Today, I found out that some changes are happening to the testing grounds.
First, I wanted to raise awareness for people who have things that might get deleted.
Second, where would be appropriate for us to move extendo sigs to? If there is not an appropriate location, would it be possible to create a storage subforum somewhere for that purpose?
If you don't want the spam, you could make it so that only the topic creator can reply to the thread.
I like having a place where people can look at my decks, my signature banners, etc. in one thread. The problem with blogs is that they cannot be edited (I think, I might be wrong).

No. The purpose of getting rid of the extendos is to get rid of the extendos. They're spammy. There is no reason why an extendo-sig should have reached 10K posts. Some of the content in the sigs is appropriate for Blogs and should be moved there. Other content shouldn't have been posted and will be obliterated. We will not be providing a storage forum for the extendos, and I am planning on deleting them, not moving them to the retired forums section.

The appropriate place for that would be in your sig shop thread. Posts needed to re-stash Artwork and Signature Shop attachments being relocated due to this change will not be infracted for doubleposting.

I would argue that there needs to be a place for Sallyers to spam. What harm is there in spamming in a forum where posts don't count and nothing important happens? If we are unable to, in essentials, vent there, I have a feeling that the overall quality of posts would drop. Most Forums that I frequent have a "Spammerland" of sorts, and the ones that don't, have, as I previously mentioned, or, to put it as I believe Shahazarad once said, "LOL DUMBASS" being an acceptable post.
On a different note, I loathe the blogs, and am upset at having my Extendo (which is, currently, a place to look at my decklists, records, artwork, etc.) stopped cold. Blogs are just...different than a thread. If users want a place to stash attachments and stuff, why not stick a forum for that somewhere? You can hold post-quality rules to that forum just as you do to the rest, and that would end the spammyness of the current testing grounds.

Extendos are spam, that's it. Sure, you can post a few decks, banners, and etc., but the intermittent posts are spam.

Those forums are being used for their intended purpose, which is at least partially spam. Testing Grounds is for testing vBcode and other things that interact with the forums, not five-digit-postcount single-user clans.

Is there a purpose to killing spam if it's not spamming up a place that anybody cares about?
I mean, currently, all extendos are in a sub-forum in testing. If they were bumping real threads that people might want to see off the page, I could see them being spam but "spam" is essentially unwanted electronic clutter.
If I am looking at the testing sub-forums for some reason, I am probably looking for somebody's extendo. I am not ever looking to see somebody's test thread, and I don't think anybody is looking for test threads more than a day old.
I could be wrong, and somebody could be going "man, all these extendos are getting in the way of me finding someone's vB code test..." but I'd be surprised.

I understand the desire to get rid of the spam extendos (and I agree with it), but how about a storage subforum which allowed only the thread creator to post in their thread, but for threads to still be publicly viewable. Based on other permission-based subs not being useful for displaying images elsewhere to users without the permissions to view the originating sub, I'm going to say no.
There are a bazillion places that are happy to provide image hosting for free, however.

I disagree entirely. The problem is that the rules shattering that went on in extendos didn't stick to just spam, but develoed into rampant flaming in some of them, and one was even used to house porn.
We really have no need for something like that on our public forum.

I do have a question about the so called Porn... if I posted an image of the Venus De Milo on this forum, would I be suspended for posting a Pornographic Image, despite the fact that the image is an incredibly well known piece of Artwork within the classical art community?
In the same context, the image that the individual in question posted, was a well known piece of promotional work for an incredibly well known Anime. Within the context of the Anime community, it is viewed as a piece of Artwork, and is NOT viewed as pornography. It is not an explicit image, at least not anymore so than the Venus De Milo could be considered an explicit statue.
We're in a 'work safe' environment. Someone's boss seeing a picture of the Venus de Milo will likely look at it, know what the statue is, and not be bothered more than just 'why are you looking at this on your off-time?'
The same boss looking at that particular promo-work is not likely to know what it is, is likely to consider it porn, and the person looking at it will likely get in trouble.
Our 'work safe' standards haven't changed at all, so I don't know why us upholding them is such a surprise.
the problem with defining things as work safe, is that no two work environments are the same. One boss may have a problem with the Venus De Milo while another may not. Alternatively another boss may have a problem with that promo work while another may not. Defining something as work safe assumes that all work environments are static.

If we start using blogs a lot more, are these separate spam/conduct rules for those? Is there a once per 24 hours rule or anything like that?
