least one creature card with power or toughness 3, and at least one card that contains either the word 'three' or the number '3' in its rules text or name.
Twincost*:
All cards in a player's submitted hand must have the same converted mana cost and different names.
Unglued*:
Player may submit cards contained in Unglued.
Un-Sets:
Players may also submit cards contained in Unhinged.
Common Names:
"Only Artifacts or Enchantments" is "Enlightened Tutor"
"Only Commons" is "Pauper"
"Only Commons and Uncommons" is "Peasant"
"Only Different CMC" is "Easy as 1, 2, 3!"
"Only Multicolored (No Repeats)" is "Diversity"
"Only Rares or Mythic Rares" is "Bling"
"'Set Code' Card" is "'Set Code' Kick-Off"
The first letter in the English name of each card in a player's submitted hand must match a unique letter contained in the word specified by the name of the format.
Additionally, a group of cards may be specified. If it is, then the first letter in the English name of a card contained in that group can be treated as though it were any letter.
Relatives:
'WORD' (Loose)*:
The English name of each card in a player's submitted hand must contain at least one letter contained in the word specified by the name of the format.
'WORD' or 'WORD':
Each player chooses one of the words specified by the name of the format.
The first letter in the English name of each card in a player's submitted hand must match a unique letter contained in his or her chosen word.
Alphabet ('Group of Letters')*:
The English name of each card in a player's submitted hand – other than a basic land card – must begin with a letter contained in the specified group of letters.
Alphabet (Consecutive)*:
For no fewer than one less than the number of cards in a player's submitted hand, the group of letters containing the first letter of the English name of each of those cards must be a group of unique consecutive letters.
For any two cards in a player's submitted hand, the first letter of the English name of either of those cards can't be the same as the first letter of the English name of the other, unless those cards have the same name.
Alphabet (Repeat)*:
Each player's submitted hand must contain at least two different cards whose English names begin with the same letter.
E is for Everyone*:
The English name of each card in a player's submitted hand must contain the letter 'E'.
Wordy*:
The group of letters containing the first letter of the English name of each card in a player's submitted hand must be an anagram of a word contained in a specified group of English words.
Specified Cards:

5CH LOVE or HATE:
Cards contained in Shards of Alara and Conflux
Each player may not choose an opening hand that would enable him or her to deal more than N damage, such that an opponent could make no sequence of decisions that would not result in more than N damage being dealt.
Each player submits an ordered list of N hands.
None of a player's hands may contain a card contained in another of his or her hands.
Each hand is played, and the ith hand in a player's list is played against the ith hand in an opponent's list.
Relatives:
N Hands (All)*:
Each player submits N hands.
None of a player's hands may contain a card contained in another of his or her hands.
Each of a player's hands is played against each of an opponent's hands.
N Stepping Stones*:
Each player submits an ordered list of N cards.
Each player has N hands, with each hand comprising the first i cards in his or her list, for i = 1:N.
Each of a player's hands is played against the opponent's hand comprising the same number of cards.
For the rule that reads:

Each player submits two hands, which must share exactly N cards.
Before the start of each game, the non-starting player chooses a hand that he or she submitted, then the starting player chooses a hand that he or she submitted. Those players play those hands.

Two-Face*:
Each player submits two hands which do not share any cards and designates one of these hands as his or her starting hand.
Each player plays his or her starting hand while he or she is the starting player and plays his or her other hand otherwise.
Each player starts the game with N copies of each of the cards in his or her submitted hand in his or her opening hand.

N Copies 2*:
Each player submits an ordered list of cards.
Each player starts the game with N copies of his or her submitted cards in his or her library in the specified order, then the top seven cards of each player's library become that player's opening hand.
Ignore the rule that reads "A player doesn't lose the game as a result of being unable to draw a card."
Each player starts the game with 11 life.
Prevent all but 1 damage that would be dealt to a player by any source.
A player earns 1 bonus point if his or her submitted hand has the greatest number of instances – compared with all other submitted hands – of the number '1' in the text that defines the characteristics of cards in that hand.

Mr. Freeze
Mr. Freeze has hexproof and starts the game with an emblem with "Permanents your opponents control that become tapped don't untap during their controllers' next untap step” and "At the beginning of your upkeep, you may tap target permanent.”
Ra's al Ghul
Before the start of each match, Ra's al Ghul may a choose a card in an opponent's hand and exile it.
The player who isn't Ra's al Ghul starts the game with an emblem with "At the beginning of your upkeep, if you have completed 99 turns, you lose the game."
Two-Face
Before the start of each game, Two-Face chooses one of his hands. Two-Face plays that hand.
Each player starts the game with an emblem with "At the beginning of your end step, destroy all permanents" and "At the beginning of your upkeep, return all permanent cards from your graveyard to the battlefield. Those permanents have haste."
Each player starts the game with an emblem with "At the beginning of your upkeep on your seventh turn, the player with the highest life total wins the game. If two or more players are tied for highest life total, then the game is a draw."
Rather than pay the mana cost for a spell or the activation cost for an activated ability, its controller may pay 0.

The mana portion of the activation cost of an activated ability of a permanent is reduced to 0 unless it's a mana ability.
Each player may activate only one ability each turn that isn't a mana ability.

Each player has a specified amount of credit with which to bid on cards contained in a specified group of cards called the cube.
When submitting a hand, each player also bids on any number of cards contained in the cube. There is a specified minimum bid.
If a player is the only high bidder for a card, then that card is added to his or her opening hand.
Each player's submitted hand may contain up to X cards, where X is defined by the name of the format.
Each of a player's submitted cards must have a converted mana cost equal to the number of cards he or she submitted.

The amount of mana that has been spent to pay a cost of a card is an attribute of that card.
Each player can't cast more than one spell each turn and can cast spells only during his or her own turn.
There are three groups of specified cards – the flop, the turn, and the river.
Each player controls the specified cards during his or her turn.
The first time a player would start a turn after both players have completed a turn, instead place the flop onto the battlefield under that player's control, then that player starts his or her turn.

Each player starts the game with an emblem with "Whenever you activate an ability, copy that ability. You may choose new targets for the copy. Mana abilities of nonland sources can't be copied this way."
If a player could initiate a loop, he or she may not complete an iteration of that loop to add mana to his or her mana pool before an opponent's first turn of the game.
If an effect would put one or more tokens onto the battlefield, it puts twice that many of those tokens onto the battlefield instead.
If an effect would place one or more counters on a permanent, it places twice that many of those counters on that permanent instead.
Instant and sorcery cards have "Exile this card as the final part of its resolution. If you do, at the beginning of each of your upkeeps for the rest of the game, you may copy this card. If you do, you may cast the copy without paying its mana cost."
Each player may submit only creature cards.
Each player starts the game with an emblem with "At the beginning of your upkeep, if it's the first upkeep of the game, each player exiles his or her hand. Return all cards exiled this way to the battlefield under their owners' control at the beginning of the next main phase."

Entrants post hands directly into the game thread. A hand must always win against the hand or two hands posted before it. In the Extended version, a hand must always win against all hands posted before it. In the Bans version, a hand may not include any card included in a previous hand.
Players post hands directly into the game thread. A hand must always win against each hand posted before it that's part of the same round. Typically, each round lasts one day. Each round, the player who posted the last hand earns a point. A player can't post two hands in a row during any round and a player's hand can't contain any cards contained in another hand in the thread.

1. Overview
Perfect Hand Magic (PHM) is a competitive strategy game for two or more players. It can be played using pencil and paper; however, it's most commonly played via an online forum. To play the game, each player secretly chooses a specified number of Magic cards which form his or her hand. Once all players have chosen hands, the hands are revealed and scored.
The object of the game is to choose the hand that will score the most points. The score for each hand is determined by the result that it would achieve if it were used to play two games of Magic – one match – against each competing hand; the rules for these theoretical games are covered in Section 2 – Game Rules. During each theoretical game, the player of each hand employs the strategy that maximizes the score for his or her hand, taking into account the strategy of his or her opponent.
A hand scores 3 points for each game that it would win, 0 points for each game that it would lose, and 1 point for each game that would end in a draw. However, a hand scores only 2 points for any match that would have a symmetrical result, regardless of whether the result would be two drawn games or a win for each hand.
The composition of a hand is limited only by a short banned list and a few restrictions on the game states that it can enable; these restrictions are covered in Section 3 – Hand Construction Rules.
2. Game Rules
2.1. Except for the changes described in these rules, games follow the rules for a normal game of Magic.
ii. Changes that would take effect at any other time take effect during the first round for which those rules have been in effect since the start of the round instead.
2.1b. Ignore any part of an instruction that isn't covered by these rules or by the rules of Magic.
2.2. A player's opening hand contains that player's chosen cards.
2.3. Players' libraries begin the game empty.
2.4. An effect that would produce a random result produces the result that least benefits the owner of the source of that effect instead.
2.5. Each player is the starting player for one game in each match.
2.6. Players know the identities of all face-down cards and all cards in hidden zones, and players know which decisions have been made by other players.
2.7. If a game would continue indefinitely, then the game is a draw.
2.8. If a loop containing at least one optional action would be repeated indefinitely during a turn, then any player may propose a number of times for that loop to repeat instead. If a player does, then each other player may propose a different number and the loop is repeated for the greatest number of times proposed instead. No player is required to make a choice that would end a loop that crosses multiple turns.
2.9. Cards can't be brought into the game from outside the game.
3. Hand Construction Rules
3.1. A player may not choose an opening hand that would enable him or her to achieve any of the following results before an opponent's second turn would begin, such that that opponent could make no sequence of decisions that would not result in at least one of these results:
ii. Take an infinite number of turns.
iii. Cause a card to leave an opponent's hand.
Ignore this rule in the following cases:
3.1b. That player's hand would be legal if that player's opponents had no maximum hand size.
3.1c. That player could achieve one of these results only during a game that was restarted after an opponent's second turn had begun.
3.1d. All cards that would leave an opponent's hand during the resolution of an effect would be put onto the battlefield by that effect.
3.1e. All cards that would leave an opponent's hand during the resolution of an effect would be in that opponent's hand once that effect resolved.
3.2. A hand may contain any number of copies of any card legal in Vintage.
3.3. A hand may not contain any cards on the PHM Banned List.
4. Entry
4.1. A player plays a round of PHM by submitting a list of his or her chosen cards to the PHM moderator.
4.2. A player may change his or her hand until the posted deadline.
4.2b. The moderator also will try to notify a player if that player's hand doesn't enable that player to win the game against any possible hand.
4.3. A player may name his or her hand. If he or she doesn't, then the moderator may name it. The moderator may also rename a player's hand at his or her discretion.
5. Perfect Hand Magic League (PHML)
5.1. PHM League play consists of four rounds of PHM.
5.2. Each round, a player earns League points according to the following formula:
5.3. The player with the most League points at the end of League play is the PHM League winner.
6. Scoring
6.1. A table of match results is posted at the end of each round. Each row lists one player's result against each other player. A player's points and League points are tallied at the end of his or her row.
6.2. A player may earn bonus League points as specified by the PHM moderator.
6.3. Each player is responsible for determining the match results for his or her hand.
6.3b. An undetermined match result is counted as a loss for both players in that match.
6.3c. A player may challenge any result until the moderator announces that the result is final.
7. Variant Format Rules
7.1. Perfect Hand Magic has been played with hands typically containing between one and seven cards. Additionally, the Game Rules and Hand Construction Rules have been adapted to create hundreds of variant formats. Five commonly-played variants are described in Sections 7.3-7.7.
7.2. The rules of a variant format overwrite any other applicable rules.
7.2b. Some variant formats require a player to make some number of decisions in addition to or instead of submitting a hand. A player's submission must comply with the Hand Construction Rules, taking into account any decisions made at this time.
7.2c. Some variant formats require players to make decisions "before the start of each game". For these decisions, follow the "Active Player, Nonactive Player order" rule, replacing "active player" with "starting player".
7.3. Land Rule Variant.
7.3b. This is the extra land rule (ELR). Any player may play a basic land of his or her choice from outside the game any time he or she could normally play a land. Any player may play an additional land on each of his or her turns from his or her hand. A hand may not contain any cards on the Land Rule Banned List.
7.3c. This is the draw land rule (DLR). If a player would draw a card from an empty library, that player puts a basic land of his or her choice from outside the game into his or her hand instead. The starting player doesn't skip the draw step of his or her first turn. A hand may not contain any cards on the Land Rule Banned List.
7.4. Sanctioned Magic Format Variant.
7.5. Life Rule (LF).
7.5b. Irrespective of rule 7.5a, a player must choose an opening hand that enables him or her to win both games of a match against at least one hand, such that the player of the losing hand could make no sequence of decisions that would not result in that player losing the game. The losing hand must conform with the Hand Construction Rules but need not consider this rule.
