The problem I have always had with Anarchy theory is that just from the study of behavior, true Anarchy never seems possible. Individuals tend to form groups, groups tend to have more power, and eventually groups can enforce their will or destroy any that oppose.

Where this system implemented, some people would naturally seek to exert control more than others, and some will openly defer to the decisions of those people. Factions will arise under the leadership of the most influential members, and the majority group will hold general power. It's the same pattern all over the place.
Systems like the one in place now are so common in society for a reason- they were chosen in the first place not mainly out of organised planning but natural group development.
